最高决策层如此重视大众创业、万众创新，无疑是个重大利好。

8、协调发展将有更多有力措施

协调发展，同样被最高决策层视为重大议题。除了在国内频繁调研，习近平在西雅图出席中美省州长论坛时也不忘指出，“将采取有力措施促进国内区域协调发展、城乡协调发展”。

与此对应，国务院在今年先后批复同意《长江中游城市群发展规划》、《环渤海地区合作发展纲要》。这样一来，一带一路、京津冀协同、长江经济带这三大跨区域发展战略，几乎覆盖中国，呈内通外联态势。

在城乡协调上，支持举措同样密集。今年6月以来，国务院先后确定支持农民工返乡创业政策，确定全面实施城乡居民大病保险，决定完善农村宽带，缩小城乡数字鸿沟，还通过《居住证暂行条例(草案)》。

对协同发展，习近平早已定调，这“既是理念又是举措，务必政策到位、落实到位”。相信，“十三五”期间，协调发展上中央将会有更多有力措施，区域差异、城乡鸿沟有望得到进一步缓解。
