众说纷云，而见解本身并无谁对谁错，区别在于看待问题的心态。

政府已经立下了治污“小目标”，制定了治污的狠招数和措施，但要避免治污“小目标”落空，就必须配套“小目标”没完成的铁腕的刚性的问责机制、惩罚措施，要有后续的监督和问责环节作保障，这些环节一个都不能少、一个都不能踏空。当政府定下的治污“小目标”没有完成，或者地方政府通过数据造假完成治污“小目标”时，哪些领导干部需要为这种结果承担责任，以及承担什么样的责任，是约谈，还是诫勉谈话，或是年终考核时一票否决，以及给予严厉的党纪政纪处分，都应当以明确的制度说清楚，并按照制度进行严厉处罚。反之，如果地方政府只是随口定下一个治污“小目标”，却没有配套目标没有完成的监督机制、问责机制，那么职能部门或相关领导干部就不太可能积极落实治污“小目标”，反正完成目标与目标没完成之间并没有区别。

总之，只要治污“小目标”没有落实，就要承担责任，就得接受惩戒，才能让大众看到清晰的治污路径，才能让民众对实现治污“小目标”心中有底。当然，政府定下的治污“小目标”在层层分解过程中，也得实事求是，科学合理，不能像过去制定经济指标那么随意的层层加码。否则，一个本来努力就可以完成的治污“小目标”，极有可能加码成一个难以完成的治污“大目标”。

35.弄巧成拙 be too smart by half; Cunning outwits itself

It is quite usual that one meets failures, for ones life can never be

plain sailing. However, different people hold different attitudes towards

failure. Some people think it a heavy blow to fail in achieving something and

they can not endure failure. When they meet failure, they will be seriously

dejected and can never pluck up their courage to try again.

遇到失败这是很平常，因为人的生命不可能一帆风顺。然而，不同的人对失败持有不同的态度。获取某些东西失败对有些人来说是一个沉重的打击，他们不能承受失败。当他们失败，他们将非常的沮丧并且不能鼓起勇气再试一次。

However, others think it natural to meet failures in ones career.

Therefore, they are psychologically prepared. When they meet failures, they will

not be frustrated. Instead, they will continue to meet new challenges. As to me,

Im in favor of the latter view. Failure is really a terrible thing but it is

also the mother of success. If one draws lessons from failures, in most cases he

will get success in the future. Furthermore, ones life can never be smooth

sailing; it must be full of difficulies and setbacks. If one is daunted by

difficulies and frustrations, he will always be a failure. However, if one holds

a positive attitude toward failure, he will overcome difficulties and

frustrations to win victory.

The person I would like to interview is Yang Liwei.

I would really like to interview him because he is not only the first Chinese to go to space but also one of the greatest astronauts in the world.I have long been interested in space exploration and I believe I could learn a great deal from him about it.

If I could interview him, I would ask him what made him an astronaut and how he was trained. I would also like to know how he felt in space and whether space travel is such great fun as I have read. I would like to ask a few questions about his personal life, which must be very interesting.

有一位年轻人发现了沉香木，把沉香放在市场上去买，却无人问津，而隔壁的木炭总是很快就卖光，年轻人就烧了沉香木，把它变成木炭很快就一抢而空，结果他的父亲告诉他他烧掉的，便是沉香，价值连城，切下一小块就可以换上一车的木炭。年轻人没有坚持自己的目标，被眼前的利益所冲昏了头脑，最终换来的却是微薄的回报。所以不忘自己的初心，坚持自己的目标，就能成功。

如果年轻人坚持卖沉香，最终肯定能收获颇丰。可他却没有坚持自己的目标，为了蝇头小利而忘记初心，最终导致了自己的失败，生活中亦是如此。

处于学习阶段的我们，初心肯定是为了读好书而学习，可是有些人为了贪图享乐，把心思放在了玩上，不为学习，为了一时的轻松而浪费了青春，最终迷失了自我，随波逐流。我们应该努力学习，坚持自己的目标。

天文学家哥白尼为了坚持自己提出的日心说，不顾一切代价，最终被教徒活活烧死，哥白尼为宇宙的奥秘做出了重要的贡献，也正是以日心说为基础才有了之后一系列的发现，哥白尼坚持了自己的目标，不忘初心，不被教徒的利益所迷惑，最终实现了自己的梦想，也被世人永远铭记，假如哥白尼怕死而放弃了研究，那么宇宙的种种秘密或许还会再晚那么几十年才被人们解开。

钱学森曾经说过：“不要失去信心，只要坚持不懈，就终会有成果的。”诚如斯言，我们需要坚持自己的初心，坚持自己的目标，那么相信自己，你很快就会有成果的。不坚持目标就犹如船只在大海中迷失了方向;犹如沙漠中无水的人;犹如汽车没有轮胎，始终前进不了。

苏格拉底让弟子们每天坚持摆手，第二天每个弟子都会做到，而到了第100天却只有一个弟子做到了，那位弟子后来成为了大哲学家，他的名字是——柏拉图。由此可见，坚持目标对一个人来说有多么的重要，目标对人的激励是十分巨大的，倘若没有坚持目标，那就只能碌碌无为，最终安慰自己平凡可贵了。

不忘记记最初的梦想，坚持自己的目标，尽自己最大的努力，我相信终有一天会收获累累，获得成功的。
