网友“画却凌烟”是一名纪检监察干部。据他讲述，2015年，他在查处县农业综合开发办腐败案时，一条问题线索反映该单位工程师江某利用职务之便为其亲属承接工程项目。江某既不是党员，也不是行政机关任命的干部，只是一名普通工作人员。按照当时的《行政监察法》，只能向其主管部门发出监察建议书，责成对其处理，震慑效果大打折扣。《监察法》施行后，像江某这样的干部，也属于监察对象了。
