随着建设网络强国目标的提出及其战略路线、步骤、举措的逐渐明晰，网络强国建设进入以执行促实效的新阶段。中国网络空间建设在经历了跟随、参与之后，正在进入主导阶段的新起点。在这种关键时期，我们既要看到已有的成就，立足世界网络用户大国的基础，也要看到与网络强国的巨大差距，将其转化为不断奋发图强的巨大动力，更要正确认识网络强国建设的世界性影响，为中华民族崛起营造更加良好的全球网络环境。

一、看到“成就”，网络大国地位是建设网络强国的基础

从1994年正式全功能接入互联网，我国已经成为全球首屈一指的网络大国。就网民数量来看，中国互联网用户数和移动用户数均居世界首位。据中国互联网信息中心CNNIC发布第34次调查报告显示，截至2014年6月，我国网民规模达6.32亿，其中手机网民达5.27亿，较2013年底增加2699万人，网民中使用手机上网的人群占比提升至83.4%，相比2013年底上升了2.4个百分点。就网络活跃度来看，中国网站访问流量仅次于美国，居全球第二。在中国最常使用的25个网站中，中国自身网络公司产品已高占92%;在全球网络访问量排名前20的网站中，中国有7家上榜;全球使用最广泛的10个社交媒体网站中，中国就占据了6家。就网络经济规模来看，中国网络经济发展成绩喜人。目前，中国已建成全球最大的4G网络，拥有全球最大的用户规模。2014年，电子商务交易额突破12万亿元;在全球市值最大的十家互联网企业中，中国占有四席，中国互联网企业在价值创造、模式创新、产业融合等方面取得长足发展。

在短短20年时间取得这样巨大的成就，是政府主导下市场配置资源的现代化发展结果，是坚持技术引进与自主创新相结合的科技发展道路的结果，也是坚持工业化与信息化互动融合的新型工业化道路的结果。如果说超大的网民基数以及不断提升的国家经济发展水平和网络空间技术水平构成了网络大国的基本要件，那么随着中国总体经济实力的提高以及对网络空间技术投入的不断加大，中国在网络空间还将获得更为重要的地位和影响力。

二、直面“问题”，现实差距是建设网络强国的巨大动力

网络大国并不等于网络强国，网络强国需要的是硬实力和软实力的综合体现，不仅仅意味着网民数量的超大规模和网络技术的广泛应用，更意味着将网络应用转化为经济生产与国家治理的超强能力，以及为维护自身安全而享有网络治理规则和治理目标上的主导权和话语权。目前，中国距离网络强国还有不小的差距。

首先，从网络空间发展平均质量上来看中国只处于一般发展中国家之列。根据国际电信联盟2014年《衡量信息社会发展报告》显示，中国信息通信技术发展指数(IDI)全球排名86位;世界经济论坛2014年《全球信息科技报告》显示，中国网络就绪指数(NRI)全球排名62位。联合国经社部2014年《全球电子政府调查报告》显示，中国电子政务发展指数全球排名70位。透过国际网络空间发展水平的三项权威指标不难看出，中国在网络整体质量上与发达国家还相距甚远，仍属于发展中国家水平。

其次，中国网络核心技术能力与西方国家差距较大，网络安全保障任务艰巨。一方面，我们在信息技术方面起步较晚，在芯片、操作系统、数据库等核心技术长期依赖西方技术，没能形成完备的网络信息技术的创新体系和创新能力。另一方面，以美国为首的西方国家利用技术产业优势，通过研发和定制各种网络攻击武器实现网络监控、网络攻击和网络威慑。试想，如果在核心技术无法自主可控的情况下，我们所建的网必然是“没有防范的网”，是易窥视和易被打击的“玻璃网”，加之我国网民个人信息素养发育的不够成熟，我国个人、企业(社会组织)、政府无不处于被窃听、干扰、监视、欺诈、泄露等多种信息安全威胁之中，网络安全处于极脆弱的状态。仅就网站来看，2013年，我国被篡改的中国网站数量为24034个，较2012年增长了46.7%;被植入网站后门的中国网站高达76160个，其中政府网站有2425个。面对国家网络安全、网络经济安全、网络社会安全以及个人隐私权保护等如此广泛的信息安全威胁，我们尚没有形成足够的安全保障手段和能力。

此外，中国在有关网络空间国际战略以及全球治理规则的主导权和话语权上仍处于弱势地位。美国等西方发达国家凭借其掌握的关键技术与标准，一方面，在话语上高调宣扬“先占者主权”原则下的网络自由行动，以期为其信息战、网络战开辟道路和提供法理依据;另一方面，在国际战略上已经建立起一整套涵盖网络空间战略、法律、军事和技术保障的网络防控体系，以期不断巩固并改善其自身对全球网络空间事实上的绝对控制。2012年美国发布了网络空间国际战略，明确提出如果美国的网络受到攻击，可以像政治、军事和经济受到国外攻击一样动用武力对对方进行打击。同时，西方国家还频繁启动贸易保护安全壁垒，2012年美国对我国华为和中兴进行的长达一年的安全审查，问题的焦点无关产品价格也非质量，而是信息安全。我们在网络强国建设过程中将始终面临着网络监管与网络自由的价值对立、既有大国的战略猜疑甚至抵制，以及我们在网络空间的能力尤其占领网络空间制高点的能力和实力还非常有限的严峻现实。

三、正视“影响”，网络“中国梦”是人类社会共同进步的网上“新丝路”

显然，从网络大国到网络强国需要既有的物质条件支撑，更需要主动构建和积极争取。中国超大的经济体量和网民规模，决定了我们成为网络大国的前提条件，也决定了中国的任何一项决策变化都会对世界造成事实上的影响。中国离不开全球网络空间，网络空间全球治理也离不开中国贡献。2014年初，在中央网络安全和信息化领导小组成立时，小组组长习近平明确提出把我国从网络大国建设成为网络强国的战略目标。之后，习总书记在中美元首会晤、巴西国会演讲等多个国际场合明确提出建设构筑“和平、安全、开放、合作”的网络空间，建立“多边、民主、透明”的国际网络治理体系。中国政府相关部门也在“中国-东盟网络空间论坛”、“首届乌镇世界互联网大会”等一系列世界级网络盛会上接连发出“中国声音”，进一步阐释中国网络治理的立场和主张。

建设网络强国，有助于推进民族复兴大业，塑造中国国际形象。中国要建设网络强国。这是今天中国政府对网络社会的科学判断，也是中国政府对当今世界的庄严承诺。这样的判断与承诺彰显了中国正在改变内向型的政治视野，中国正在“由一个注重经济利益和传统安全利益的独善其身的发展中国家转向一个注重发展物理空间和网络空间的兼济天下的‘负责任大国’”。对内负责，就是要让全体中国人都享受到现代化、信息化的发展成果，实现人的全面发展。这一目标承诺有助于提高中国人民实现民族复兴的自信心和凝聚力，有助于赢得国内民众对国家各项工作的理解和支持，共筑中华民族伟大复兴的中国梦。对外负责，就是要在追求本国利益的同时，兼顾他国合理关切，在谋求本国网络安全与发展的同时促进各国共同安全与共同发展。这一视野转向不仅有利于中国掌握对外关系的主动权，改变过去在网络空间一味机械应对的被动局面，而且有利于消除国际上将中国网络政策和行动视为“中国威胁”的疑虑，从而为顺利实现社会主义现代化和民族复兴营造有利的外部环境，尤其是和平、安全、可靠的网络安全环境。

建设网络强国，有助于改变网络空间不均衡现状，创建全球治理新秩序。当今世界网络空间的基本现状却是，一边是美国等发达国家凭借其技术、制度、战略等综合优势在全球网络空间治理中占据着中心位置，收获着巨额经济利益和强大政治影响力，另一边是广大的发展中国家在全球网络空间处于边缘地位，不仅没有话语权，而且其信息主权、网络安全还时刻处于被侵蚀和攻击的危险境地。作为最大的发展中国家和网络空间的后起之秀，中国建设网络强国，首先会使发达国家和发展中国家之间的网络空间能力差距逐步缩小，一方面消解网络空间目前这种不均衡发展现状，改变美国在网络空间的一超独霸现象，另一方面为发展中国家树立榜样，坚定他们对网络空间后发优势的信心。其次，建设网络强国，中国必将更有力量团结新兴国家和发展中国家，共同推动网络空间治理秩序的全面变革，更有效地参与网络空间价值观的建构、网络空间行为标准的制定以及网络空间国际议程的规划，将“和平、安全、开放、合作”这些中国珍视的价值原则和“多边、民主、透明”这些中国政府一直强调的政策主张纳入新秩序构建之中，规划一个让多数国家特别是那些在技术、软硬件资源暂时处于劣势的行为体都可以从中受益的全球网络空间。
