一、小作坊问题突出。在农村，90%以上的食品生产企业是10人甚至5人以下的小作坊，大多分分散在城乡结合部、边远山区以及行政监管相对薄弱的农村地区，涉及面极其广泛。这些食品很多是前店后坊、即做即售的小食品加工企业，相当一部分缺乏有效监管和严格的生产标准，从业人员素质低，生产、经营管理落后。由于工艺技术落后，设备设施陈旧，一些小作坊粗制滥造，以质次价廉的食品冲击市场;一些食品小作坊贪图私利，偷工减料，非法购进劣质原料，制售伪劣食品;有的用知名品牌的商标和包装，冒充正规厂家的产品，误导消费者;在流通过程中，由于包装、储藏、运输等设施落后和管理不善，容易造成食品二次污染。

二、餐饮行业无证经营现象普遍。农村的餐饮行业绝大多数是一些小型餐饮店、街头商贩和社区网点，他们在没有办理任何证照的情况下就开业经营，也没有为接触食品的生产人员办理“健康证”。街头饮食摊点分布广泛，城区主要街道、小区、学校周围均有这些街头食品经营场所，其设备简陋，无餐具洗涤消毒设备。绝大多数摊点没有卫生许可证，其从业人员的卫生操作习惯差。且大多设于路边等人群较集中场所，食品容易受到污染。农村学校食堂卫生差，饮食安全令人担忧，主要是农村学校食堂硬件投入不足，食堂建筑布局及卫生设施不符合要求，一些学校食堂连防蝇、防尘、防鼠设施都没有，餐具也不消毒。有的学校将食堂转由他人承包后，基本上放弃了日常的食品卫生监督管理。

三、食品流通秩序较为混乱。农村食品经营大多为个体工商户，缺乏必要的设施，经营管理落后。一些食品批发市场缺乏有效的安全检测手段和质量控制措施，使造假者有机可乘，甚至成为假冒伪劣食品集散地。一些经营企业贪图私利，蓄意出售过期或变质食品现象屡禁不止。不法食品生产经营者时常伪造标识、滥用标识，欺骗和误导消费者。还有，农村食品安全工作相对薄弱，不法分子往往将假劣食品销往农村集贸市场和小卖店，农民购买食品时容易买到假冒伪劣产品，从而蒙受损失。因此，权益受到了最直接、最严重的伤害也往往是农民，阜阳奶粉事件就是最好的佐证。

四、食品检测机构建设仍然滞后。目前，基层的食品检测力量分散，资金不足，设备严重不足，检测手段落后，检测周期长，很难为食品质量监管提供强有力的技术支持。有些具备检测能力的检测机构由于部门障碍，其出具的检测报告其他监管部门不承认其法律效力，造成检测资源不能有效利用。拿工商部门来说，工商部门食品安全监测的法定资质未确定，食品质量检测是工商行政管理机关从未有过的职能。目前工商部门的检测结果既无权威性也无合法性。由于检测结果没有法律效力，工商部门在执法过程中，只能采取临时控制措施，先封存不合格的食品，再将不合格的食品样品送至有合法资质的检测机构申请复检。这就出现两个问题：一个问题是食品是特殊的商品，涉及保鲜、保质期问题，特别是保鲜食品，极易出现腐烂的情况，而封存的食品存放点往往不具备恒温环境;另一个问题是出现初检结果不合格，而复检结果合格的情况，对腐烂损耗的食品进行行政赔偿的问题难以得到有效解决。

In retrospect, I find myself standing on a solid basis in both theory and experience, which has prepared me for the Ph.D. program. My future research interests include: Network Scheduling Problem, Heuristic Algorithm research (especially in GA and Neural network), Supply chain network research, Hybrid system performance analysis with Petri nets and Data Mining.
