在中华民族生生不息的历史长河中，尊师重教、捐资助学已经成为我们中华民族传统优秀文化精髓的其中之义。再穷不能穷教育，再苦不能苦孩子，已经成为全社会的共识。能办好教育，受人景仰;能支持教育，受人敬佩。今天，在第29个教师节即将到来之际，我们召开这样一个座谈会，既是对重视教育的坚持，也是对最美教师的一种肯定，更是对社会爱心的一种褒奖，在这里，我首先代表省委、省政府，向受到表彰的德美教师和荣获贡献奖的爱心基金会代表表示热烈的祝贺!向全省广大教师和教育工作者致以节日的问候!向长期以来支持我省教育事业发展的各界人士，表示衷心的感谢!

刚才，兰州理工大学教师杜永峰、天祝县抓喜秀龙乡土族教师张拉毛东智、白银市武川中学校长崔正德等三位老师，以及上海华信、西部阳光基金会和省乡村教师培训志愿者联合会的负责同志分别作了发言，大家既谈了从事教育事业的感受和收获，也谈了各自的想法和打算，还对我省教育事业发展提出了很好的建议，听了很受教育和启发。我有这样三点感受：一是大家的事迹令人感动。无论是来自高寒阴湿偏远山区教学点的老师，还是来自基层一线的乡村校长以及高校老师，大家都在平凡的岗位上干出了不平凡的事迹，取得了骄人的业绩。二是大家的精神令人震撼。你们不讲条件、不计得失，潜心教学、精心育人，倾注了满腔热忱、付出了艰辛劳动，充分体现了献身教育、甘为人梯的崇高境界，集中展现了任劳任怨、呕心育人的可贵品德。三是大家的义举令人钦佩。在甘肃加快教育事业发展、建设人力资源强省的关键时期，多家基金会等社会团体，凭着一种强烈的社会责任感，一种对贫困地区和困难群众的深厚感情，不惜重金、不辞辛劳，向我们伸出了无私友爱的援助之手。比如上海华信、西部阳光、北京永源、美丽园丁以及宋庆龄基金会和甘肃省乡村教师培训志愿者联合会等社会组织，充分发挥各自优势，持续不断加大力度，千方百计捐资助学，很有创意地启动实施了培训教师和资助农村教育事业发展的若干项目，让甘肃的人民、贫困的家庭、农村的孩子享受了大爱的阳光，得到了茁壮的成长，社会反响很好，有力地促进了我省贫困地区教育事业的发展。

从大家的发言中可以看出，改革开放以来特别是近年来，我省教育事业蓬勃发展，取得了可喜的成绩，各级各类教育加快发展，教育公平进一步彰显，教师素质全面提升，初步走出了一条经济欠发达省份办大教育的创新之路、图强之路。当前，甘肃正处在加速转型、加速发展的关键时期。春节前夕，习近平总书记视察我省时明确提出，要加快建设经济发展、山川秀美、民族团结、社会和谐的幸福美好新甘肃，努力到2020年同全国一道全面建成小康社会，为我们进一步指明了前进和努力的方向。加快全面建设小康社会进程、建设幸福美好新甘肃，最关键的是要靠人才去支撑;培养大批适合经济社会发展的人才，根本的是要靠教育来保障。这既为教育事业发展提供了大好机遇，也对办好教育、对教师的职业素养和业务能力提出了新的更高要求。借这个机会，我讲三点意见，概括起来，就是要树立一个理念、突出一项重点、锻造一支队伍。

树立一个理念，就是要牢固树立教育事业优先发展的理念。教育是民族振兴、社会进步的基石，是提高国民素质、促进人的全面发展的根本途径，也是我省实现与全国同步进入全面小康社会的重要基础和强力支撑。作为经济欠发达省份，只有通过大力发展教育事业，才能在激烈的竞争中抓住发展机遇、加快发展步伐、实现转型跨越发展。目前，我们甘肃全面小康实现程度仅仅是66%，比全国慢17个百分点，跟西部平均水平也差8.7个百分点，过去十年年均进程只有1.7个百分点，如果要与全国同步进入全面小康社会，年均进程要翻一倍，达到3.4个百分点以上，压力不可谓不大，任务不可谓不艰巨。在所有指标中，我们教育文化整体实现程度只有52.7%，远远落后于全国平均水平，这也进一步凸显了加快教育事业发展的重要性和紧迫性。为此，全省各级党委、政府要牢固树立抓教育就是抓发展、抓未来、抓后劲，不重视教育就是失职、就是短视，抓不好教育就是不称职的理念，牢固树立抓教育就是谋科学发展之要、就是筑转型跨越之基、就是争未来制胜之先的观点，按照省第十二次党代会确定的坚持人才支撑取向，深入实施人才强省战略，综合运用法规、政策、公共财政等手段支持和引导教育发展，确保做到经济社会发展规划优先安排教育发展、财政资金优先保障教育投入、公共资源优先满足教育和人力资源开发需要，努力建设西部教育强省和人力资源大省。

突出一项重点，就是要突出进一步提高教育质量这个重点。教育质量，是教育事业改革和发展的核心任务。这些年，我们在注重规模的同时，始终把提升质量作为重中之重，推动学前教育步入了快速发展轨道，义务教育保障能力得到不断增强，“两基”攻坚通过国家验收，高中阶段毛入学率达到80%，高等教育毛入学率达到24%，职业教育在校生达到32.78万人，但在实际工作中也暴露出不少问题。在开展群众路线教育实践活动中，我们到基层调研征求群众意见时，不少群众和干部反映农村幼儿园少，农村特别是贫困偏远山区教师不稳定、结构不合理，而且教师流失严重，优质教育资源过分向一些条件好的地区和学校集中，造成资源配置不均等问题。这些问题不仅影响教育的质量，也极不利于教育的长远发展。各有关方面必须高度重视，结合实际采取有效措施。我感到，提高教育质量和水平，关键要始终瞄准社会发展的导向、经济发展的走向和我省需求的方向，坚持深化教育改革，不断创新人才培养模式，着力维护教育公平，这样才能使教育更加适应社会需求。一个是，要着力促进各类教育均衡发展。普及学前教育，重点是要组织实施好城市、农村幼儿园建设计划，拓展学前教育资源，努力提高幼儿入园率，有效解决“入园难、入园贵”等问题。对农村地区来讲，办幼儿园不仅可以提高孩子的素质，而且能够解放农村家庭的劳动力，让父母腾出时间和精力来发展生产、增收致富，可以说一举多得;发展基础教育，重点是巩固“两基”成果，推动义务教育均衡发展，努力消除老百姓反映强烈的“择校热”、“大班额”、“超大学校”等问题;发展职业教育，重点是强化素质和技能培训，努力为学生谋生致富、就业创业创造条件;发展高等教育，重点是提高人才培养、科学研究、社会服务整体水平，努力建设国内知名、有特色、高水平的高等学校。另一个是，要坚定不移地深化教育体制改革，越是贫困地区，越是要改革创新。当前，要着力消除制约教育发展和创新的制度障碍，着力解决教育资源配置不公平的问题，努力形成充满活力、富有效率、更加开放、有利于科学发展的教育体制机制。再一个是，要把素质教育作为教育改革发展的战略主题，深化课程和教学改革，积极探索减轻中小学生课业负担、推进素质教育的有效途径和方法，开发实践课程和活动课程，促进德智体美全面发展，提高学生综合素质。

锻造一支队伍，就是要全力打造一支高素质的教师队伍。教育事业大发展，关键在教师队伍。目前，我省各级各类专任教师总数达到33万人，基本形成了一支比较稳定的教师队伍，但教师队伍整体水平还亟待进一步提高，特别是农村教师队伍还相对薄弱。我们在基层调研的过程中了解到，我省农村特别是一些偏远的贫困村，教师缺口还比较大，大学毕业生招不来，现有教师留不住，甚至有些教学点也就一、两个老师，所有课程一人全包。比如天水市清水县山门镇白河村的教学点，全校就两个老师。教师队伍建设中存在的一些突出问题，严重影响了我省农村教育事业的发展。如何让那些在当地培养、又自愿在当地从事教学工作的大中专毕业生进入教师队伍，如何让农村地区特别是偏远山区真正留得住教师，打破引不来教师、稳不住教师、长期缺人的局面，等等问题，我们都应当深入思考、有效破解，要有因地制宜、符合实际的解决办法。当然，不是说偏远地区的教师就可以一直这么穷下去，待遇一直这么低下去，国家已经采取了一些措施，省里也会采取措施，尽我们财政的最大努力向贫困地区倾斜、向基层倾斜、向教育倾斜，争取在现有体制下，引进一批优秀教师，稳住一批优秀教师，推动农村基础教育事业的发展。要把教师队伍建设作为推动教育事业发展的基础性工作来抓，针对薄弱环节采取有效措施，激励和引导优秀教师向基层农村、民族地区和边远山区流动。要严格教师资格和准入，推行义务教育阶段教师绩效工资改革，扎实做好教师培训工作，不断提高广大教师的专业水平和教学能力，努力造就一支师德高尚、业务精湛、结构合理、充满活力的高素质专业化教师队伍。我也衷心希望广大教师要争做三尺讲台的耕耘者，把教书育人的讲台作为实现人生价值的舞台，看重自己的职业，敬重自己的事业，钻研自己的专业，甘于清贫、乐于奉献，专心致志、兢兢业业地搞好教学工作;要争做人生航程的启明灯，自觉加强师德修养，坚持以德立身、以行立教，先作表率、后为人师，以自己高尚的道德情操教育学生，以自己良好的精神风貌感染学生，以自己特有的人格魅力影响学生;要争做创新创造的引领人，树立战略思维，强化创新意识，始终站在教学前沿，探索教学规律，投身教育改革，培养学生的创新意识和创新思维，激发学生的创造潜能和创造活力，引导学生全面发展;要争做至善至美的好园丁，坚持有教无类、严慈相济，用真言、真理、真行教化学生，用真情、真心、真诚感化学生，把师爱贯穿到教育的全过程，促进学生全面发展、健康成长。

starting.No matter how long and how tough it is, the Chinese people trudged long

way to back home for the reunion of the family in the eve. It has been lasting

for many years, the Spring Festival Gala on the TV show is the repertoire,

watching the show together.For Chinese, every terrible memory and unhappiness

will be stopped at this night, and a splendid next year will also begin at here.

Their wishes become the blare of the crackers and colorful flash of the firework

into the air and spread faraway.For generations, the Spring Festival Eve is

considred as a new start for the future, a wonderful conclusion for passed a

year, and night when everybody is able to open their mind.

With the dramatic increasing economy, people have less time to stay with

the family. But in this eve, it could be a payback,a compensation, or a

opportunity to everybody who wants to share the enjoyment with his or her

family. The relaxing conversation and jokes are around the rooms with the warm

atmosphere in the chill winter night.

There are a lot of traditions of the eve inherited for generations. But,

now more and more new fashions introduced into this eve and even replaced the

old traditions. More and more people are glad to have the dinner in the

restaurants instead of cooking and having at home. However, no matter what it

is, a harmouious and peaceful night is the favorite of everybody here.

It maybe our common desires to experience a meaning life, but when it comes

to the topic “How to live a meaningful life”, the opinions are divided. In

someone’s eyes, they agree that a meaningful life is just a comfortable life

which means they can enjoy themselves as possible as they can.

However, personally in my view, if we spend our whole life in pursuing

things only for ourselves, we will surely let ourselves down when we look back.

There’s an old saying that goes “The greatest use of life is to spend it for

something that will outlast it”. I can’t agree more. If there is a way to avoid

a disappointed life, it should be to try our best to find meaningful things

which can also make contributions to the whole society. Even a single man can

make a big difference to the world. Not to mention that everyone get together to

bring changes to the society.

It’s high time that we took measures to experience a meaning life. What’s

more, it’s never too late to start a meaning life. So be yourself, enjoy your

The new term is coming and i will be wiser and wiser because i will learn

more knowlege.I will do more meaningful things that i think.First,i will get

back to my everyday activities, such as:Ping pong,football and basket

ball.Sports are really interesting,arent they?Second,i will read more

books,just as the saying goes:the more , the better.Its true that I will know

more about the world and understand why people say that the world is very

big.Third,i will study maths,physics and English better.I will solve more

difficult maths problems and be interested in them.I will think about more

physics problems.English is important and I will spend more time on it.Im

really looking forward to the coming future.I will get ready to face the

Now, the new semester has begun for more than one week. I gradually adapt

to my new life in senior school. In senior school, my biggest feeling is busy,

for I have classes all the day and teachers leave us a lot of homework. In the

morning, I have two periods for morning reading, Chinese and English, beginning

from 7:00. After that, I have four periods in the morning and four other in the

afternoon. There are many more subjects than in middle school, Chinese, math,

English, physics, chemistry, history and so on. Sometimes, I am afraid of seeing

so many textbooks in my desk. In addition, the contents are much more difficult

than before. Math and physics are the most difficult ones for me. No matter how

hard I work, I still can’t do well in them, which makes me frustrated.

近年来，我们在市委、市政府的正确领导下，以学习贯彻习总书记系列重要讲话特别是视察江苏重要讲话精神为根本遵循，围绕“建设新响水，发展上台阶，奋力实现响水发展北抬头”目标，大力实施科教兴县、人才强县战略，全县经济社会发展保持强劲势头，多项主要经济指标总量进位、增幅领先，社会事业发展全面推进，多项工作得到省市充分肯定，全县经济社会呈现“北抬头”发展态势。今年初，省委罗书记来响水视察指导工作时，对响水的工作给予充分肯定，认为响水发展变化大、干群精神状态好、工作勤奋敬业、成效明显。

在推进经济社会加快发展的进程中，我们始终秉持教育优先发展理念，始终把办好人民满意的教育作为最大的民生，以前所未有的重视程度、前所未有的推进力度、前所未有的投入强度推进教育“双创”，今年6月份，义务教育基本均衡县顺利通过国家考核验收，教育硬件条件实现后发赶超，教育教学质量有了新提升，今年全县高考本二以上达线811人，继续保持增长态势，教育在经济社会发展中的全局性、基础性和先导性作用得到充分体现。

成绩来之不易，凝聚着全县近5000名教育工作者的心血和汗水，饱含着全社会的爱心和奉献，尤其是奋战在一线的教师，呕心沥血，默默奉献，为响水教育事业发展倾注了满腔热情、付出了艰辛劳动，在平凡的岗位上干出了不平凡的业绩。在此，我代表县四套班子，向教育系统教职员工，向关心支持响水教育事业发展的社会各界，表示衷心的感谢和崇高的敬意!

教育是民族振兴、社会进步的基石。我们必须集众人之智、举全县之力、尽全民之责，加快推进我县教育现代化进程，全力办人民满意教育，全面开创我县教育工作新局面。借此机会，我讲三点意见。

一、提高思想认识，始终坚持教育优先发展战略

百年大计，教育为本。党的十八大以来,习总书记对教育工作作出了系列重要论述，强调要始终把教育摆在优先发展的战略位置。去年教师节，习总书记到北京师范大学同师生们共度节日，发表了重要讲话。我们要深入学习贯彻习总书记关于教育工作的系列重要讲话精神，进一步提高认识，自觉把思想和行动统一到总书记的讲话精神上来。

首先，教育是最大的民生实事。不断增进民生福祉是我们一切工作的出发点和落脚点。总书记在视察江苏时对民生工作提出了“七个更”的最新要求，第一条就是要让人民群众有更好的教育，可见教育工作的极端重要性。响水广大群众对教育工作十分关注，“望子成龙、望女成凤”几乎成了每个家长的共同夙愿，有的家长甚至不惜代价把孩子带出去读书。可以说，教育牵动着千千万万家长的心，关系到千家万户的幸福，是人民群众根本利益的具体体现。

其次，教育是发展的基础工程。未来发展的关键靠人才，培养人才的关键靠教育。当前，我县正处于科学发展、转型发展的重要时期，“建设新响水、发展上台阶、实现北抬头”离不开强有力的人才支撑。我们必须坚持把教育放在优先发展的战略位置，牢固树立“十年树木、百年树人”的理念，突出教育培养人才、推动创新发展的基础性作用，以教育工作的“北抬头”推动经济社会发展的“北抬头”，不断提高区域核心竞争力。

再次，教育是一项紧迫的任务。我县的教育事业发展虽然取得了一些成绩，但由于基础差、欠账多。目前，我县优质教育资源还不足、分配还不够均衡，教师队伍的教育理念、业务素质还需进一步更新和提高。可以说，响水教育当前还处于爬坡过坎的关键阶段，实现教育发展“北抬头”，对我们各级党委、政府来说，对我们每一位教职员工来说，都是一份沉甸甸的责任和担当。我们要认清教育改革发展面临的新挑战、新任务，找准教育发展的突破口和着力点，用前瞻的眼光认识和看待教育事业，推动响水教育实现更高质量、更高水平的发展。

二、咬定目标，全力办人民群众满意的教育

跨越发展，教育先行。市委、市政府提出“到2018年全市全面实现省更高水平教育现代化目标”。立足新形势、新要求，我们要明确责任、细化举措、全力推进，不断开创教育事业发展新局面。

一要全力以赴推进教育现代化建设。教育“双创”是县委、县政府三大民生攻坚战之一，我们要在义务教育基本均衡县顺利通过国家考核验收的基础上，再接再厉，全力推进，确保我县今年通过教育基本现代化验收，2018年顺利通过更高水平教育现代化创建验收。为此，我们要进一步加大教育投入，切实加快6所异地新建学校建设进度，确保早日建成投入使用。要合理配置教育资源，控制学校办学规模，不断提升全县义务教育均衡发展水平，推动我县义务教育从基本均衡向优质均衡迈进。要对照《江苏教育现代化体系指标》要求，突出抓好学前教育、社区教育中心等工程建设，加快推进义务教育薄弱学校改造等项目建设，确保按序时完成建设任务。

二要大力加强教师队伍建设。实现响水教育发展“北抬头”，硬件投入是基础，最重要的是教师。要紧紧围绕习总书记提出的“有理想信念、有道德情操、有扎实学识、有仁爱之心”的“四有”好老师标准，进一步加强师德师风建设，努力打造风清气正、崇德向善的良好育人环境。要全面贯彻落实8月26日国务院常务会议精神，扎实推进中小学教师职称制度改革，把国务院的改革“大礼包”及时发放到位。要认真落实《乡村教师支持计划》，研究出台我县城乡教师交流实施意见，引导鼓励优秀教师到农村任教，有效促进城乡学校师资力量均衡。要加强优秀师资培养和储备、加大教师培训引进力度，努力建设一支师德高尚、结构合理、业务精湛，适应响水教育发展的优秀教师队伍，为基础教育发展提供人才支撑。

三要集中力量提升教育教学质量。提高质量是教育改革发展的核心任务，是教育“北抬头”的重要标志。教育系统要持续扎实开展“发展大讨论、素质大比武、质量大提升”三大活动，不断巩固义务教育均衡创建成果;要采用“请进来、走出去”的方式，学习先进地区办学经验，切实提高管理水平;要大力实施科研兴教战略，对三年质量提升计划实行专家论证、指导、引领、总结，打造学校错位发展特色，不断提升学校内涵建设水平;要完善学校综合考核体系，动真碰硬，奖优罚劣，确保年年有进步，年年有提升，早日实现“北抬头”。

三、坚持齐抓共管，凝聚实现教育发展“北抬头”的强大合力

实现教育发展“北抬头”，既需要硬件建设的加大投入，也需要软件建设的大幅提升，更需要全社会的广泛支持，必须在全县上下形成关心教育、支持教育、发展教育的强大合力。

一要落实教育发展责任。重视教育、关心教师，是各级党委政府的神圣职责。县委、县政府要加大财政支持教育力度，确保财政资金优先保障教育投入，公共资源优先满足教育工作需要。各镇区要认真履行教育工作职责，及时协调解决教育发展和改革中遇到的实际困难，持续改善办学条件，努力为教育、为教师办实事、办好事、办成事，真正做到为官一任、兴教一方。县发改、财政、规划、土地等各相关部门单位要履职尽责，积极支持教育事业发展，合力营造一流的教育发展环境。

难忘的教师节

9月10日就是教师节了，我的心怦怦直跳，给该送什么礼物给我最敬爱的老师好呢?突然，我灵机一动，送一个大大的蛋糕吧!

大家听从班长的话，都把礼物藏了起来，准备要给老师们一个惊喜!

刚刚上完一节数学课，同学们就迫不及待地要把礼物送给胡老师，有的送花，有的送贺卡，还有的蛋糕和贺卡一起送。

上完体育课以后，同学们飞快地向教室跑来，我刚刚进教室，就被眼前的景色惊讶的张开了大嘴，那是一个由一张大贺卡、蛋糕和许多心形的蜡烛组成的，上面摆着一张大大的贺卡，贺卡下面摆放着一个心形的蜡烛组成的一个大心形，心形中间摆放着一个大蛋糕，再沿着心形蜡烛的尽头就是我送的蛋糕了。

在教室里，同学们闹哄哄的，在教室里，有的在点蜡烛，有的在准备礼物，还有的凑到门口去看看刘老师来了没有，很快教室里就金光四射。

“叮叮叮，叮叮叮”上课了，只见胡程斌牵着刘老师进了教室，刘老师揭开眼罩，那一刻，刘老师非常的激动，后来胡正林让我们唱“感恩的心”我们大家便怀着感恩唱起来了：“感恩的心，感谢有你”。刘老师被我们感动得脸红了，不禁流下了眼泪，我也快被激出眼泪来了。

接下来就到了切蛋糕的环节了，是由胡老师来切蛋糕的，胡老师因为同学人员太多了，所以四个人一组，有的同学不贪吃，还主动的把自己的那份给其他的同学吃呢，有的很大胆，吃完了还向刘老师去要呢。

最后，胡正林和何难拿着一个烟花爆竹，轰地一声，天上掉下了一朵朵雪花，真是美极了!

这次教师节真快乐，我希望同学们快乐，老师们永远快乐!

As a student, I expect the winter holiday very much, because I don’t have

to go to school every day. So I can sleep and get up late. But this winter

holiday, I am not very happy. I didn’t do well in the final exam. It makes my

parents disappointed. I feel sorry to them. Besides, I got ill the whole winter

holiday. I caught a cold at first and then had a fever. I had to see a doctor

every day. My parents worried much about me. Because of the illness, I didn’t

have a good time during the New Year. Now, I am a little better. I hope I could

be well soon, because the new term is beginning. I don’t want to go to school

with illness.

In my family, there are only three people, my parents and I. because of my

parents’ work, they could only have one child at that time, so I don’t have any

siblings. I felt so lonely when my parents went out for their work. Now the

government changed their policy, people can have the second child. But some

people refuse because they think they can’t afford it. Despite the expense,

there are many advantages to have the second child. For one thing, the only

child can have someone company, so they won’t feel lonely on the process of

growing up. For another thing, two kids will help each other, they can share

things together. Learning to share things is a very important lesson for

children. In Chinese tradition, more kids, more better, but I think two are

perfect for the family.
