东汉时，有一个人叫张奂，字然明，敦煌酒泉(今甘肃安西)人。张奂年轻时曾外出游历，拜太尉朱宠为师，学习《尚书》。后来，汉桓帝向天下征召人才，得知张奂为贤良之才，授予他议郎之职。

汉桓帝永寿元年(公元155年)，张奂出任安定属国都尉。他刚到任时，南匈奴首领率七千余人进犯美稷(古地名)，烧杀抢掠，无恶不作，老百姓苦不堪言。境内的东羌部落在南匈奴的诱迫下也蠢蠢欲动，准备叛乱，欲与南匈奴相呼应。

当时，张奂手下只有二三百人，且都老弱病残，明显处于劣势。但张奂听说南匈奴进犯的消息后，即刻就要披挂铠甲出发迎击，欲和来犯之敌拼个你死我活。张奂手下的军吏争先恐后地跪倒在地，劝阻他说：

“将军，您不要一时冲动，以我们这二三百人去抵挡匈奴大军，岂不是以卵击石?况且还有羌人部落在后方虎视眈眈，我们还是等援兵到了再商议吧。”

张奂没有听从手下的劝阻，毅然把军队开驻到长城附近，下令召集老百姓当兵，并派大将军王卫招抚东羌部落，占领龟兹，切断了南匈奴与东羌部落的联系。

东羌人部落最终摆脱了匈奴的控制，投靠了张奂，并与他齐心协力共同抗击匈奴，接连打了几仗，击溃了匈奴军队。匈奴首领十分惶恐，率领部众向张奂投降，边界恢复了往日的安宁。

羌人首领十分感激张奂的恩德，献给他二十匹马。羌人先零部落的酋长又赠给他八枚金耳环。张奂先接受下来，然后把军中主簿叫来，当着诸羌人首领的面，以酒酹地发誓说：

“保护百姓不受侵扰，是本官的职责，我身受朝廷的俸禄，就要为国家分忧。即使马像羊那么小，也不要牵入我的马厩;即使金子像谷粒那样小，也不能装进我的怀里。”

于是他命令主簿将马匹和金子如数归还给羌人。

羌人性情贪婪，却十分尊重清廉的官吏。此前，安定属国的八任都尉都贪图钱财，鱼肉百姓，羌人和当地居民对这些贪官污吏恨之人骨。张奂到任后，廉洁公正，以身作则，因此他的威望很高，赢得老百姓的尊重和爱戴。当地的社会风气也为之一新。
