农村地区和农业领域是新型冠状病毒疫情防控工作的重点区域，也是防控难点。为打好疫情防控阻击战，连日来，多次组织召开疫情防控工作会议，安排部署春节期间联防控防工作，全面加强新型冠状病毒疫情防控。

一、强化组织领导，建立联动机制

1月22日上午，区政府疫情防控工作召开后，传达区委区政府会议精神。1月24日春节假期第一天，领导班子成员提前结束休假，返岗工作。成立了由主要负责人任组长、相关领导任副组长、具体科室负责人为成员的新型冠状病毒感染的肺炎疫情处置工作领导小组。领导小组下设畜禽防疫检疫检查小组、动物运输检查小组、农产品供应保障小组、农畜水产品专项整治行动领导小组、信息综合小组等5个小组，具体负责对应业务开展工作。下设办公室在农产品质量安全监管科，负责疫情防控工作协调联络。领导小组按照“应急与预防并重、常态与非常态相结合”的原则，进一步完善应急预案和应急机制，落实工作责任，各相关站科室对照工作职责，制定行之有效的防控工作方案，切实强化工作措施，压实责任，坚决做好疫情防控工作。

二、立足部门职责，开展专项行动

一是细化防控措施。制定了《关于开展专项整治严防新型冠状病毒疫情发生蔓延工作的实施方案》，成立了4个专班，开展全区农畜水产品质量安全专项整治行动，严厉打击农畜水产品质量安全领域违法违规行为。印发了《整治严防新型冠状病毒疫情发生蔓延工作的`通知

》，要求各镇街进一步加强农村垃圾死角、黑臭水体等清理，切实做好村庄环境卫生脏乱差问题集中整治工作，确保农村干净整洁。

二是紧盯重点环节。加大养殖环节巡查监管力度。对动物饲养、免疫、用料用药、死淘、无害化处理等情况进行全面监管，认真填写监管记录，截至28日，共计出动排查工作人员和基层防管员某余人次，累计排查畜禽养殖场某家，累计排查畜禽某万头(只)，发放消毒药某瓶，累计消毒面积某万平米，相关从业人员身体健康，无疑似状态。加大运输环节监督检查力度，落实道路检查站落实值班制度

，每日带班领导到县区交界处、各高速公路出入口巡查，重点检查过往运输动物及动物产品的车辆，截至目前未发现异常;加大对私屠滥宰的查处打击力度。成立专门队伍，由分管领队干部带班带队进行检查，严厉打击违法违规行为，截至目前，未发现私屠滥宰行为和随意丢弃病死畜禽现象。

三是保障市场供应。为保障疫情期间蔬菜供应，区蔬菜技术服务中心加强对蔬菜基地的检查与指导，确保本地蔬菜产量质量。积极协助蔬菜基地办理车辆通行证，确保蔬菜运输安全畅通。目前，我区本地处于蔬菜上市期的蔬菜面积某亩，日供应量某公斤，各蔬菜批发市场及超市蔬菜供货正常。

三、增强责任意识，落实防控措施

一是要求全体干部职工务必进一步提高政治站位，充分认识疫情防控工作的严肃性和紧迫性，1月28日全体人员取消休假、到岗到位。二是做好本单位疫情防控，每日督查人员到岗到位情况，重点排查全体干部职工及亲属有武汉返某人员、有无与武汉返某人员接触情况、有无往返外省情况并签订了《承诺书》，排查结果每日上报局疫情防控领导小组。三是做好舆论引导，教育并告知干部职工及家属所有信息以官方权威发布为准，不信谣、不传谣，未经证实不得转发假新闻、小道消息，对网络及社会舆情及时进行正面引导。

下一步，我局将实行每天一调度，每天一总结，切实做好农业农村领域疫情防控工作，积极配合有关部门落实疫情防控措施，确保群众农畜产品供应安全充足、运输通畅。

自武汉新冠肺炎疫情爆发以来，为有效防范疫情输入，加强对我局家属院疫情防控和应对工作，我们紧紧遵循各级坚决遏制疫情蔓延势头的重要指示精神,在局党组领导下专门成立了家属院疫情防控领导小组。领导小组对照上级管控措施，结合家属院管控实际，按照“定措施、强领导、控人员、抓隔离、严检疫、勤报告

”的措施办法，确保上级防控的各项指示精神扎实落地。现将我对家属院防控有关工作汇报如下：

一、基本情况介绍

自春节假期伊始，我们先后利用两周时间，通过逐户上门排查、建立微信群统计、营门跟踪调查等方式，对全体在住人员进行了统计。经过_次全面摸排，现确定家属院在住共计__户，__人。经统计，1月__日后有自湖北返回人员的住户共__户，目前已解除隔离的__户，为__、__家，其余仍在隔离观察中。经查，有从外地返京人员或来队探望家属的住户共__户，目前已解除隔离的__户。后续，我们仍将对全体住户进行密切的观察和管控，确保把疫情真正阻隔在院外。

二、所做主要工作

一是及时建立防控网络，确保排查工作有效彻底。疫情来临，防范工作必须由内而外，既要注重内防扩散，又要做到外防侵入。为确保小区内部无忧，我们及时依托家属院疫情防控领导小组和局疫防办流调小组深入展开排查统计。为便于通信联络，我们安排由__负责，以楼为单位建立微信群，以便统一管理、统一保障、统一发布通知、核对信息。在完善统计信息过程中，我们按照逐楼、逐户排查的要求，分别对当前用房情况、住户信息、京外返回及来访人员、以及两周内对外接触史、活动轨迹等方面内容进行了核对、统计。截至目前，全体住户已排查完毕，按照居家隔离有关要求，我们先后对__户有过湖北接触史人员的家庭及从外地返京、探望的__户家庭实施隔离。

二是严密落实防控措施，确保内部管理严格有序。随着疫情防控工作全面展开，在排查并确保内部无感染风险隐患的基础上，防控重点将逐步转向外部防控。为坚决阻止病毒从外部侵入，我们按照“防交叉、控出入、消杀灭、供采购”的一系列措施，对内通过小区党员轮岗值班进行监督提醒，加强院内人员管理，严禁人员交叉;对外严格人员出入登记，一切出入落实报备、登记制度，对新进入人员按照全家隔离15天要求，从严控制;在防疫保障方面，每天早中晚对中心广场健身器材、楼梯楼道、垃圾箱等场所进行三次消毒，隔离住户生活垃圾采取定人、定时、定点消毒后再行处理的方式，确保灭菌工作真正落到实处，全面防护;在生活保障上，为确保全体住户日常所需不断供，我们全力完善了主副食购买渠道，积极联系单位供应商统一协调供应。我们通过微信为全体住户建立供应采购群，采取消毒采购、错时发放的方式，确保了既防止交叉，又按需供应。在医疗保障上，由社区门诊__专职保障，先后通过在家属院群里提供医疗知识咨询服务以及对存在困难的家属提供部分消毒药品和医疗药品，极大便利了全体家属、住户自我防范;同时对隔离人员每天进行体温监测，确保了全体家属内外无忧、各级领导上下放心。

三是大力加强宣传引导，确保防范常识人人皆知。在疫情防控上，我们遵循既要有坚强力度又要体现人情温度的原则，着力在讲清措施要求、宣讲防范常识以及积极引导应对、着力消除恐慌等方面下功夫。我们着眼疫情防控特点，结合营院管理有关要求，制作了“疫情严查严控措施__条”海报__张、《__家属院管理规定》__份，目前已传发至每家每户，确保全体家属能够积极配合，严格落实。局疫防办先后印发《致家属院住户的一封信》和《众志成城战胜疫情——__局家属院防范疫情告知书》并张贴于家属院各楼道及院门处等位置，争得了全体家属的理解和支持。为更好向全体家属普及防范知识，及时播报各级战“疫”情况，局疫防办专门录制广播悬挂横幅、宣传单等，通过为每家每户张贴《疫情严查严控措施__条》，发放防疫小常识传单以及每天早中晚各播报1个小时疫情形势、疫情危害、专家建议、上级要求等，全体家属及在营住户均表示高度重视，全力配合。

四是全面做好督导检查，确保值班值守不留死角。根据局领导指示及疫防办工作安排，疫防办协同机关各科，轮流排班对院内疫情防范和应对工作落实情况进行督导检查。同时，家属院管委会及社区党支部积极号召全体党员分赴南北两处大门轮流值班，严控人员出入，凡出入人员严格按照管控措施检查、备案。各科通过包干到楼的方式，挨家挨户查访和督促防疫工作落实。经各部门通力合作，统筹推进各项防控措施落实，截至目前，院内关停超市、洗衣房、小卖店等公共场所__家，暂停广场舞、小课桌等可能集会行为__次。

四、下步打算

在下步防控工作中，我们将坚决做好打“持久战”的各项准备，密切关注全国防疫形势，对应做好预防各项工作。

一是进一步加强营院管理。经过近半个月的隔离和监测，目前内部人员基本已无患病风险，下步防控重点仍来自外部。而感染隐患主要存在于外出上班、快递物流以及主副食供应等方面。因此，我们还将继续落实好排查、消毒和监测的各项制度，确保将病毒拒之门外。

二是全力做好生活保障。随着战线的拉长，全体家属的生活需求将也将面临极大挑战，快递物流及生活用品日常供应都需要我们妥善协调，全力保障。对此，我们还将会同各机关__科完善保障方案

，丰富物资种类，加强防疫检测。

三是跟进做好宣传工作。在下步宣传工作中，我们将更加注重时效性、科学性、战斗性。号召全体家属统一战线，共同抗“疫”，引导全体住户科学防范、消除恐慌，指导全体住户及时掌握疫情动态，真正做到安全防范、内外和谐、营院稳定。
