本次论坛的主题为弘扬志愿服务精神，推广应急救护知识。中国红十字会总会赈济救护部救护处处长郭建阳、中国红十字会总会训练中心副主任赵建忠、红十字会与红新月会国际联合会东亚地区代表处东亚地区卫生主管陈红、解放军304医院ICU主任何忠杰、陆军总医院急诊科主任周荣斌、原北京120急救中心冯庚主任等急救专家，以及来自全国各地急救专家志愿者参加了此次论坛。

急救前三环 志愿者应是先锋

据了解，每年有700万例心脏病病人，但是只有50%的病人获得了及时和恰当的治疗，另外还有50%的人死于心脏病，88%是发生在家里。

数据显示，心源性猝死在我国的抢救成功率不足1%，在美国是8%-10%。“目前我们的医院、我们医生的水平并不比美国差，那么问题出在哪儿?就是我们现场救护工作没有跟上，早期的呼救、心肺复苏术(CPR)、自动体外除颤(AED)，这前三个环要靠我们的志愿者、第一目击人来完成。” 中国红十字会总会赈济救护部救护处处长郭建阳在论坛上强调志愿者在应急救护方面的作用。

应急救护本身就是志愿服务，在专业的医务人员到达现场之前，出于人道主义精神，对伤病员进行现场救护就是志愿服务。郭建阳说：“这不仅仅需要见义勇为、救死扶伤的精神，还需要具备必要的知识和技能。广大的红十字救护培训的师资，他们牺牲了个人的休息时间，不计报酬，向公众来传播知识，普及这个技术，因此他们也是志愿者。”

针对目标人群 创新急救培训模式

据了解，从急救知识的推广、到急救师资力量的培训，中国红十字会发挥了领导作用。2011年-2015年，中国红十字会“十一五”项目举办了师资培训班275期，培训师资8042次。举办校园安全辅导员培训100期，培训辅导员3542人。

“尽管在急救方面的工作在逐步开展，但与国外相比，我国公众急救知识普及率低，掌握急救技术的群众数量依然不多。”陆军总医院急诊科主任周荣斌说，以北京为例，北京市红十字会统计显示市民接受急救培训普及的比率约为150比1，也就是说150名市民中仅有1人取得了初级急救员证。我国对猝死急救成功率低于5%，而北欧国家高达30%。

红十字与红新月会国际联合会东亚代表处东亚地区卫生主管陈红介绍了日本与韩国在急救培训创新方面的方法。韩国红会用网上在线学习的方式加手机APP，来吸引青年人更多的参与进来。日本红会的特色是把儿童安全、水上安全，冰雪安全问题的方方面面都把它融入到急救的过程中。“急救不单只是急救，还把安全问题，以及健康的生活方式，特别是慢性病的防控，比如一旦家里面有心脑血管疾病突然发作以后如何急救，怎么样针对高血压、糖尿病的急救症来开展培训，探索这样的模式。” 陈红说。

针对更多的应急救护志愿者培训，目前已有的方式有在线学习、大众传媒、面对面教学、手机、视频教学。陈红认为，还可以往前走，想到更多的培训方法来适应目标人群。

据悉，多年来，中国红十字会忠实履行《中华人民共和国红十字会法》所赋予的法定职责，将应急救护培训等红十字会传统工作与时代发展紧密结合，在应急救护培训领域总会深耕细作， 围绕红十字事业进行应急救护领域顶层设计、标准化建设、对地方红会救护培训工作提供技术管理支持、组织开展应急救护相关的项目管理、教材编写、基于互联网的网络教学及应急救援和健康服务相关领域为主要内容的国内外各类人员培训。

活动开始前，我们要先将自己的名字写在活动表格中，看着前面的伙伴一个个的离开，我的心越来越激动。轮到我时，我干劲有力的将我的名字端正的写在表格上，我知道，这是一个承诺，对此次志愿活动的承诺。

在大家都签完名之后，此次活动的负责人为我们播放了纪录片《厉害了我的国》。这部纪录片在很早的时候我就听老师介绍过，今天终于有机会亲眼目睹，别提有多高兴了。“震撼、温暖、自豪”，这是我看完《厉害了，我的国》之后久久萦绕于脑际的三个词语。震撼于中国的雄厚国力，震撼于中国的快速发展，震撼于中国人的艰苦奋斗和聪明才智。工程师们十几年的坚持付出、西藏扶贫女孩温暖的基层工作、在也门的中国人民的回家行动，处处体现了党和国家对人民的关怀，使我强烈的感受到了对祖国的认同感、归属感、安全感、自豪感。党的十八大以来，以习近平同志为核心的党中央不忘初心、砥砺前行，用一步步的实际行动换取了一项项举世瞩目的成就，向国人、向世界证明了什么是道路自信、理论自信、制度自信，中国人的自信力得到了空前的凝聚，使每个人都深切感受到，自己的身后有一个强大的祖国。一个个中国奇迹的缔造，一个个中国故事的书写，我不由在心中呼喊：厉害了，我的国！

看完记录片后，我们一同来到了小区。听负责人介绍，我们此行的目的是捡拾路人随手丢弃在小区内的垃圾。队员们热火朝天地捡着垃圾，不放过一个塑料袋，一个烟蒂，一张废纸。一个下午，路面上、水池里、花坛边的弃物被拾捡得干干净净，“洗脸”后的小区面貌焕然一新。

接下来，将通过“义务拾捡垃圾、倡导文明行为”活动的开展，促使更多居民朋友们的参与，让大家通过实际行动，支持永安文明城市的创建。

活动结束后，队员们高兴地摆着各种可爱的造型合影留念。今天真的是非常有意义的一天，我不仅学到了新知识，结识了一群志同道合的伙伴，最重要的是力所能及的参与了“义务拾捡垃圾、倡导文明行为”的活动，为小区的整洁，贡献了自己一份微薄之力。
