一、 目前概况“九润绿色生态谷”项目坐落于北京市怀柔区西部的九渡河镇四渡河村，南离怀柔城区20公里，北距延庆县龙庆峡80公里，东距慕田峪长城20公里，西临昌平区十三陵40公里，项目建设区沿“怀四路”北上至小西湖和即将开发的黄花城长城景区16公里，平均海拔高度201米，四面山石奇特，“怀九”河水四季长流，有4公里的河道环抱该村，植被面积达80%，拥有宜人的温带半湿润气候，年平均气温9-11摄氏度，平均降水600-700毫米。

年均日照2980小时，年平均湿度42.8%，无霜期150-180天，四季分明，具有优于国家一级空气质量标准的清新空气，该地区现仍存有古时的尼姑庵、寺庙、道观旧址，村域所属总面积 26415亩，现有人口380户1100人，2004年人均收入为4900元，农作物收入的产值占人均收入的25%，主产板栗，农、林品种单一，相当多的果木面临更新换代，粮食产量不够全村人的口粮，荒山、荒滩资源没有得到合理利用，绿色生态谷旅游开发项目建议书。

二、 项目规划符合社会发展的客观条件1、·· 符合镇域总体规划随着九渡河镇党委、政府努力打造“怀柔西部生态绿色富民长廊”进程及镇域总体规划的快速进行，新型九渡河、富民九渡河即将呈现在世人的面前：党委、政府为充分挖掘资源优势，充分在山水资源上做文章，以发展板栗作为主导产业，搞绿色养殖业和生态旅游业，以产业的集聚带动人口的集聚，促进农民增收致富。

以坚持科学的发展观，建设环保九渡河：集中体现在开展治村、治路和治河“三治”活动，实施怀四路美化工程，加大怀九河的整治力度，提升全镇环境水平，结合黄花城长城的人文底蕴和地区特色文化，加快黄花城长城开发进度。位于四渡河村的九润绿色生态谷工程正是符合这一发展战略的特点，在治河、开通旅游路方面先行，实现治村，农民致富思路明确。

2、· 符合农村城市化发展的需要无论是经济可持续发展还是社会可持续发展，在所有的发展中国家内，都涉及农村城市化问题，因为农村城市化是一个不可避免的发展趋势。走经济可持续发展道路，拓宽市场经济，为农民提供新的就业机会，走环保的路子，发展便利交通模式，提高能源效率实现节能，发展第三产业，合理使用土地，以尽快消除贫困，建立防治自然灾害的系统。为了推进农村经济向农村城市化方向前进，我们在综合治理上下功夫，教育引导广大群众从思想观念、思维方式、工作和生活方式等方面尽快适应推进农村城市化的需要；我们为了在开发利用自然的同时，从保护自然、保护生态环境入手，尽量提高生态环境质量，使发展建立在生态系统良性循环的基础上来发展我们的经济，这是与当前的大气候相适应的，符合城市化建设的需要。

不知不觉游饿了，于是大家来到了自助餐厅。自助餐厅里摆着各种各样美味的甜点和水果。一位服务员阿姨教了我们制作奶茶。我们喝着自己做的奶茶，好甜好甜!最好玩的是有个好朋友吃了一盘又一盘的薯条，就像个大胃王!
