今年的4月29日是第三届“429首都网络安全日”，系列宣传活动继续由北京市公安局主办，以“网络安全同担，网络生活共享”为主题。活动将采取以“1+4+1”模式，组织政府部门、科研机构、高等院校、互联网企业和从业人员等多方力量，举办主题高峰论坛和系列大型活动，推动首都各界和网民群众共同提升网络安全意识、强化安全防护能力、承担网络安全责任。

届时，中国工程院沈昌祥等7名院士、100余名专家学者、20余所高等院校、100余家网络安全企事业单位将分别参加相关活动。

首都十大网络安全事件

1、“7.03”特大网络贩婴儿案：

2013年，北京警方发现一以收送养名义贩卖婴幼儿的网站“圆梦收养送养之家”，该网站不仅为买卖婴幼儿违法犯罪活动提供交易平台，而且还提供办理虚假出生证明等服务，形成了分工明确、涵盖拐卖犯罪全链条的团伙网络，社会危害严重。北京警方迅速以此为切入点，锁定多个涉嫌贩卖婴幼儿网站，梳理出以周某某、何某某等人为首的4个特大网络贩婴犯罪团伙。2014年2月，在公安部的统一指挥下，北京、广东、四川、河南等27个省、市、自治区同步收网，共抓获犯罪嫌疑人1165名，解救婴幼儿406名，系近年来全国公安机关“打拐”行动中抓获犯罪嫌疑人最多、解救被贩卖人员最多的案件。

2、“秦火火”、“立二拆四”网络有组织制造传播谣言团伙：

2013年8月，北京警方工作发现一名为“尔玛互动营销策划有限公司”恣意制造传播谣言，编造了“723动车事故”中国政府花2亿元天价赔偿外籍旅客、“郭美美”事件、“张海迪国籍”事件、虚构雷锋生活奢侈情节等一系列社会热点事件，严重扰乱社会秩序。经深入侦查，北京警方一举将秦志晖(网名“秦火火”)、杨秀宇(网名“立二拆四”)等10名犯罪嫌疑人抓捕归案。目前，北京市朝阳区人民法院正对此案进行公开审理。

3、“4.14”制作网络木马病毒案：

2013年4月，北京警方发现有人在互联网上以卖家名义，在网络购物交流过程中，诱骗事主安装木马病毒程序，骗取事主财物。经进一步核查，该犯罪团伙已形成一条专门从事木马程序编写、后台维护、实施诈骗、帮助销赃的犯罪产业链。犯罪手法非常隐蔽，诈骗活动涉及全国多个省市，侦查工作难度巨大。2013年7至11月，北京警方辗转14省20地市，抽丝剥茧，连续奋战，分别抓获犯罪嫌疑人29名。据统计，此案告破后，该类警情显著下降。

4、CSDN系列网站泄密案：

2011年12月，北京警方接csdn公司报案，称其网站用户数据被盗，网站服务器可能被入侵。之后，互联网上又爆出国内多家知名网站用户数据库泄露，从而引发了我国互联网发展史上最大规模的网络信任危机。北京警方接报后全力开展案件侦破工作。经过40余天地连续奋战，多次辗转于北京、石家庄、温州、南京等地，最终成功破获了CSDN服务器被非法入侵案，并连同破获了其他4起同类网络黑客案件，共抓获犯罪嫌疑人8名，迅速遏制了事态的进一步蔓延，保障了网络信息安全和群众的切身权益。

5、境外特大中文淫秽网站MM公寓案：

2012年1月，北京警方发现一境外特大中文淫秽网站“MM公寓”，该网站服务器位于美国，涉及淫秽色情内容帖子数800余万条，共有100多万注册会员，为当时全球注册会员数最高的境外中文淫秽网站，会员多为国内青少年，社会影响恶劣。北京警方经过三个多月调查，专案组共梳理出管理员级别账号66个、达到处罚标准账号5036个。其中，涉及北京地区账号132个，达到刑拘标准45个，达到治拘标准87个。5月26日，在公安部的统一部署下，全国31个省区市开展统一抓捕，共抓获犯罪嫌疑人2148人，其中刑拘530人、治安处罚910人。此案抓捕人数系全国打击淫秽色情网站历史之最。

6、拯救天使传播淫秽物品案：

2013年2月，北京警方发现一服务器位于美国的中文儿童色情网站“拯救天使”，该网站以论坛形式发布大量淫秽图片、视频等信息，其中涉及儿童色情视频3000余个、图片10万余张，注册会员达90余万人，分布在美、英等10余个国家，在国内国外造成恶劣影响。北京警方历时三个月，最终在江苏、浙江两地抓获了网站建立人刘某某、网站服务器托管者杨某某。经查，刘、杨两人通过网上勾连，在境外建立淫秽色情网站，共非法牟利40余万元。

7、新型系列假冒银行网站诈骗案：

2011年，北京警方连续接报：有人仿冒某银行网站骗取银行卡内余额。接报后，北京警方立即开展侦查，发现此类犯罪系传统短信诱骗与网络钓鱼结合的新型犯罪手段。经深入工作，警方先后在深圳、河南、厦门将黄某某、张某某等10名犯罪嫌疑人抓获归案，起获涉案电脑7台、短信群发器19台、电话卡5000余张、手机10部、手机卡13张、银行卡17张及多张假身份证等作案工具，挽回经济损失640余万元人民币。

8、“3.01”口碑传媒等公司非法经营案：

2013年4月，警方发现一名为“北京口碑互动营销策划有限公司”以为国内大型企业提供舆情监测、维护客户网络形象为名，发现客户公司负面信息后，通过中介公司或门户网站员工，以网络沉帖、删除等手段，消除负面影响，该公司利用包月或协商定价处理的方式，从中赚取删帖差价牟利。2013年9月，遍及全国10省市的抓捕工作同步展开，北京警方投入警力286名，成功打掉了口碑传媒等非法网络公关公司6个，抓获违法犯罪嫌疑人81名，扣押电脑55台，涉案金额约1000余万元。该案系“两高”相关司法解释出台后，公安机关打掉的国内最大的非法网络公关公司。

9、非法获取百度推广账号诈骗系列案：

2012年初，北京警方接到市民举报：称在百度引擎中，只要输入某电视栏目的名称，并拨打预留的电话号码后，就有人自称为选秀节目“工作人员”，以交纳“手续费”为名进行诈骗。经进一步工作，北京警方发现2012年1至3月，百度推广客户账号多次被非法盗用，660 个推广账号内容被篡改，嫌疑人冒充客户名义通过网络实施诈骗，造成直接经济损失120 万元。警方远赴海南，一举抓获了13 名犯罪嫌疑人，串并诈骗案件百余起。经审查，该团伙成员供述了利用计算机信息网络，非法对数百个推广账号内容进行篡改，继而冒充网购客服、选秀节目电话等诈骗作案百余起、获利50 余万元的犯罪事实。该案是北京警方将先期计算机入侵和后期网络诈骗贯穿打击的首个案例。

10、重点涉枪论坛网站“北方联盟”案：

2013年3月，北京警方发现一服务器架设在境外的涉枪论坛网站“北方联盟”，该论坛是一个为注册会员提供气枪、仿真枪、枪支配件、军品等相关物品的交易平台，网站会员众多、公然发布涉枪交易信息，严重影响现实社会治安稳定。对此，北京警方经过近4个月的摸排梳理，掌握了涉及全国29个省市自治区的涉案人员数百名，在公安部统一指挥下，全国抓获犯罪嫌疑人576人，收缴枪支1005支，子弹1万余发，其中北京地区抓获犯罪嫌疑人48人，收缴各类枪支98支。
