打开水龙头，那源源不断流出的、洁净的水，一直在给人们一种错觉：世界上的水是取之不尽，用之不竭的。所以，浪费水的现象日益严重。请问在浪费水的同时，我们有没有想过，如果有一天这极其普通但又极其重要的水枯竭了，那会是什么样的情景呢？

尽管我市水资源相对丰沛，但这并不表示我们的水环境无忧。长期以来，我市季节性、工程性、区域性、水质性缺水问题仍然较为突出，主要表现在南部两县缺水易旱、北部六县区降雨集中易涝，再加上受自然和经济条件的限制，我市水源工程少，调节能力差，缺少一些控制性的蓄水工程、调水工程、骨干工程，水资源问题十分突出。在农村，水利工程数量少，规模小，供水能力低，堰渠渗漏严重，渠系水利用系数低，很多地方仍然是“靠天吃饭”。同时，农村集中供水工程覆盖面窄，保证率不高，饮用水水质令人堪忧，边远中高山地区的人畜饮水依然困难。在城镇，周边水污染加重，水质下降明显，用水管理工作比较薄弱，公共供水设施老化失修，管网跑、冒、滴、漏严重，生活用水的节水器具推广应用不够广泛，水的利用效率低。工业企业多数为一次性用水，中水回用工作开展缓慢，工业用水重复利用率低，城镇和工业区等局部地区缺水的问题已经开始露头。

此外，随着我市国际化区域性生态城市建设步伐的不断加快，人口增加和城镇化、工业化进程的快速推进，我市对水资源的需求越来越大、越来越高，水生态环境保护压力不断增大。如果不积极实行最严格的水资源管理制度，切实解决水资源开发、利用和保护等方面面临的诸多问题和挑战，我市目前面临的水少、水多、水浑、水脏四大问题将会越来越严重。

切实加强水资源管理和保护工作，已成为摆在我们面前的一项紧迫任务。

I have a cat named mimi. Its hair is as white as snow. I often play games with it. It amuses me a lot and I treat it as a little friend. Every morning, I would say goodbye to it before I go to school and mimi would wave its front-legs to me. It brings me a lot of pleasure. But it takes time and costs money to keep the cat. 水，这种地球上的基本物质，是多么的值得我们赞美啊！是她，孕育了大千世界，芸芸众生；是她，为生命提供能量，让生命能够存活；还是她，使生命继续发展，越来越兴旺，越来越发达。所以说，水，是生命之源，是毫不夸张的。但，水是取之不尽，用之不竭的吗？我们可以肯定地回答：不是的。虽然地球70.8%的面积被水覆盖，但97.55%的水是海水，既不能直接饮用也不能灌溉。在余下的2.5%的淡水中，人类真正能够利用的水还不到世界淡水总量的1%。诚然，从地球上原始生命出现直到现在，水一直在为生命服务，任劳任怨，从未停息。但不知大家可曾想过：水的忍耐也是有限度的，如今的水资源已经供不应求了！造成这种情况的原因主要有两个：第一，大自然本身的缺乏；第二，人为的破坏。当然，我们不能埋怨上苍对我们的不公，给了我们一个缺水的星球；相反，我们应当感谢老天，为我们创造了一个美好的家园。现在的水污染非常严重，你们看，河面上漂浮着一个个白色的小杀手，有些人为了图省力、方便还在夜晚偷偷地往河里倒污水。水中污染物的来源是多方面的，有的来自工业废渣和废水，有的来自农田的排水；有的来自医院的污水和生活污水。水污染不仅直接危害人体的健康，而且对动植物的生长也会产生不良的影响，甚至危害到农作物的生长和水产的养殖。用受到污染的水灌溉农田，其中的有害物质就会使农作物的长势爱到影响或者枯萎。如果养殖水产的水爱到污染，那么其中的有毒物质就会导致鱼类、贝类等的残废或带上毒素。那些体内带上毒素，没有死亡的植物或动物被人们食用后，会对人体造成伤害，使人生病。
