However, personally in my view, if we spend our whole life in pursuing

党的十八大报告明确指出：“建设生态文明，是关系人民福祉、关乎民族未来的长远大计。”现阶段，环境问题不仅是经济问题、发展问题，而且是政治问题、民生问题。改革开放30多年来特别是近年来，我们在加强环境保护方面采取了一系列措施，取得了积极的进展。“十一五”期间，环境污染治理投资逐年上升，由2006年的2566.0亿元增长至2010年的6654.2亿元，环境污染治理投资占GDP比重从1.22%提升至1.66%。但是，我们也要清醒地看到，我国环境形势依然十分严峻，一些地区环境污染和生态恶化已经到了令人触目惊心的程度。

当前，导致环境污染严重的原因大致有以下几个方面。一是发展方式亟待改变。我国经济总量虽位列世界第二，但产业水平总体上较低，污染排放多，对环境破坏大。二是急切追求经济利益。一些地方在推动发展的过程中重经济轻环保，急切追求经济利益，立足于本地当前利益，不顾人类长远发展。三是环境执法问责不严。环境保护中有法不依，执法不严，违法不究的现象时有发生，对环境违法处罚力度不够。四是体制机制存在弊端。环境管理职能分散交叉在多个部门，环境保护的统筹协调、统一监督职能仍需加强。

破坏环境的行为是短暂的，给人类带来的危害是长期的，甚至会带来毁灭性灾难。国内外发展实践告诉我们，绝对不能走先污染后治理的道路。党的十八大报告要求我们：“面对资源约束趋紧、环境污染严重、生态系统退化的严峻形势，必须树立尊重自然、顺应自然、保护自然的生态文明理念，把生态文明建设放在突出地位，融入经济建设、政治建设、文化建设、社会建设各方面和全过程，努力建设美丽中国，实现中华民族永续发展。”

首先，要从源头上治理污染。常言道，治污要治本，治本先清源。加强环境保护、遏制环境污染必须从源头上抓起，才能起到釜底抽薪的作用。环境问题涉及诸多方面，但究其实质而言，是经济结构、生产方式、消费模式和发展道路问题。因此，从源头上防治污染，一要积极调整经济结构，尤其是绍兴以印染产业为支柱的经济结构，要大力推动产业结构优化升级，坚决淘汰落后产能。二要大力推进环境科技进步，加快落实重大环境科技专项，加大环保技术装备研发力度。三要实施排放总量控制，严格落实总量减排目标责任制，从严控制高耗能、高污染、资源性项目，坚决完成总量削减任务。

其次，要加大环保执法力度。受各种因素制约，我国环境保管体制有待进一步理顺，“环保执法难”在全国普遍存在。要解决这一问题，一是加强环保立法，健全环境法规体系。构建覆盖环保工作各个方面，门类齐全、功能完备、措施有力的环境法规标准体系，从根本上解决“无法可依”的问题。二是坚持严格执法，打造铁腕监管网络。“天下之事，不难于立法，而难于法之必行。”要加强重点领域重点区域的执法监管，做到发现一起，查处一起。三是加大处罚力度，严惩违法犯罪行为。必须加重罚则，对拒不改正的企业，可以依法责令停产或取缔，对造成重大污染损失的，应依法追究刑事责任。

最后，要构建环保长效机制。必须建立环境保护的长效机制。一是落实政府责任，发挥主导作用。建立环境保护目标管理责任制，制定生态文明建设的目标指标体系，纳入地方经济社会发展评价范围和干部政绩考核，实行环境保护一票否决制。二是完善政策措施，创造良好条件。各级财政要把环保投入列入年度预算，保持合理增长。建立健全有利于环境保护的价格、税收、贸易、信贷、土地和政府采购等政策体系。三是健全检测体系，织密防控网络。加强环境监测预警体系建设，强化监测站标准化建设，建立快速高效的环境事故应急监控和突发事件预警体系。

环境是人的生存之本、发展之基，环境保护是关系到整个人类生死存亡的一项重大工程，尤其是印染企业集聚的绍兴，更应加快转型升级，注重环境保护。我们必须深入学习贯彻十八大会议精神，加强生态文明宣传教育，增强全民节约意识、环保意识、生态意识，形成合理消费的社会风尚，营造爱护生态环境的良好风气。全社会共同努力，建设一条“代价小、效益好、排放低、可持续”的环保新道路。

Nowadays, environmental pollution is very common. Resource waste is also
