环保部门认为北京市这次出现严重的雾霾天气主要是汽车尾气造成的，所以决定实行限行。但不少市民并不认同环保部门的定论。

然而，北京市区的汽车流量最大，但如何解释市区北面汽车相对较少的延庆密云昌平怀柔和西面房山门头沟也都雾霾肆虐呢?再说，造成污染的是汽车燃料，老百姓又生产不出汽车燃料，主要生产商是不是该给出一个解释呢!

雾霾是人们身体健康的杀手。专家指出，严重的雾霾天气不仅会影响社会生产生活，还严重危害人民群众身体健康。雾霾天气比“非典”更可怕、比香烟更易致癌、致死。

关于北京雾霾的主要元凶是什么，一直有争议。有专家说雾霾是厨房油烟和焚烧秸秆造成的，也有专家说是燃煤和工业污染，有人说建筑粉尘、汽车尾气，甚至还有专家将雾霾归咎于“老天爷”……，真是众说纷纭，有些说法滑稽可笑。

如果说北京市的雾霾主要是汽车尾气造成的，那么我们不妨来看一组数据：根据2014年的统计数据，日本东京的机动车保有量超过800万辆，北京的机动车保有量500多万辆，美国纽约的机动车保有量突破1000万辆。东京和纽约的机动车保有量都高于北京，为什么东京和纽约没有雾霾?原因在于我国原油品质差，提高油品质量和车辆排放标准，减少工业排放才是治本之策。

至于汽车使用的燃油质量问题，尽管我们的燃油质量都达到了“国标”，但事实上“国标”本身就有些“不靠谱”，就连“三桶油”之一的中石化自己都承认我国的标准不够，只有北京推行含硫量在10ppm以下的欧5标准，但全国普遍是150ppm的欧3标准，标准不提高设备改造就上不去，炼油企业是雾霾天气的直接责任者之一。

亚太环境保护协会副总干事姜国常认为，中国原油(不包括港澳台)从提炼到实际燃烧过程中存在的根本性问题，就是原油品质较差;其次市场上还没有一个切实有效的方法，没有一个技术成熟的产品能从根本上解决发动机原油污染(CO、HC、NOx等以及颗粒物)排放的问题。

姜国常称，原油燃烧排放污染是人体健康的大敌，机动车可排放200多种化学污染物，联合国调查结果显示：世界城市中的空气污染，60%以上来自原油汽车的废气排放。1辆轿车1年排出的有害气体可达自身重量的3倍。其中对人类危害最大的主要有一氧化碳(CO)、碳氢化合物(HC)、氮氧化合物(NOx)、可吸入颗粒物和硫化物等。

但在原油品质方面，以日本为例，日本的汽油和柴油中含硫量已经降至10ppm(百万分比浓度)，而中国执行的是汽油含硫量不超过150ppm、柴油含硫量不超过350ppm的标准，与日本相差了15倍以上，实际情况可能相差更多。这无疑加剧了汽车尾气排放对空气质量的威胁。由此可见提高国内油品升级迫在眉睫。

后来，国务院决定从2013年2月1日起，北京市执行相当于“欧五”的“京五”机动车排放标准，但至今，北京市及全国各地的汽柴油的品质和部分机动车辆根本没达到“欧四”“欧五”的标准。

其实，我国及很多地方雾霾天气频发，背后的原因和元凶究竟是什么，那些御用专家和官员们都心知肚明，即使在很多普通老百姓心里也是一本明白账，实际上就是一套“皇帝新装”，政府不让说，官员不愿说，专家不想说，百姓不敢说，都知道是工业污染和机动车燃油质量低劣的问题，政府官员如果承认则意味着治污不力，某些官员虽然张口闭口大谈环保，更会信誓旦旦表示不会牺牲环境利益来换取经济数字的增长，但真要是遇到两者相矛盾时，地方政府往往会不由自主的站在经济利益一边，就连某些环保官员也调侃自己是“丫鬟掌钥匙一一管事不当家”，但是环保又是国家规定的“一票否决”，并且有着明确的法规制度，地方政府一旦在环保问题上真出问题，势必意味着官位不保，而某些高排放且又是高利税企业，正是看出了地方政府的这个“软肋”，或是阳奉阴违或是坑壑一气蒙骗过关，正如河北一位政府相关人士在谈到某些电厂污染情况时所言，“企业在应付检查时使用优质煤，或者干脆停产，正常情况下，使用劣质煤，价格更便宜”。

尽管工业污染，劣质燃油是造成雾霾天气频发的主要元凶，但地方官员不愿说，端政府饭碗的专家也只能顾左右而言他，老百姓在不能说、不敢说的同时，还被“冤枉”成了雾霾天气责任者并为其埋单，在雾霾天气严重的河北安国市居然以污染严重为由向每户居民征收100元的污染费，就连政府官员自己都讲不清征收这笔费用究竟要花在什么地方，但显然，把雾霾天气“元凶”归咎于私家车、生火做饭、街头烧烤等，不仅把自己的责任推的一干二净，无从追究，还可以在“收费治污”方面大展拳脚，这比想方设法治理工业污染，向上级坦诚污染排放不达标，无论仕途风险系数还是政府运行成本显然更“划算”。

2014年11月北京出现了“APEC蓝”， 2015年9月2日至4日，在纪念抗日战争胜利70周年，北京市见到了蓝天白云，被称为“阅兵蓝”，让北京市民喜出望外。

同样在秋冬季，北京为什会出“APEC蓝”和“阅兵蓝”?道理很简单，就是因为在APEC会议和阅兵期间，北京、天津、河北等多个周边省市暂时关停了高排放、高污染企业，北京市也釆取了机动车限行措施，使北京的空气质量比平时大为改观，才出现了“APEC蓝”和“阅兵蓝”。

I have heard that the scenery ofJiuzhaiValleyis very beautiful in autumn and it’s the best time to travel there.

Autumn is my most favorite season so I wantto enjoy the beauty of such a wonderful place.

I do some preparations for thistrip.

For example, I search the Internet to see the travel raiders and I haveknown where the most attracting place is and where to live in.

I am sure itwill be a wonderful journey. There are only several days for the coming trip,but I have been too excited to wait.

近期，天气总是雾蒙蒙的，我想出门玩耍的愿望总是被这鬼天气给搅和了。通过阅读报纸，我明白了这种天气就是雾霾，它是因为空气遭受比较严重的污染才在一定的条件下形成的。看来，我们身边的空气质量真令人堪忧哇。

我从报纸上得知，近期我国中东部大部分地区笼罩在一片雾霾之中，有人戏言：“世界上最远的距离是——你站在我面前，我却看不到你!”十里“霾”伏让广大市民心生恐慌，妈妈总是对我说空气污染太严重了，不能出门。许多行人出行时都戴上口罩，以此来应对恶劣的空气质量，却总让人有喘不过气的感觉。

前两天降过一场雪，大家对这次降雪充满期待，以为雪后雾霾就会消散。然而雪后雾霾依在，不少地方的空气质量更差了。报纸频频报道这种恶劣天气产生的原因带来的影响，让我也对雾霾的关注度日益提高。

针对持续的雾霾天气，各地出台不少措施来改善空气质量，如限制车辆出行，淘汰老旧车辆，以气代油等等。可是，我想，这还不是根本，政府部门应该从根本上着手解决相关问题。

净化空气，改善环境，刻不容缓!让我们大家都行动起来，还世界一片洁净!
