日本数学家广中平佑解释如何用层次论的方法解决复杂问题时，曾举例说，一个平面交叉的十字路口，没有信号灯，各种车辆从四面同时开过来，有的车要直行，有的车要拐弯，陷入一片混乱。从平面交叉这个二元视图中，这种混乱无法解决。但是再加进去“高度”这一元，即用三元的视角来看，事情就很容易解决。也就是说，在十字路口把平面交叉变为立体交叉——那样，不用红绿灯，车辆也能畅通无阻。如此看来，很多看起来复杂的现象不过是单纯事物的投影。

36年前是农村联产承包责任制开始破解生产领域大锅饭，标志我国改革开放实现突破;今天，要破解空气污染这个区域性的甚至是全国性的大锅饭，也必须寻求将责、权、利落实到人的责任制，实行利益引导和法律压力相结合的办法，摆脱环境危机的恶性循环。

环保部门设立环保大区和驻市代表，解决监督和政策执行断层问题。这个方面可以借鉴美国的环保总署的设置经验，为了应对区域性挑战，节省时间成本和加强执行力，美国环保总署不仅设立10个大区域办公室和相关的实验室，而且在各个州的卫生环保部门设立项目代表，并有常驻人员。环保部目前的环保督查中心显然还没有将执行力深入到市级，特别是动态实时执行力断层问题十分突出。

选择火电行业作为突破口，实施上网电价和排放当量实时、动态挂钩的联动责任制，分解到到减排设施操作班组的考核与奖惩机制，让市场的力量推动企业减排进入法制轨道，实施要点如下：

1. 确定行业排放当量-中值核定

设立行业标准电价和排放当量中值挂钩。根据上年度的总体排放量除以发电总量，得到中值，作为衡量行业绿色和黄色的临界点，如以Q1氮氧化物、Q2代表二氧化硫、Q3代表烟尘，为简化文字，以下仅以氮氧化物单项为例：

中值 Q1=NO总量/总发电量，目前燃煤火电估算为 0.55g/度， 即每1000度电平均排放550g。高于这个排放当量的实行黄色上网电价，低于此数目为绿色电价。电价分为动态连续的对应关系。

2. 联动电价，确立利益诱导的市场淘汰机制

将年度定价，改为动态联动的价格和月度结算的办法。目前火力发电也实行所谓的环保电价，但具体的做法是，环保部门对电厂的排污进行验收、评估，报发改委评定上网电价，执行一年。但这种办法，根本没有办法杜绝企业拿到环保电价后进行偷排和篡改运行数据的行为。这种行为已经是行业的潜规则，例如环保部的《关于2010年脱硫设施不正常运行电厂名单及处罚结果的公告》明确指出，八家电厂二氧化硫排放均严重超标，脱硫设施的综合脱硫效率都没有超过 70%。情节最严重的是四川乐山海虹发电有限公司，两台机组2010年1月到6月未加石灰石，脱硫设施不运行，二氧化硫长期超标排放，全年综合脱硫效率为 0%。

3. 落实到减排设备操作员的责任制。

环保部对火电重点行业的减排设施操作人员培训，实行上岗资格认证制度，就像实施会计师资格认证一样，将环保设备运行工程师，行业统合起来，设立一个行业基金;对每个上岗工程师，依照《经济合同法》和《环保法》签定运行责任合同和奖励办法。

目前中央政府准备了大量的资金，省级政府表出了“壮士断腕”的决心，共同促进产业升级。但是，根据过去的经验和教训，我国普遍存在着“口号环保，减排空转”的现象。减排涉及到企业利益/社会责任、地方利益/区域责任、短时效益/长期环境利益的矛盾，有一座无形的墙，在阻挡着减排政策的实行。大气污染还是一口全国人民都在吃的大锅饭，必须建立能落实到每个烟囱的承包责任制，才能突破这个怪圈。

本文提议的设备操作员承包责任制是一个关键点，是破解企业普遍存在的偷排现象的人力保障。简化描述，这个联动责任制就是“烟囱承包责任制”。

4. 统一排放标准，市场化的价格机制决定优胜劣态和产业升级。

目前火电行业执行的是2012年环保部颁发的《火电厂大气污染物排放标准》，但重点地区火电厂燃煤锅炉的排放标准中，规定污染物排放最大限值烟尘、二氧化硫、氮氧化物和汞分别为20，50，100，0.03 毫克/立方米，与非重点区域的标准相差从50%到200%不等。这个标准不合乎污染治理的实际，一个燃煤火电厂的烟囱可以影响半径1000公里的区域;在雾霾已经形成区域大锅饭的情况下，实施区别对待的标准，有违法律公正的原则。更有甚者，标准中将新建锅炉和现有锅炉的排放浓度都区别对待，对减排操作极为不利。

5. 独立环境审计和公众监督

设立环境设备减排账务审计事务所，象设立审计事务所一样对重点企业进行环保审计，并将审计公报公告，接受公众监督。

目前我国实行的审批制度流程是，项目设立(发改委)环境评价(环保部门)项目批复(发改委) 项目建设(企业)项目验收(包括环保)投入生产(企业);在这个流程中，是线性的、单向的、半封闭的，虽然环评法规要求社会参与，但实际情况往往出现三大弊端：一是前期企业以涉及商业机密为由，不公开核心资料，社会评价形同虚设;二是验收以后，环保设施是否正常运行，环保监督机构不能及时掌握，多是出现了环境事故了，才发现问题;三是半封闭运行，象其它权力运行一样容易滋生腐败。

另外，发达国家的环保发展历史证明，民间的监督是治理环境必不可少的第三方力量。但是，我国目前的实际是，很多地方乃至中央官员，视民间环保组织为异己力量、不安定因素。其实，就社会运行和管理的角度看，理性地思考民间环保力量、公众的参与，因为环境利益涉及到每个人的生活质量，公众参与是再正常不过的一件事情。事实上，我国近年来爆发的多数“儿童血铅超标”群体事件，都和缺乏环境审计有关。例如，在河南、甘肃、上海等涉事企业，其排放的烟尘中铅含量是符合排放标准的;但是，即使浓度达标的烟尘，在周边日积月累，也会造成很大的环境伤害。这些情况在项目上马的环境评估报告中有列举分析，但投产后没有审计和跟踪，所以，只能在出现大型事故后才追查出来。

为解决现行的政策执行弊端、协调公众有序参与、顾及企业的商业机密，对环评评估及其运行情况进行环境审计，设立一批专业资格的环境审计与调查事务所，独立监督重大项目的污染物排放和设备运行，非常必要。

6. 排放当量和企业利益即时计算并图形显示。

设立环境治理的市场机制，最重要的是和企业的利益直接挂起钩来，将经济效益和环境责任并轨运行。

火电企业买主单一、产品出口和污染排放出口可控，计算排放当量和电价甚至可以和智能电网实现联合运行。目前实施的是在线浓度监测，并不能和企业的电价结合。应该将其转换为排放当量，用动态电价与企业管理、操作人员责任甚至技术进步都统合到一个市场化的利益机制上来。

如果将目前各个行业内排污工厂的环保设施都开动起来，大气污染物的排放量会至少降低30%以上。 在所有的建议和各种方案中，如何设立良性运行机制，使除尘减排设施按照科学和法律运行起来，才是硬道理。

I get up at seven oclock in the morning every day. After I brush my teeth

My dad bought a computer when I was five years old. I could draw pictures

As a student, we have study for many years. During there years, we study

after school. In my opinion Dream of the red chamber is the best book I have

read. In this book, the great author Cao xueqin his view about love. He had

firmly faith in what is the true love and try to tell us that there are

Love.

In a dream, and under mythical circumstances, the main character of the

novel, Jia baoyu, met the Fairy Disenchantment in the Land of Illusions. She

showed him three "registers" each containing the names and "the happenings in

life" of 12 girls in his clan. Each girl represents a kind of love.

From the stories which are unfolding in the novel, the reader should know

the characteristics of the different kinds of love, and should be able to

distinguish True Love from the other kinds.

True love is acceptance, committal, mutual and without any post conditions.

The love between Lin daiyu and Jia baoyu is considered to be True Love. Just

saying or hearing I love you is not good enough because talk is cheap. Action in

mutual commitment is essential, as we can see in the novel.

the author about his strong will. In his words, you can find the charm of

But unfortunately, the novel was never "completed" to such a state. On the other

Since we went to school, we have been educated to be polite, no matter to

communication between each other, but some people ignore the rules and they

treat their rude behaviors as something cool. Today, people advocate the
