1979年2月,第五届全国人大常委会第六次会议根据国务院的提议,通过了将3月12日定为中国植树节的决议,这项决议的意义在于动员全国各族人民积极植树造林,加快绿化祖国和各项林业建设的步伐。

the first arbor day took place on april 10, 1872 in nebraska. it was the brainchild of julius sterling morton (1832-20XX), a nebraska journalist and politician originally from michigan. throughout his long and productive career, morton worked to improve agricultural techniques in his adopted state and throughout the united states when he served as president grover clevelands secretary of agriculture. but his most important legacy is arbor day.

morton (photo, right) felt that nebraskas landscape and economy would benefit from the wide-scale planting of trees. he set an example himself planting orchards, shade trees and wind breaks on his own farm and he urged his neighbours to follow suit. mortons real opportunity, though, arrived when he became a member of nebraskas state board of agriculture. he proposed that a special day be set aside dedicated to tree planting and increasing awareness of the importance of trees. nebraskas first arbor day was an amazing success. more than one million trees were planted. a second arbor day took place in 1884 and the young state made it an annual legal holiday in 1885, using april 22nd to coincide with mortons birthday.

in the years following that first arbor day, mortons idea spread beyond nebraska with kansas, tennessee, minnesota and ohio all proclaiming their own arbor days. today all 50 states celebrate arbor day although the dates may vary in keeping with the local climate. (state arbor days) at the federal level, in 20XX, president richard nixon proclaimed the last friday in april as national arbor day. arbor day is also now celebrated in other countries including australia. variations are celebrated as greening week of japan, the new years days of trees in israel, the tree-loving week of korea, the reforestation week of yugoslavia, the students afforestation day of iceland and the national festival of tree planting in india. julius sterling morton would be proud. sometimes one good idea can make a real difference.

植树节的来历:

三月十二日是中国的植树节。1979年2月,中国第五届全国人大常委会第六次会议决定,将每年的3月12日定为中国的植树节。1981年12月,五届全国人大四次会议又通过了《关于开展全民义务植树运动的决议》,国务院于次年颁布了全民义务植树运动的具体实施办法。植树节前后,中国各地都要集中进行植树。

其次,植树造林可为人类提供氧气,净化空气,美化环境,有利于生态环境的保护。我们知道人每天吸入氧气,吸出二氧化碳,树正好相反,它的叶子在阳光照耀下不断进行光合作用——吸入二氧化碳,释放出氧气。据统计,一亩树林每天能吸收67公斤二氧化碳,释放出49公斤氧气,足可供65个成年人呼吸用。由于森林具有遮荫避风、树木呼吸和蒸腾作用,因此有成片树林的地方冬暖夏凉,可以避暑疗养。树木能粘附空气中的尘埃而使空气清洁、新鲜。科学测试表明:一亩树林一个月可吸收有毒气体二氧化硫4公斤,一年可吸收尘埃20吨~60吨。此外,,树木在呼吸过程中,产生大量特殊空气,能治疗一些疾病,对人体有良好作用,比如,桦树、杨树、桧树等能分泌出植物杂菌素,可以杀死白喉、肺结核、伤寒、痢疾等病原菌。道路两旁栽树可以降低噪音,多种多样的树型、花果和翠绿的枝叶可以美化环境,为人们学习、工作和生活提供理想化环境。

世界上有植树节,首始美国。

起初只是在内布拉斯加州,后很快风行全美,其他许多国家纷纷仿效。我国植树节,始于民国四年(1915年),当时农商部规定在清明日。由于各地气温殊异,四月五日左右的清明节,北方较寒,尚可植树;而南方已草木萌动,树木一经移栽,有碍生长,故须另择日期。

民国十七年(1928年),当时的国民政府中有人提议,孙中山先生是领导推翻几千年封建王朝,创立民国的伟大元勋,功悬日月,名垂千古,以他的逝世纪念日三月十二日为植树节,无论意义与时令均甚合宜。这一提议遂获得通过。并确定兰花为首都市花。

节日历史

“植树节”是一些国家为激发人们爱林、造林的感情,促进国土绿化,保护人类赖以生存的生态环境,通过立法确定的节日。

近代植树节最早是由美国的内布拉斯加州发起的。19世纪以前,内布拉斯加州是一片光秃秃的荒原,树木稀少,土地干燥,大风一起,黄沙满天,人民深受其苦。1872年,美国著名农学家朱利叶斯·斯特林·莫尔顿提议在内布拉斯加州规定植树节,动员人民有计划地植树造林。

当时州农业局通过决议采纳了这一提议,并由州长亲自规定今后每年4月份的第三个星期三为植树节。这一决定做出后,当年就植树上百万棵。此后的16年间,又先后植树6亿棵,终于使内布拉斯加州10万公顷的荒野变成了茂密的森林。为了表彰莫尔顿的功绩,1885年州议会正式规定以莫尔领先生的生日4月22日为每年的植树节,并放假一天。并于1932年发行世界上首枚植树节邮票,画面为两个儿童在植树。

在美国,植树节是一个州定节日,没有全国统一规定的日期。但是每年4、5月间,美国各州都要组织植树节活动。例如,罗德艾兰州规定每年5月份的第二个星期五为植树节,并放假一天。其他各州有的是固定日期,也有的是每年由州长或州的其他政府部门临时决定植树节日期。每当植树节到来,以学生为主的社会各界群众组成浩浩荡荡的植树大军,投入植树活动。

现代的美国,树木成行,林荫载道。据统计,美国有1/3的地区为森林树木所覆盖,这个成果同植树节是分不开的。

中国植树造林的历史,可以追溯到30XX年前。植树造林、发展林业真正成为国家建设的战略任务,却是在新中国成立之后,而成为公民的一项法定义务则始于改革开放之初。

孙中山任临时大总统的中华民国南京政府成立不久,就在1912年5月设立了农林部,下设山林司,主管全国林业行政事务;1914年11月又颁布了我国近代史上第一部《森林法》 。

1915年7月,在孙中山的倡议下,当时的北洋政府正式下令,规定了以每年清明节为植树节,指定地点,选择树种,全国各级政府,机关,学校如期参加,举行植树节典礼并从事植树。经当年7月21日批准后,通令全国如期遵照办理。自此我国有了植树节。

1925年3月12日,孙中山先生逝世。1928年,为纪念孙中山逝世三周年,国民政府举行了植树式。以后为了纪念孙中山先生,把每年的3月12日定为植树节。

1928北伐完成后,4月7日由国民党政府通令全国: “嗣后旧历清明植树节应改为总理逝世纪念植树式”,民国1929年2月9日农矿部又以部令公布《总理逝世纪念植树式各省植树暂行条例》16条。而国民政府行政院农矿部长易培基遵照孙中山先生遗训,积极提倡造林,于1930年2月呈准行政院及国民政府,自3月9~15日一周间为“造林运动宣传周”,于12日孙中山先生逝世纪念日举行植树式。北方地区以3月初旬,寒气未消,还不适于栽树之故,特规定植树式仍于3月12日举行外,造林宣传运动周延之清明节行之。并由该部公布《各省各特别市各县造林运动宣传周办大纲》7条,以便全国照办。

中华人民共和国成立后1979年2月,五届全国人大常委会第六次会议根据国务院的提议,正式通过了将每年的3月12日定为植树节的决议。这项决议的意义在于动员全国各族人民积极植树造林,加快绿化祖国和各项林业建设的步伐。将孙中山先生与世长辞之日定为我国植树节,也是为了缅怀孙中山先生的丰功伟绩,象征中山先生生前未能实现的遗愿将在新中国实现。

解放前,1925年3月12日孙中山先生逝世于北平,1929年移灵柩于南京紫金山,1930年国民党政府曾定3月12日为植树节。

1981年12月13日,五届全国人大四次会议讨论通过了《关于开展全民义务植树运动的决议》。这是建国以来国家最高权力机关对绿化祖国作出的第一个重大决议。从此,全民义务植树运动作为一项法律开始在全国实施。

标志意义

植树节节徽是寓意概括的标志。1. 树形,表示全民义务植树3至5棵,人人动手,绿化祖国大地。

2. “中国植树节”和“3.12”,表示改造自然,造福人类,年年植树,坚韧不拔的决心。

3. 五棵树可会意为“森林”,由此引伸连接着外圈,显示着绿化祖国,实现以森林为主体的自然生态体系的良性循环。

中国植树节

中国古代虽有劝民植树的说法,但由国家以法律形式明文规定植树节日则是现代的事。1914年南京金陵大学农学院创办人斐义理先生,曾将美国植树节的推行办法,建议当时的农林部希望中国政府仿效。1915年7月31日中国政府规定每年农历清明节时为植树节,届时全国各地举行植树典礼,组织造林活动,后来因故没有正式推行。中华人民共和国成立以后,全国人民代表大会常务委员会第五届第六次会议于1979年2月决定每年3月12日为植树节,1984年 9月六届全国人大常委会七次会议通过修改的《中华人民共和国森林法》总则中规定:“植树造林、保护森林是公民应尽的义务”,从而把植树造林纳入了法律范畴。
