秦朝二世的时候，宰相赵高掌握了朝政大权。他因为害怕群臣中有人不服，就想了一个主意。有一天上朝时，他牵着一只梅花鹿对二世说：陛下，这是我献的名马，它一天能走一千里，一夜能走八百里。二世听了，大笑说：承相啊，这明明是一只鹿，你却说是马，真是错得太离谱了！赵高说：这确实是一匹马，陛下怎么说是鹿呢？二世觉得纳闷，就让群臣百官来评判。大家心想，说实话会得罪承相，说假话又怕欺骗陛下，就都不出声。这时赵高盯着群臣，指着鹿大声问：大家看，这样身圆腿瘦，耳尖尾粗，不是马是甚么？大家都害怕赵高的势力，知道不说不行，就都说是马，赵高非常得意，二世被弄胡涂了，明明是鹿，怎么大家都说是马呢？他以为自己疯了，从此越来越胡涂，朝政上的事都完全由赵高来操纵。

赵高暗中把那些说实话的人杀掉，又派人杀死二世，霸占整个朝廷，最后终于导致秦朝灭亡。

李斯

秦相李斯，楚国上蔡人，是秦代著名政治家。在中国历史上声名显赫，功绩卓著。公元前247年，李斯来到秦国，当上了秦王政的侍卫,后任命为长史，又拜为客卿，协助秦王吞并六国，统一天下。秦朝建立以后，李斯升任丞相。他继续辅佐秦始皇，在巩固秦朝政权，维护国家统一，促进经济和文化的发展等方面屡建奇功。公元前210年，秦始皇死后，李斯为保全自己的利益，附和赵高伪造遗诏，立少子胡亥为帝。赵高篡权后又施展阴谋，诬陷李斯“谋反”，将其腰斩于市，并夷灭三族。

扶苏

扶苏，秦始皇长子，是秦朝统治者中最具有政治远见的人物。他认为天下未定，百姓未安，反对实行“焚书坑儒”、“重法绳之臣”等政策，因而被秦始皇贬到上郡监蒙恬军。秦始皇死后，赵高等人害怕扶苏即位执政，便伪造诏书胡亥，指责扶苏在边疆和蒙恬屯兵期间，“为人不孝”、“士卒多耗，无尺寸之功”、“上书直言诽谤”，逼其自杀。

秦二世，嬴姓，赵氏，名胡亥，在位时间前210年—前207年，也称二世皇帝。是秦始皇第十八子，长子扶苏的弟弟，从中车府令赵高学习狱法。秦始皇出游南方病死沙丘宫平台，秘不发丧，在赵高与李斯的帮助下，杀死兄弟姐妹二十余人，并逼死扶苏而当上秦朝的二世皇帝。秦二世即位后，宦官赵高掌实权。下令秦始皇后宫无子者皆令从死，在埋葬秦始皇时把全部工匠封死在了骊山陵墓里。征调材士五万人屯卫咸阳，令教射狗马禽兽。秦朝的暴政激起了公元前209年的陈胜、吴广起义。左丞相李斯与右丞相冯去疾、大将军冯劫纷纷请奏停止修建阿房宫，减轻各种苛捐杂税。二世听信赵高谗言，诛杀李斯，迫使冯去疾和冯劫自杀。二世三年七月，章邯、王离投降项羽，刘邦攻下武关，赵高惶恐。前207年赵高与其婿咸阳令阎乐合谋，逼胡亥自杀于望夷宫。临死前二世说只愿当万户侯，阎乐不准，遂自杀，时年24岁。以平民之礼葬。墓地在今西安市雁塔区曲江乡曲江池村南缘台地上，称胡亥墓。
