Stacy Huckebas nine-month-old dog, Striker, is still in training to be a guide dog.

这类案件早已不是第一次发生。早在2009年，年仅4岁的约翰·保罗·马西在利物浦被犬袭击导致身亡。

虽然全副武装的警察在发现女孩安德森尸体的现场处死了杀害女孩的两条斗牛犬和两条斯塔福德犬，但由于没有证据能够将女孩的死与任何犯罪行为联系起来，根据英国现行法律，警方无法对四条恶犬的主人进行惩罚。

在英国，根据1990年出台的一项法令，如果恶犬咬人致死，狗的主人会因为监管不力而被判最高两年的刑期。而且，这条法令的适用范围受限，仅仅适用于英格兰、威尔士的公共场所和别人家的私人领地——比如，别人家的院子。至于自家领地，在现行法令下，只要不是出于犯罪目的，犬类咬人甚至致人死亡，狗主人都不需要背负任何刑事责任。

同样是危害他人安全，对于机动车肇事的惩戒就要严厉得多。在英国，驾车过失致人死亡，肇事者将面临最高5年的刑期，而危险驾驶致人死亡，肇事者将面临14年的徒刑。

宽松的法律环境使得英国恶犬袭击事件逐年上升，受害最深的当属从事邮政、市政和物流业的工作人员，他们因为工作需要要经常出现在私人领地上。英国流通业工会的数据显示，过去5年，全国有23000名邮政人员被犬类袭击，其中70%的袭击都发生在私人领地上。

而根据英国健康和社会保障信息中心的数据，全英国因犬类袭击而住院的数字更是从2007年的4611例上升到2012年的6302例。“除非养狗人不对狗负责的问题得到解决，否则这个数字还会上升。”英国公共事务官员大卫·戴维说。

除了对人的袭击外，更令人气愤而又不受法律约束的事件是那些恶犬对其他人养动物的袭击。英国导盲犬协会的数据显示，2012年英国共发生180起针对导盲犬的袭击。“对视障人群来说，导盲犬的死亡是对他们巨大的打击。”英国导盲犬管理委员会的理查德·莱曼说，导盲犬是视力障碍者的又一双眼睛，恶犬对导盲犬的袭击犹如让盲人们再度失明，应当增加对狗主人的惩戒。

“对狗主人的惩罚应当能够反映袭击行为对被害人带来的伤害。”理查德·莱曼说。

嘟嘟不但聪明还很可爱，如果你弄痛了它，它就会“汪汗汗”地叫，尾巴也夹在两腿问，真有点像书上说的“夹着尾巴逃跑”。我最喜欢看嘟嘟吃食了。一天，我拿了一块肉，嘟嘟看见了，围着我直转。我把肉向上一抛，嘟嘟纵身一跃，张开嘴巴一咬就准，然后它用前脚把肉按住，用牙一点一点地撕，吃得真是津津有味，一会儿就下了肚。吃完后，它还用舌头舔舔嘴巴，仿佛在回味刚才的美餐！

我喜欢我家这只既聪明又可爱的小狗。

回到家，我扔下书包，呼唤着棕色的小狗。呼唤他出来，我从书包里拿出刚从路摊买来的香肠，给狗吃了起来。看它一边吃，一边叫着什么，我想他可能想说：“我已经饿了很久，谢谢你主人。”他细嚼慢咽着，有说不出来的味道，它吃完完美餐，我就跟它摆动起来，有时它不搭理我，有时也很调皮。

小狗也很调皮，调皮的像个捣蛋鬼。它也是个两面派，你对它好，它就惹你喜爱，如果你对它凶猛，保证它对你冷淡。要说我何出此言，因为我给它好吃的，它就会用梅花形的脚丫，去蹭你的裤子，上面便会留下几朵梅花，让我们哭笑不得。如果你对它凶猛，也不搭理它，就会惹怒它，甚至牵连于你和它的感情。因为它跑得快，它会在你吃饭夹菜时，跟你抢夺一番，闹得不可开交。
