Traffic jams were commonly seen in the streets. Many people, especially children and seniors, even found it difficult to breathe. 3月17日，环保部部署3月大气污染防治专项执法检查。专项检查以地方为主，以京津冀为重点并兼顾周边地区，国家组织10个督查组对重点地区进行督查。环保部强调，严肃查处不正常使用防治污染设施、超标排放、偷排漏排等环境违法行为，以保持执法检查的高压态势。《每日经济新闻》记者注意到，近期，包括环保部华北督查中心、环保部华东督查中心、环保部西南督查中心等在内的多个部门已在密集部署和推进环境保护综合督查和专项督查，全国性的环保执法行动正在全面展开。

对此，全国工商联环境商会秘书长骆建华在接受《每日经济新闻》记者采访时说：“应该说，工欲善其事必先利其器，现在有了长牙齿的环保法，执法部门就要把它用起来，现在就开始做起来了。”

查污染卫星无人机都上阵

环保部环境监察局局长邹首民介绍，专项检查以地方为主，以京津冀为重点并兼顾周边地区。重点检查各类大气排污企业环保设施运行情况、污染物排放情况，重污染天气应急预案制定及执行情况，群众投诉案件和热点环境问题的办理情况。专项检查旨在全面贯彻实施《环境保护法》，督促《大气污染防治行动计划》各项措施的落实，推动落实京津冀协同发展战略。

根据安排，专项检查以国家督查与属地监管相结合、检查与考核相结合、明查与暗查相结合、日常巡查与突击检查相结合等形式开展。国家组织10个督查组对重点地区进行督查，将利用卫星遥感、无人机飞行等方式锁定污染源，检查结果将作为对地方政府考核的依据。

严执法直接督查直接曝光

环保部要求，省级环保部门对市县进行指导、监督，市县级环保部门实施专项检查。检查将不定时间、不打招呼、不听汇报、直奔现场、直接督查、直接曝光，严肃查处不正常使用防治污染设施、超标排放、偷排漏排等环境违法行为，以保持执法检查的高压态势。

同时，今年2月，中央第三巡视组向环境保护部反馈专项巡视情况，指出在建设项目环境影响评价问题、环境执法督查领域存在滥用权力现象等。

对此，根据环保部部署，成立了巡视整改工作领导小组，开展相关督查整改工作。

环保部称，在建设项目环境影响评价方面，27个省级环保部门、新疆生产建设兵团报送了违法案件清单，对68家企业的76个建设项目正在组织调查取证;在环境执法督查方面，公开约谈了河北沧州、山东临沂、河北承德市人民政府主要负责同志，已对20多名相关责任人进行了处理。

实际上，根据《国务院办公厅关于加强环境监管执法的通知》要求，2015年底前，地方各级人民政府要组织开展一次环境保护全面排查。各省级环境保护部门要加强巡查，每年按一定比例对国家重点监控企业进行抽查。同时，自2015年起，市级以上环境保护部门要对下级环境监管执法工作进行稽查。

骆建华认为，今年，环保执法部门要“硬”起来，在目前的状况下，首先要治标，可以搞一些运动式的清理、督查，抓一些大的典型案例，把它公之于众。同时，环保部应该研究常态化的执法机制。

How can such a little boy who had already suffered oppressive affliction remain pure in body and mind? The reason is the nature of goodness. I think it is the most important information implied in the novel by Dickens—he believed that goodness could conquer every difficulty. Although I dont think goodness is omnipotent yet I do believe that those who are kind-hearted live more happily than those who are evil-minded.

For me the nature of goodness is one of the most necessary character for a person. Goodness is to humans what water is to fish. He who is without goodness is an utterly worthless person. On the contrary as the famous saying goes The fragrance always stays in the hand that gives the rose he who is with goodness undoubtedly is a happy and useful person. To my disappointment nowadays some people seem to doubt the existence of the goodness in humanity. They look down on peoples honesty and kindness thinking it foolish of people to be warm-hearted. As a result they show no sympathy to those who are in trouble and seldom offer to help others. On the other hand they attach importance to money and benefit. In their opinion money is the only real object while emotions and morality are nihility. If they cannot get profit from showing theirkindness they draw back when others are faced with trouble and even hit a man when he is down. They are one of the sorts that I really detest.
