内外兼修相得益彰——小学语文“问题化学习”作文课程实施

一、课程内容

“问题化学习”作文课程，就是基于问题化学习的写作，即从文章中心出发，以“写什么”“怎么写”两条主线展开追问，梳理文章脉络，形成问题系统，并以此问题系统指导写作。学生在写作过程中不断地用“问题系统”追问自己，进而优化写作过程。“问题化学习”作文课程的开发与作文教学紧密结合，根据作文教学的需要设计相应的校本课程学习活动，与作文教学相辅相成。课程的实施主要围绕六大基本要素展开，包括一个语文拓展活动，两大问题系统，AB文比较，一个写作训练点，一篇下水文，一份资料卡。

二、课程实施

1.开展有效的语文拓展活动

为了帮助学生在写作时调取自己的独特生活经历，我经常在作文课前开展一些语文拓展活动，一般分为活动类、阅读类、绘画类、实践类等。借助活动能够激发学生的兴趣，帮助学生完成素材积累，解决作文教学中无话可写的问题。

2.建构两大问题系统

问题化学习强调以问题的系统设计来贯穿学生的学习过程，同时通过序列化问题的解决，让学生获得知识，启迪智慧。在“问题化学习”作文课程实施中，学习建构与修改问题系统，是学生需要掌握的重要的学习方法。问题系统的建构就是学生写作构思的过程，在不断的追问中，学生将作文问题系统具体化，写作的框架也就了然于心了。

3.提升写作技能

确定了选材和写作构思后，学生面临的写作难题便是怎样将文章写生动。“问题化学习”作文课程以“比较AB文、欣赏教师下水文、制作资料卡”来解决这个难题。需要注意的是，这三者都是以“一个写作训练点”为前提的。

比较AB文。AB文是指两篇使用同样材料写出来的文章。A篇是学生写的，B篇是经过教师修改的。比较AB文的目的是让学生自己发现写作训练点，学习B篇的写作方法。

欣赏下水文。教师通过写下水文，能更好地体会学生写作时的困惑，从而正确把握教学重点和难点。教师下水文也是学生最好的范文，为学生的语言积累和表达提供更多的语言范式。教师下水文一般放在作文指导的欣赏环节，在学生确定了习作的选材、建构好问题系统、明确本节课的写作训练点后，出示教师下水文，让学生画画喜欢的句子，交流想仿写的地方。制作资料卡。丰富的语言积累是写好作文的关键。通常，我会采用“一课一资料卡”解决一堂作文课的语言表达问题，用“一生一资料本”加大学生阅读量，加强语言积累。

通过“AB文比较、欣赏下水文、制作资料卡”的方法，教师很好地解决了学生的写作技能问题。需要注意的是这三者都是为写作训练点服务的。每次写作，教师要遵循学生认知特点和语言发展的规律，根据习作的具体要求，结合年段的写作目标，确立一个写作训练点。最终一个个训练点串联起来，形成螺旋上升式的技能点序列，使学生在有序训练中提高写作能力。

4.借力作文评价表解决作文修改评价问题

教会学生修改作文的方法也是提升学生作文能力的关键。“问题化学习”作文课程主要引导学生从自构的问题系统出发，围绕作文评价表来修改作文。※

以2016年海口市高考调研测试作文为例讲解写作步骤：首先要指出问题。材料中的看客以看别人打架为乐，以传播社会戾气为荣。这是情感趋向自私，精神趋向封闭，道德趋向退化的一种表现，是一种冷漠病。

近来，水价上涨的呼声风起云涌，那么，水价该不该涨呢？

我国是世界上 13 个贫水国之一，按国际上的通行标准，人均拥有水资源 2000 立方米为严重缺水边缘，人均有水 1000 立方米为起码的要求线。在全国 600 多座建制市中，有近 400 座城市缺水，其中缺水严重的城市达 130 多个，全国城市每年缺水 60 亿立方米，日缺水量已超过 1600 万立方米。

到 2030 年，我国人口将达 16 亿～17 亿，以 16.5 亿人计算，届时我国人均水量 1700 立方米。面对我国水资源严重短缺的状况，为了合理调配水资源，很多专家提出了涨水价。

为什么那些专家会提出涨水价呢？原来目前水费占家庭收入的0.8%，没有反映中国水资源的稀缺程度和水环境的治理成本。很多人认为浪费一点没有什么关系，便大幅浪费，导致现在水资源严重缺乏。所以他们认为增加水费，达到家庭收入的2%时才可引起居民对用水量关注，从而节约用水。所以才提出涨水价的建议。

我看过一个记者对老百姓，专家，官员的采访，大致有三种这样的观点：

第一种观点，强烈要求不涨价。被采访的是一户老百姓，他们对于涨价一说有的强烈的不满。他们平常就很节约用水，洗过菜的水可以用来冲马桶，淘过米的水可以用来浇花，洗碗…没有浪费过水。可现在这水价一涨，他们的心里可不好过了，为什么他们这些平常节约用水的人也要参与到涨水的行列中来？他们日子本来就不好过，这样一来，就会多出一些额外的开支。

第二种观点，专家认为，先测算每家每户用水需求量，在正常范围之内保持水价不变。一旦超出，就提高水价。

第三种观点，由于水资源成本上升，中国城市自来水价格面临上涨趋势。一是本地水源少、调水成本高，不调水自然没水喝，路程远、管线长，成本高得看得见；二是水污染严重，污水净化及处理成本不菲，身边的黑水河要漂白是可以想见其难度的。水价一涨，这些问题自然就解决了，政府也就不需要夹在水企与民众之间为难。

我们先来看看外国是怎么做的吧。在美国，水务完全国有，绝不允许外资进入。由于大部分自来水公司和污水处理公司主要由政府投资兴建，多数以公有制为主，属于市、县和地区政府，所以水价一直低位运行。可以看出，在美国人的心目中，水和空气、阳光一样，是人生存的必需品，是政府必须提供的基本服务，根本不要打主意在这上面发财。而在法国法律明确规定“水是国家共同资产的一部分”，政府承担水资源的管理职责，并对私营水务公司进行监管。这样做既保障了城市供水网络的效率和水质，同样有效地避免了企业将水作为稀缺资源垄断起来，进而漫天要价。我们借鉴国外治水的先进理念，面对国内涨水价的3种观点。我认为第一种这样的建议还是纵容了那些浪费水的人。使目前存在的问题依旧持续并愈加严重。这样是行不通的。那么第二点呢？这种方式在国外受到热捧，因为这种方式是最合理的，免去了那些穷人的抱怨，克制了富人的浪费。至于第三点，这种方法就是增加了平民的负担，水务改革最终目标还是在于一个“公”字，只有收费合理才能真正获得公众的掌声。

在我们家，每次淘完米、洗完菜都不会轻易地将它倒掉，而是废水利用。用它浇花、洗碗、冲厕所……每次爸爸开着水龙头不记得关，这时妈妈就会马上指出来并将水龙头关上。如果每个家庭都如同我们这样，严格控制自己，不浪费一滴水，大力宣传节约用水。那就不会徒增这些昂贵的费用。

每天都离不开水，每个家庭每天都有必须的需求量，我认为在这个范围之内，水价最好是能维持不变，或者小幅上升。但如果用水量超出需求量，就可以大幅增加。说到底还是具有自觉节约用水的意识最重要！

现在的环境，被糟蹋的非常厉害，工业污染特别严重，现在人为污染也很严重，我们呼吸不到新鲜的空气，看不到那些美丽的景色。路边的小草，再也没有往日的生机;房边的大树，也变得不再青翠，就连城市的河水，也浑浊不堪。

我来为大家说一件我亲眼看到的事件吧。放暑假了，父母带我去美丽的普吉岛玩耍，第三天，我们乘船来到pp岛，在船上，我亲眼目睹了一位领队吐痰到海里，那海水是多么的清洁，干净呀!小鱼，珊瑚都尽收我的眼底，而在这种情况下，吐痰到海里，真是让人看不下去，他还吐了“两”次呢!虽然这海水是那么的纯洁，干净，但是假如每个人来这里都吐一口痰，那这海水会多么的肮脏，浑浊和难看呀!

我们要保护环境，还要不伤害环境，不要像那位领队一样这样的破坏，伤害环境。我们是人类，应当保护我们赖以生存的地球。如今的地球已经“发烧”了。
