近来，水价上涨的呼声风起云涌，那么，水价该不该涨呢？

我国是世界上 13 个贫水国之一，按国际上的通行标准，人均拥有水资源 2000 立方米为严重缺水边缘，人均有水 1000 立方米为起码的要求线。在全国 600 多座建制市中，有近 400 座城市缺水，其中缺水严重的城市达 130 多个，全国城市每年缺水 60 亿立方米，日缺水量已超过 1600 万立方米。

到 2030 年，我国人口将达 16 亿～17 亿，以 16.5 亿人计算，届时我国人均水量 1700 立方米。面对我国水资源严重短缺的状况，为了合理调配水资源，很多专家提出了涨水价。

为什么那些专家会提出涨水价呢？原来目前水费占家庭收入的0.8%，没有反映中国水资源的稀缺程度和水环境的治理成本。很多人认为浪费一点没有什么关系，便大幅浪费，导致现在水资源严重缺乏。所以他们认为增加水费，达到家庭收入的2%时才可引起居民对用水量关注，从而节约用水。所以才提出涨水价的建议。

我看过一个记者对老百姓，专家，官员的采访，大致有三种这样的观点：

第一种观点，强烈要求不涨价。被采访的是一户老百姓，他们对于涨价一说有的强烈的不满。他们平常就很节约用水，洗过菜的水可以用来冲马桶，淘过米的水可以用来浇花，洗碗…没有浪费过水。可现在这水价一涨，他们的心里可不好过了，为什么他们这些平常节约用水的人也要参与到涨水的行列中来？他们日子本来就不好过，这样一来，就会多出一些额外的开支。

第二种观点，专家认为，先测算每家每户用水需求量，在正常范围之内保持水价不变。一旦超出，就提高水价。

第三种观点，由于水资源成本上升，中国城市自来水价格面临上涨趋势。一是本地水源少、调水成本高，不调水自然没水喝，路程远、管线长，成本高得看得见；二是水污染严重，污水净化及处理成本不菲，身边的黑水河要漂白是可以想见其难度的。水价一涨，这些问题自然就解决了，政府也就不需要夹在水企与民众之间为难。

课外活动真是丰富多彩，有的跳绳，有的丢沙包，还有的在跳牛皮筋呢！

课铃响了，同学们快步走出教室，到操场上参加自己喜欢的课间活动。校园里顿时沸腾起来。 校园的西面，有四个篮球架。篮架的旁边坐着一些同学，不时传来喝彩声和欢笑声。瞧，篮球小将们打得多起劲啊！就一分决定输赢，可是常常打好长时间还不分胜负。 篮架的东面，也围了一些同学。他们在跳绳。一个同学刚刚停下来，另一个同学连忙接上他，继续跳。 踢足球的同学玩得最有劲。两面传球的同学密切合作，不让另一队的同学抢到球。球从空中飞过来了，一个同学来了个临空飞射，把球踢进了另一队的球门。“噢！我们赢了。”获胜的队员欢呼起来。 我们的课外活动真是丰富多彩。有的跳橡皮筋，有的踢毽子，有的跑步。最有趣的是幼儿园的小朋友。他们在大哥哥大姐姐的带领下，在做老鹰捉小鸡的游戏呢！

After I read the news, I felt very excited. Lei Feng was a good example all

the young people in our

country learned from in the 1960s and 1970s. But these years people seem to

have given up the ideas of Lei Feng. they dont care about public interests and

never think for others. All these have done GRE at harm to the society.

Now, we students have realized the seriousness of the problem, and have

首先，我对妈妈的化妆品产生了好奇。妈妈那么多的化妆品，里面肯定有美白的。我去找妈妈，妈妈却告诉我：“这些都是大人用的化妆品，小孩子不能用的。”唉，这第一招失败。接下来，我要尝试“牛奶美白法”，所谓的“牛奶美白法”就是多喝牛奶。我每天早晨一杯奶，晚上一杯奶，坚持了一个星期后，我对牛奶产生了厌恶感，见到牛奶就逃，没办法，这第二招也不了了之，宣布失败。唉，我只好使出我的杀手锏了，起床后喝两杯水，这个方法倒是不错，水我还是蛮喜欢喝的。但是，早晨的第二节课我就有些憋不住了，下课铃一响，我就直奔厕所。天天这样，也不是个事儿呀，所以美白计划彻底失败。

美白计划失败了，我天天郁闷。有一次，我准备查资料时，又想起了我这张脸，黑呀！我不由自主地打了一个“黑”字，并按了一个回车，令我意想不到的事发生了，我点开第一个选项，它的第一行字写着：“很多人为自己的皮肤黑而烦恼，其实，黑是自然美……”我呆住了，对啊，皮肤黑一点有什么不好，人家黑人的皮肤比我黑多了，那些白种人还每天呆在沙滩上把自己的皮肤晒黑呢！我不再感到皮肤黑是难看的。相反，它很美丽。

后来，我不再自卑了，同学和父母对我的称号也渐渐消失了，我又回到了那个人见人爱的小姑娘了。
