+ 加入清单习近平总书记指出：“环境好，则人才聚、事业兴;环境不好，则人才散、事业衰。”可以说，人才发展环境的优劣已经成为当今人才竞争的关键要素。江西省作为一个欠发达省份，与发达地区相比，存在区域位置、经济发展等“硬实力”的先天不足，更加需要在改善人才发展环境上下大功夫。
营造爱才敬才的社会环境。党的十八大报告指出，要开创人人皆可成才、人人尽展其才的生动局面。这就要求广泛动员全社会来关心人才、关注人才、关爱人才，营造爱才敬才的社会环境。一是破除“官本位、行政化”的用才模式。欠发达地区“才而优则仕”的现象尤为严重，特别是对一些体制内的优秀人才，往往把“封官”作为主要激励手段，导致优秀人才行政事务缠身，造成人才资源的极大浪费。破除这种陈旧的用才模式，应深入推进人事制度改革，真正确立人才的主体地位，全方位、多角度拓展优秀人才的上升空间，在全社会营造人才资源是第一资源的浓厚氛围。二是营造“人人可成才、人人可成事”的浓厚氛围。对于欠发达地区来说，人才工作慢不得，但也急不得。要遵循人才资源开发和人才成长规律，科学育才识才用才，让人才各得其所、用当其时、才尽其用。畅通人人皆可成才、人人都能干事、人人干得成事的渠道，让越来越多的优秀人才特别是青年人才实现人生抱负。
创造有为有位的工作环境。吸引人才，需要广阔的创新创业平台和事业发展空间。为了让“英雄有用武之地”，江西省积极营造有为有位的工作环境。一是让人才创新有舞台。敢为事业用人才，尽力为人才搭建平台、创造机会，让他们在实干中发挥所长。着力打造一批功能齐全、配套完善、各具特色的产业平台，建设了22个院士工作站、13个重点实验室和工程(技术)研究中心、81个博士后科研工作站等各类创新平台，组建了108个省级优势创新团队，为不同领域、不同类型的人才搭建有针对性、差异化的创新平台，集聚了一批高层次创新人才和人才团队。二是让人才创业有“土壤”。着力推动21家高新区、科技园、产业园、留学生创业园等各类国家级高新技术产业化基地建设，探索建立吸引、支持和服务境内外高层次人才创业的新模式、新机制，为创业人才提供施展才华的“土壤”。三是让产学研融合有渠道。打破藩篱，促进产学研三方平等合作、优势互补、利益共享，鼓励企业与科研院所、高校建立产业技术联盟，探索产学研深度合作机制，加快科技成果转化，不断提高人才对经济社会发展的贡献率。
健全引才聚才的政策环境。江西省努力在激发体制机制活力、健全引才聚才政策上取得突破。一是推出鼓励创新的人才政策。在人才培养开发、评价发现、选拔任用、流动配置、激励保障等方面打出政策“组合拳”，为各类人才创新创业提供政策保障体系。近年来，相继出台大力推进科技协同创新的决定、对“千人计划”专家给予创新创业事业发展资金支持的实施办法等文件，不断健全用事业引才聚才的体制机制。二是找准政策先行突破的方法。加强调查研究，坚持问题导向，依托10个人才管理改革试验区先行先试，坚持把解决现实矛盾和突出问题作为人才政策创新的切入点和着力点，研究出台更加灵活、更加有效、更有导向性的人才政策。三是加大政策落实力度。再好的政策措施如果执行不到位，也是一纸空文。组织部门作为人才工作牵头抓总部门，要找准工作定位、健全工作机制，增强党管人才的宏观统筹力度。今年，江西省委人才领导小组制定了全省人才工作通报制度和办公室会议制度，确保各项人才政策协调落实到位。
改善拴心留人的服务环境。服务环境是人才选择“留下”还是“走人”的重要参考系。为改善服务环境，江西省着力抓了两方面。一方面，做到“我为人才”有举措。制定省领导联系优秀人才制度，省领导带头“一对一”联系优秀人才，保持经常性联系，帮助人才解决困难和问题。在出入境、落户、住房等多方面开辟“绿色通道”，确保高层次人才引得进、留得住、用得好。10多年来，坚持组织举办优秀中青年专家班、百千万人才高级研修班等各类专家培训，不断提高专家的理论水平。另一方面，做到“人才为我”有渠道。通过组织相关职能部门深入企业调研，在了解企业困难与需求后从重点科研院所和高校遴选专家，定期开展以“建设富裕和谐秀美家园，江西专家在行动”等为主题的咨询服务活动，架起专家为社会服务的桥梁。通过举办“人才服务月”、选派卫生人才服务团等形式，让人才走出“象牙塔”，走向基层一线，走向经济社会发展的主战场。

以广东为例，省环境监测中心(一位刘姓)专家介绍，从来源来看，根据2013年12月广东大气超级站在线仪器加强观测来源解析的结果，汽车尾气、燃煤源、工业源是PM2.5的主要来源，贡献分别占比28%、21%和17%;其他站点和城市，不同污染源的贡献率具体数值有所不同，“但是汽车尾气、燃煤源、工业源在珠三角地区应该都是重点需要关注和控制的PM2.5来源，这三个来源都跟生产生活息息相关。”
