紧紧围绕“看真贫、扶真贫、真扶贫”和“六个到村到户”、“六项行动计划”总要求，通过对双联村致贫原因分析，结合驻村工作组开展工作情况、村支“两委”的工作部署、召开党支部会议与村民大会以及逐户走访村民了解的情况，为尽快解决贫困问题，使双联村群众尽早脱贫致富，特制定以下帮扶计划。

一、基本情况

双联村位于务川自治县浞水镇东北方，东与茅天镇接壤，西与浞水镇鹿池村接壤，南与浞水镇青茶村接壤，北与浞水镇鹿池村、重庆市彭水自治县龙塘乡接壤。

双联村地形主要以山地、小型盆地为主，山间平地较少。气候以亚热带季风为主，适宜水稻、玉米、高粱、土豆、红薯等粮食作物生长。土壤以富含氮、磷、钾等元素的沙土土壤为主，适宜烤烟、核桃、辣椒、中药材等经济作物生长。水源较少、辖区内无大江大河流过，个别地方人、畜饮水困难。

双联村是浞水镇十个村镇之一，共有人口3439人，耕地面积3795亩，现有干部7人，其中农村干部4人，共有5个党支部，4个自然村，14个行政组。其中桥地坪组是双联村政治、文化中心，田坝组、上茶组、双竹组以发展烤烟为主，水碗坪组以发展水果为主，化力组以发展核桃为主，且有金银花种植大户刘宋兵等，双联村农业产业经济发展势头好，这将加速双联村奔小康，走向富裕、文明、法制、民主的生活。

二、贫困状况

一是贫困人口分布广，居住条件边远落后。辖区内4个自然村，14个行政组，其中10个行政组处在高坡和半高坡地带，这些村边远偏僻，分布不集中，受交通、地理位置和历史发展等因素制约，群众生产生活十分贫困，靠农田土为生，自给自足，无生活来源，生活条件极差。如火烧岩、化力、屋基坪行政组存在部分零散分布，人数多、贫困度深。20__年，期末农村人口3439人。调查扶贫对象为184户920人，约占全村总人口的27%。

二是自然灾害频发，生存环境恶劣，返贫现象突出。前进组、沙坡组自然灾害频发，泥石流、干旱、冷冻害等灾害时有发生，给农民生命财产造成严重损失，返贫现象严重。

三是贫困人群中有部分无脱贫能力，脱贫形式严峻。部分聋哑人、癫痫病人、残疾人、智障人等，他们基本上没有劳动能力，完全依靠家人和政府关怀生存。

四是发展相对滞后，财力紧张，财政保障及扶持能力弱。双联村地处边远，经济发展总体水平低、总量不小，发展不足，财力投入扶贫开发非常有限，依靠财政救济可谓杯水车薪，需要上级部门的财政扶持。

五是社会民生事业落后，农村公共服务建设投入不足。农村教育设施薄弱，村级小学已经没落。农村医疗卫生事业亦困难重重，双联村村级卫生室设备普遍简陋，药品不齐全，重大患病无法及时在村里治疗，使得大病只能出村，给老百姓生活带来负担，致使农村缺医少药看病难问题较为突出。

三、致贫原因分析

对双联村贫困状况的分析主要有以下几点：一是资金紧缺，种植技术缺乏，严重制约产业发展;二是贫困人口分布广，居住条件边远，基础设施建设滞后;三是自然灾害频发，生存环境恶劣，返贫现象突出;四是传统农业耕种观念更深蒂固，农业产业结构调整十分艰难;五是受交通、地理位置和历史发展等因素制约。

四、急需解决的主要困难

一是加大双联村基础设施建设。完善通村、通组、串户路硬化、危房牛栏拆除改建、农田水利设施等基础设施建设，美化农村环境，提高农村生产效率和生活质量。完善双联村村的教育、医疗、文化、卫生、通讯等民生设施。

二是加大对贫困户扶贫到户帮扶力度。辖区内共有贫困户184户，贫困人口920人，需要在资金、制度、人员等方面加大扶持。一方面对精神病、残疾等无能力脱贫患者在制度上给予长期的基本生活保障，对一般贫困户帮助解决饮水、吃穿等衣食住行等问题;另一方面帮助贫困户实现就业，帮助贫困人群脱贫致富。

三是增加扶贫项目支持双联村实施整村推进。改善贫困村生产生活条件，促进贫困人口增收脱贫，给予扶贫项目资金支持，实施整村推进计划。

四是加大产业扶持力度。农村融资体系落后，农民融资困难，农户产业规模化的巨大阻力，同时可以帮助完善产业发展所必须的其他硬件设备，如道路、水电等。

五是加大种养殖技术的培训力度，提升他们自我发展的能力和水平。同时积极加大农村剩余劳动转移的技能培训，增加其收入。

五、帮扶计划

通过对双联村致贫原因分析，结合本村村情民情，为尽快解决贫困问题，尽早脱贫致富，使双联村广大老百姓过上小康生活，制定以下帮扶计划。

一是产业发展。针对该村群众缺乏资金和技术，结合土质和海拨等条件，计划每年实行轮作，在田坝、水碗坪、双竹、上茶园、四合头5个组实施烤烟种植20__亩，对种植大户进行扶持，需要烤房修建、供电等费用问题;计划在水碗坪组实施柑橘种植400亩;计划在水碗坪组实施金银花种植500亩，对种植大户刘宋兵进行扶持。

二是技能培训。针对田坝、四合头等5个组的种植大户、村民技术缺乏，计划举办烤烟、金银花、柑橘等种植技术培训。

三是基础设施建设。道路围绕产业建设，为切实解决广大种植户运输难题，计划硬化青茶村至双联村村公所7公里通村道路，需投入资金880万元，同时修建鹿池村至双联村四合头组烟基路12公里，需投入资金220万元，可解决涉及14个组789户3439人的出行问题;计划实施硬化桥地坪组至田坝组3公里通组公路，需投入50万元，同时可解决涉及1个组92户403人的安全出行问题。

六、工作要求

(一)要积极协调、精心安排，积极争取部门支持，帮助种植户协调贴息贷款和产业扶贫项目资金，切实解决帮扶计划中需要解决的困难和问题。

(二)村“两委”和驻村工作组要以高度的责任感，充分认识做好精准扶贫结对帮扶工作的重要性、复杂性和艰巨性，将此项工作列入重要议事日程，负责本村精确扶贫结对帮扶工作的组织协调和落实，确保精准扶贫结对帮扶工作不走样。

(三)村“两委”和驻村工作组要紧密配合，对照帮扶计划，积极争取广大群众的支持，加快逐一落实，并及时发现和反馈工作中存在的困难和问题，纠正工作中的不足。每月定期向街道报告工作实施进度，对在工作中落实不力、推进缓慢，给本村精准扶贫结对帮扶工作造成负面影响的相关责任人予以责任追究。

一年之计在于春，一日之计在于晨。新的学期，新的面貌。新学期的第一个月是上课的重点时期，所以一定要“打好第一战”，从而为整个学期的学习做好准备工作。所以我对本学期学生的学习及老师的教学做以下规划。

在学生学习方面，首先要做到多背诵、多听说、常坚持。多背诵指的是每课所学的单词及课文对话部分，尤其是有专业含义的英语单词。对话和课文的背诵可以使学生充分掌握词语的用法，也可以提高学生的语感。多观看，指的是定期地有目的性地观看英文电影或是双语的电影。看电影是弥补英语语言环境不足的好方法，能够学到地道的英语口语，还能培养良好的英语语感，为了监督学生利用课余时间看英文电影，教师不仅要提前规定电影名称和观看时间，而且利用课上时间考核学生电影中一些常用且地道的台词。常坚持。要想练好英语口语，不是一朝一夕的事。尽量做到每天听、看或读英语，每日不少于20分钟。

想要使学生想学习、爱学习。教师的作用是强大的。教师可以利用课堂教学激发学生的求知欲，从而培养学生的学习兴趣。首先，教学方法要灵活多样，可以尝试着让学生自己讲解单词，这样就会激发他们的自主学习性。其次，对于课堂表现赏罚要分明。对积极主动学习的学生及时提出表扬，对睡觉、不学习的学生一定要给予有策略的批评及惩罚，否则，坏习惯一旦养成，就不会轻易改变。然后，在班级形成学生间的竞争与合作关系。现在的学生喜欢以自我为中心，谁都有“不服输，想取胜”的好奇心。在英语教学中采取分组竞争的形式，小组之间的竞争，组员之间的合作，争取胜利的同时，进一步激发了学生的积极性。最后，教师对学生要有所期待。一个教师对学生的真挚的爱和暗含的期待可以产生巨大的号召力和推动力。在学习中我会让我的学生从各个方面，感到我对他的关心和期待，他一旦感受到，就会充满积极向上的热情，以正确的态度对待教师的要求，对待自己的行为，充分调动学习的积极性。

学习是件不容易的事情，教学更要找到合适的方法，这样才能使学生学不累，学得好。
