目前，在农业生产中存在这较多的问题，具体分析如下：

(一) 农业基础设施薄弱，农业产业化水平较低，农民增收仍然困难。农业基础设施仍不完善，抵御自然灾害能力不强，耐旱的优良品种和先进的节水灌溉技术得不到推广应用;缺乏品牌农副产品加工业和制造业，缺乏大型农产品销售市场，制约着农产品的销售，使得农副产品价格提升空间不大;这些因素极大地制约着农业的增产、农民的增收。

(二) 农民组织化程度不高，农业劳动力质量下降。农业产业化经营和组织化水平仍然较低，带动力不强。农村专业合作社中介服务组织仍处在培育阶段，农产品加工、销售滞后的面貌尚未改善，农产品营销策略和手段相对落后。同时，随着社会经济发展，农村大部分文化水平较高的青壮年劳动力外出打工，留下来务农的多是妇女及老弱病残，体力差、科技文化素质低，难以掌握现代种养技术，从而制约着现代农业的发展。

(三) 金融资金对农业发展的扶持力度依然较弱。尽管近年来农业投入逐年增加，但受地方财力的制约，农业投入主要依赖国家和省级的投入。地方政府及企业、农户对农业投入的能力有限，农民申请小额信贷门槛依然较高，农户贷款难度较大，给农业生产，特别是发展设施农业和规模经营带来困难。

(四) 农业生产的不确定因素增多。农业的自然灾害难以避免。动植物发生较大疫情灾害的可能性依然存在，我们必须保持清醒的头脑，未雨绸缪，防患于未然。

针对以上问题，个人提以下几点建议：

(一) 促进农业农村工作上新台阶。大力发展农村经济，进一步优化农业结构，发展生态型、安全型、效益型农业，提高农业经济综合效益。加强农村基础设施建设。完善农村道路、饮水等基础设施，加快农村信息网络建设，改善农民生产生活条件。

(二) 继续加大对农业的投入和对农民的补贴，进一步优化农业产业结构，全面提高农业综合生产能力。积极、稳妥地搞好结构调整，全面推进农业增长方式由外延扩增向优化结构，积极发展特色农业，注重引进优良新品种，提高农产品的科技含量，增强市场竞争力。

(三) 建立完善物价管理与价格动态调查监测，及时、准确掌握农产品价格变化情况。

(四) 加强农村信息化工作，要进一步加强农业信息网建设，搭建致富信息平台，力争全部实现，为榆林市农业增效、农民增收搭建广阔的信息平台。

(五) 抓好防灾减灾工作。一是强化防汛抗旱、动植物疫病防控，努力保障农业生产。二是严格落实农村政策。严格按照政策规定，将粮食“两补”资金、农资综合直补资金、退耕还林补贴资金及其它惠农资金发放到位。

选材——陈旧苍白

有的学生作文材料陈旧苍白，缺乏厚重感。要么记叙一件事，有骨架没血肉;要么议论一个道理，观点+例子+结论，缺分析少论证;要么连例子都没有，翻来覆去，空谈漫议，写到哪儿算哪儿，凑够字数为原则。规避：积累材料。一是在高三这段时间里继续收集鲜活的材料，并选记一些名言警句;二是把长期以来的“库存”分门别类筛选一下，择出可供用于写作的精品材料列出提纲。

形式——千篇一律

考场作文，事关重大，不仅内容要出彩，形式上也应该不拘一格，使内容与形式相得益彰，完美统一，方可获得高分。但教师在批改作文中却发现，形式创新的寥寥无几，多为千篇一律、似曾相识的“老面孔”，这应当引起注意，尤其是写作能力强的学生，不要因为形式的“不适宜”而失去了本不该丢的分。规避：运用题记、后记、演讲搞、采访记录、日记体、书信体、小标题等新奇形式来诠释思想，表达意旨。

辜学武(德国波恩大学全球研究中心主任)：中共中央政治局常委给十三五规划定下的任务是“三个确保”：“确保全面建成小康社会的宏伟目标胜利实现，确保全面深化改革在重要领域和关键环节取得决定性成果，确保转变经济发展方式取得实质性进展。”这“三个确保”既是重点也是难点。

“确保全面建成小康社会”，首先就要在中国消灭贫困，这意味着在2020年之前，中国必须找到一条道路让还处于贫困线以下的7000多万贫困人口脱贫;“确保改革在重要领域和关键环节取得决定性成果”就意味着，在推进市场化改革尤其是推动国企改革方面，必须将针对政府权限的“正面清单”和针对企业发展空间的“负面清单”彻底机制化，以极大限度地释放制度改革红利，让官员敢于作为，让企业勇于经营，为未来5年的发展打下制度性基础;“确保转变经济发展方式取得实质性进展”就意味着政府必须下大力气为企业创新能力的提高创造出一个宽松的市场环境，让粗犷型低附加值的生产方式和企业有序退出市场，让工艺和环保质量优良、附加值高的企业成为各个行业的主打企业。

朱海斌(摩根大通中国首席经济学家)：落实十八届三中全会所公布的改革目标，转变政府职能，让市场在资源配置中发挥决定性的作用。

赵扬(野村证券中国区首席经济学家)：我们尚不知道“十三五”的增长目标是多少。政府有可能小幅下调增速目标。但无论增速目标设在什么水平，“十三五”更重要的是提高经济增长质量。这包括解决产能过剩问题、促进技术进步和产业结构升级、将地方政府债务控制在合理范围、改革金融体制以促进资本的有效配置。

赛义德•加富罗夫(俄罗斯学者)：对任何国家来说，长期保持7%的经济增速都是过于自负的目标，但对中国来说却不是。相反，政府必须解释为什么要把此前超过10%的增速降下来。

当然，减速并不是目的本身，而是转换发展模式的副作用——从不惜一切代价增加出口转向刺激内需。国际货币基金组织指出，“尽管中国经济增速有所回落，但劳动力市场依然保持稳定，从而为消费提供了支撑”。此外，今年的政府工作报告中强调：城镇新增就业1322万人，高于上年。通胀水平也没有提高：2015年通胀率预计为1.5%，2014年为2%。在这个好消息的另一面也有问题：尽管中国国内生产总值超过10万亿美元，但中国领导人不止一次地强调，人均国内生产总值仍未跻身世界前80位。根据世界银行的标准，中国仍有近两亿人生活在贫困线以下。这是新战略要解决的问题之一。

英语字母教学作为英语学习的基础，是小学英语教学中重要一环，这一阶段的教学，教师应给予足够的重视，通过各种教学组织形式使这一阶段的学习得以很好的落实。学好26个字母对以后单词的学习起着至关重要的作用。因此，在学习字母阶段，我们要利用一切可利用的资源，创设情境，让学生和字母交朋友、做游戏。

一、字母读音教学

1. 注重示范发音的正确性

字母发音直接影响着学生单词的发音，而且学生错误的发音一旦形成就很难再纠正。因此教师在教学字母之前一定要多听录音，纠正好自己的发音。在课堂教学中教师要让学生听磁带跟读，观察他们的口形，并鼓励模仿得好的学生示范领读，帮助其他同学纠正发音。

2. 把握学生的发音难点

受各地方方言的影响，学生对字母的发音往往会出错。比如：南方人容易把A读成/e/。因此，教师要把握好学生方言发音难点，预先采取各种教学方法防止错误发音的出现。

3. 强化个别字母教学

尽管许多学生对字母有了一定程度的掌握，但大多数学生都没有进行过系统的字母学习，中间难免存在着许多似是而非的现象。例如学生对GgJj两个字母的读音容易混淆，对Uu和Ii这两个字母的发音不到位。教师在教学中应针对这种情况加强这几个字母的训练。

4. 注重读音归类教学

把字母按读音进行分类是字母读音教学的一个重要任务，也是学生觉得有一定难度的一项内容。为了使学生能更好得掌握，教师可采用分家游戏的方法，按家族将26个字母进行分类记忆。首先将字母划分为七个家族，再对号入座，最终编成一首音素家族chant 帮助学生记忆：

A、H、J、K 是A 家族，A，A是族长。

E的家族有八位，BCDE，GPTV，E，E是族长。

/e/ 的家族没有族长，它的成员有七位，FLMN，SX 和Z。

U 的家族有三位，UQW，U，U是族长。

I 的家族有两位，IY，I，I是族长。(手势指着自己)

R 和O单独住，它们自己是族长。

5. 注重语音暗线的铺垫

在三年级下册学生用书中，字母读音和字母例词的安排是一条语音暗线，教师教学时要努力让学生掌握字母的正确读音，并初步感知字母在例词中的读音，为以后学习语音奠定基础。比如讲到字母Ee时，例词是egg，elepghant，教师可突出字母E的发音。英语有48个国际音标，如果学生能在学习 26个字母的同时掌握与此相关的26个音素，将会为以后的语音学习打好基础。

二、字母书写教学

字母的书写过程要一步步进行：先观察性状，再观察笔顺、占格情况，然后书空，使用活动手册进行描红，最后达到仿写。

1. 字母认读的教学

字母的书写首先要求学生能正确区分一些形近的字母。有些字母可以通过猜谜的方法让学生记住它们的形状特点。例如：弯弯的月牙(C)、一条小蛇 (S)、三叉路口(T)、1加3(B)、一座宝塔(A)、胜利的象征(V)、大号鱼钩(J)、一张弓(D)、一扇小门(n)、一棵小苗(r)、一把椅子 (h)。这些谜语既能让学生记住字母的形，又能激发学生的学习兴趣。同时，还可以让学生自编谜语学习字母，充分发挥学生的想象能力。另外，还可以将字母的一部份遮住，让学生根据漏出来部分来猜字母。

2. 字母书写的教学

字母的书写是小学生的一个薄弱环节。小学的英语书写一定要求学生做到严格遵照书写规范，教师绝对不能马虎。因为英语字母有印刷体和书写体之分，所以容易使学生在书写时发生混淆，教师在教学时应多在这方面进行强调。

(1)笔顺教学

教师要充分利用多媒体设施让学生仔细观察字母的笔画和笔顺。正确的笔顺在活动手册的描红练习中有正确的示范。但有时学生会受到汉语拼音笔顺的影响，错误书写字母，因此教师要对容易出错的笔顺进行比较细致的指导。如i和j都是后加点，t先写钩，H先两竖等。建议教师不妨采用汉语拼音的教法，使用一些形象的比喻，帮助学生理解记忆书写规则，防止笔画出错。比如：H是一双筷子拴根线，j是海豹顶皮球，i是小海狮头上顶个球，t是伞把带开关等。

(2)格式教学

字母的占格同样是字母书写教学中的一个教学难点，尤其是当字母的大小写混在一起的时候，学生很容易混淆。这样，教师要先清楚示范，提醒学生注意并总结字母占格的规律。同时，教师还可以借助儿歌帮助学生掌握字母的占格规律。如：英语书写，四线三格，大写字母一二格，上不顶线是原则;小写字母认准格，上面有 ‘辫’一二格，下面有‘尾’二三格，无‘辫’无‘尾’中间格;i，t中上一格半。在学生掌握了字母的占格规律后，还要通过活动手册上的描红来加强练习。这里要注意的是，到一定阶段的时候，教师要让学生能在没有四线格的一条线上，甚至是没有任何线的白纸上也能正确地表示出字母的书写格式。

三、操练

字母操练我们还可以采用游戏的形式。

1. What’s missing?游戏

学了几个字母以后，把字母卡片放在一起让学生认读，然后抽去其中的一张，让学生寻找：What’s missing?此时，学生注意力高度集中，急于表现自己，识记的效果就会很好。

2. 左邻右舍游戏

学生准备好已经学过的字母卡片，教师出示一个字母，让学生找出它的左邻右舍，请找到的几个学生快速把字母拿到讲台上站在相应的位置上，其余的学生一起认读这几个字母。

3. Make letters游戏

让学生用肢体动作表示不同的字母，或让学生用火柴棒拼出不同字母的形状。
