会议要求，面对问题，绝不能回避、不能退缩，要用系列讲话精神指导实践、着力破解实际问题。一是要进一步加强经济运行调节。要把稳增长放在首要位置，加大经济运行监测调节力度，盯紧地区生产总值、规模以上工业增加值、固定资产投资等主要经济指标，组织干部深入企业、深入一线，一企一策，解决企业生产经营中存在的困难和问题，努力保持经济持续稳定增长。二是要突出抓好重点项目建设。要扎实开展好项目开工“百日攻坚”行动，全力抓好一批5000万元以上项目、转型项目，力争实现固定资产投资量质齐升;要进一步加强招商引资工作，充分发挥我市民间资本充足的优势，力争引进一批大项目、好项目，确保我市项目续接。三是要大力推动产业转型升级。要深入推进供给侧结构性改革，加快培育新的经济增长点，解决好发展不足、总量不大等问题。四是要扎实做好脱贫攻坚工作。要结合我市贫困人口多、贫困面大的实际，继续加大工作力度，落实好生态扶贫、易地扶贫搬迁等工作，确保贫困人口早日脱贫。五是要全力抓好安全、环保工作。要时刻绷紧安全稳定这根弦，认真抓好安全稳定隐患风险大排查大整治工作，夯实安全生产基础。要全面贯彻绿色发展理念，围绕“生态强市”目标，持续打好大气、水、土壤污染防治“三大战役”，确保环境质量持续改善。六是要全面加强党风廉政建设。要全面落实党风廉政建设主体责任，坚持挺纪在前，牢固树立纪律意识和规矩意识。要坚持用系列讲话精神武装头脑、指导实践、推动工作，为全市经济社会又好又快发展做出应有贡献。

文章的正文应以文章的开头为线索，具体地叙述、说明或论证文章的主题。文章不论长短，每个段落都必须为主题服务。像说明文和议论文这一类的文章，一个主题还常分成几个小主题，每个小主题要用一个段落处理，另起一段时，应是一层新的意思。每一段的开头，要放一个表示段落小主题的主题句，这样可使文章条理化，易于阅读，便于读者抓住主题。段内的所有句子应围绕主题句的意义加以阐述或论证，为中心思想服务。句子之间应衔结自然，有条不紊，而且还要合乎逻辑，段落中不能出现任何与主题无关的句子；英语写作比较重视主题句的作用，缺少它段落意义就会含糊不清。主题句也可放在段落的中间和末尾等部位，但对初学者来说，以放在段首为好。

考场作文“病因”探究以及解决方法

很多同学在小升初或者平时考试的作文中出现以下的错误，导致很多问题的出现，下面我们来一一分析。

病症之一:书写不符合标准

由于在考场上方方面面的影响,卷面上出现了硬伤。具体体现在:字体不工整,标点不正确,修正不得法。

字体要求工整,清清楚楚的一目了然,而我们不少考生从小学升入中学以后,伴随着学习科目的增加,笔记的增多,书写速度的加快,由楷书逐渐到行书。由于中间没有正确过渡,不少学生书写步入误区.在求数量不求质量的笔记中,文字出现自由体,不是斜,就是连扯不断.一旦形成再进行改正,难度就较大了。而到考场作文时,一笔一画再正楷书写,速度既慢又不实用,直接影响到作文的速度。

所谓"标点不正确"就是分不清标点所点的位置.有六个省略号,挤在一个格,省略号后面又出现一个叹号,更有甚者,一点到底,根本分不清逗号和点号。

至于"修改不得法主要体现在错了之后,用涂改液,用胶纸,或乱勾乱抹,因卷面不清而丢分。

解决：定体练字,循环往复——以人民币上"中国人民银行"的字体起步,然后向实用字体过渡;每日30个,一个月900个。考试中会取得明显效果,一般仅卷面一项考分也要提高3—5分.

病症之二:文体类型区分不明显

分不清什么文体,从题目上看,象议论文而实际上却写成了记叙文,我们称为议论文的脑袋, 记叙文的身子。其主要原因是没有写过议论文,愣去议论,结果没有论据 就只好用记叙文代替了。

更多的是题目分不清文体,例如以"骄傲"为话题,写一篇作文,《亲近骄傲》《骄傲与歉虚》《骄傲的重要》《骄傲之歌》这些题目看起来挺好写,但实际写起来,难度就大了.例如《骄傲的重要》是写议论文文还是写记叙文不好确定。

解决：进入初中后，作文训练主要集中在话题作文上，对文体没有明确的要求。这样，我们就可以根据自己的阅读、写作习惯，确定自己最熟悉的文体，然后基本固定下来。考场上自然得心应手。小学生进入初中后，主要还是进行记叙文的训练。新的文体可以在平时的随笔训练中体会。

病症之三:材料缺乏真实性和没有平时积累

选什么样的材料入文,是考场作文获取高分的关键。由于考生脱离生活实际,悟不出考文特点,在选材方面进入的盲区有两个:

一是写什么不象什么!

有不少考生认为写大事感人,于是编些离奇的故事,其结果是看到作文就等于让人辨别出的100元假钞数额虽大但没有价值。

二是没什么写什么! 没有生活体验去编造有关的生活,使材料失真。

一篇文章能否感人,材料是比较关键的。在规定时间内,能否选准新颖而恰当的素材是考试作文成功与否的关键。对考生而言,由于生活面较窄,所感受到的一切,多以"学习"为中心,很难从生活的深层挖掘真实而感人的材料。尤其在考前冲刺阶段,时间非常紧张,同学们更不易接触其他生。因此,在考场上作文,常常会因材料失真而丢分,甚至个别考生因没材料可写,而使整篇文章不足600字。

解决：1、要有自己的阅读兴趣点;2、读后要有自己的思考，并注意有意识的积累。

病症之四:不会审题

审不准引言和要求。面对材料抓不住中心,而脱离话题.请听一个失败的案例。

阅读下面材料,按要求作文。

考场高分作文,主要是文思有新意而成为"佳作"。尤其值得一提的是,话题作文盛行之时,给了同学们更大的更宽的思维空间,文思将起一定的作用.

一、纵观近年各地中考英语写作题，题材一般是写人、写事、写物、写景、日记、书信、通知、便条等文体。一般来说，不同的写作题材，它的人物，时间，写作的重点也是不尽相同的。下面结合一些常见的题型介绍一下写作的注意事项以及写作技巧。

1、以图表提供情景的作文要以“读”为主，首先要读懂图表中的数据、时间、编码、序号以及相互间的变化关系，对所给的信息加以分析、推断、筛选、概括、去粗取精；在写作时目的要明确，要注意内容的准确性和严肃性，尤其是图表中的数据、时间等不得有误。

2、以图画提供情景的作文应以“看”为主，通过细心观察图中的人物、景物、文字、环境、数字等，弄清写作的意图，通过分析思考把握逻辑联系，找出主题并借助所给的文字，把图中的信息转化成文章，但要注意，文章不能停留在图画的浅表，而要表达出提供情景的意图和内涵。
