徐林坦言，很多中小城市在公共服务设施、公共服务水平等方面和大城市还有比较大的差距，对产业布局、农业转移人口，对其他人才的吸引力确实不如大城市大。

他介绍，下一步要从根本上解决这个问题，必须改善公共资源的配置方向，使得中小城市在公共服务水平、公共设施的保障能力方面缩小与大城市、特大城市的差距，这样才能增强他们的吸引力。

不过，优化产业布局是项长期工程，人口聚集的趋势不会在短期改变。“十三五”期间要实现三个“一亿人”，解决农民工住房问题时间紧迫。

徐林介绍，国家发改委正在制定一亿人落户的方案，其中提出要建立“购租并举”的城镇住房体系，使得能够买得起房的人就买房。而大多数农业转移人口进城买不起房，对于他们就要提供公租房、廉租房。
