一)、审好题

人们常说：“磨刀不误砍柴功”。审题是写作的开始，是写好作文的前提条件，“好的开始是成功的一半”，议论文写作也不例外。只有明确题目要求，确立观点，确定论证方法及全文段落安排，才可能成功写出一篇好的议论文。如果写偏了题，再精心的构思、再好的语言表达也是枉然。审题主要包括六个方面：一是判断议论文所属类型。英语议论文根据命题特点，从形式上来看可分为如下类型: ①“一分为二”的观点。如：“轿车大量进入家庭后，对家庭、环境、经济可能产生的影响”。②“两者选一”的观点。如：“乘火车还是乘飞机”。③“我认为……”型，如：“你对课外阅读的看法”。④“怎样……(how to)”型，如：“怎样克服学习中碰到的困难”。⑤ 图表作文，通过阅读图表中的数字与项目得出一个结论或形成一种看法(杨家贵，2005)。二是确立该文的论点或作者须持的观点，以及支撑论点的道理和事实。三是确定全文所包括的要点。四是确定段落数及每段适用的连接词、过渡句，使文章连接紧凑、过渡自然、层次分明。五是选择全文主要时态及各段适用的其它时态。六是判断该文的格式，是书信还是短文。审题完毕，随即列出提纲。

二)、注重主题句的设置

主题句又叫中心句(topic sentence)，是段落的论点，限制段落中议论的范围，是整个段落的纲领。主题句必须要正确，要明确表明作者赞成什么，反对什么。主题句在一篇百来字的议论文中好比“画龙点睛”，帮助作者分层次阐述自己的观点，让读者快速了解作者的观点。

1、确定主题句的位置

英语议论文的主题句宜设在段首第一句，这是由以下两个因素决定的。1)、主题句出现的位置有三种情况：①在段首，以便读者浏览主题句就可掌握文章的概要，这个位置适用于写提供信息或解释观点的段落;②在段末;③段中(高长梅，2000)。2)、英语民族的思维特点是常采用路标式(直线式)篇章结构，即主题句在段首。

2、写出好的主题句

一.概念

记叙文也称叙述文，是一种以记叙/叙述的手法来表述人物、事件的文体。常见的属于记叙文文体的作品有：故事、游记、通讯、新闻报道、历史、 人物传记、日记和回忆录等。记叙文大致可以分为两大类：以记人为主的记叙文和以叙事为主的记叙文。前者主要是对人物的经历、活动或者性格特征进行叙述;后者则是对某一事件的发生、发展过程和结果进行叙述。前者重在描述人物的活动，而后者则重在表述事件的发生发展过程。

二.六大要素

记叙文的写作要注意交待清楚六大要素，即时间(time)、地点(place)、 人物( character)、事件的原因(cause)、经过(process)和结果( effect)。

由于记叙文中所涉及的要素比其他文体相对要多、要复杂，所以整篇文章的结构安排就显得尤其重要，安排不合理就会使读者产生混乱的感觉。

记叙文的展开一般都是以时间为主线来组织所要叙述的内容，使读者对文章中的人物或事件有一个比较清晰的了解。记叙文的结构安排通常有三种形式:正叙、倒叙和插叙。正叙是英语叙述文中最常用的一种结构，即以人物出现、活动或事件开始发生的时间点作为记叙的起点，然后按照人物活动的展开、事件发生发展的自然顺序进行叙述。倒叙则是在文章的开头就交待人物活动或事件发展的结果。插叙这一结构在我们的英文写作中很少用到。

三.时态

记叙文讲述的大多是过去已经发生的活动或事件，因此用过去时态(一般过去时、过去进行时、过去将来时、过去完成时)的作品比较多。但有时为了使文章显得更加真实、亲切和生动，也可以使用现在时态(一般现在时、 现在进行时、现在将来时、现在完成时)。

四.人称

记叙某个人物的经历、活动或某件事情的经过离不开叙述的主体，即 “人称”。记叙文中的人称大多采用第一人称或第三人称的形式。第一人称的叙述主观色彩较浓，可以增强文章的真实感，有利于表述细腻的情感和细节的过程;第三人称的叙述可以超越时空的限制，更加真实、客观地表述某一人物活动或事件的全过程。

无论采用第一人称，还是采用第二人称，都要保持全文叙述主体的人称的一致性。注意：句式尽量要多变，不要通篇文章的句子都以人称代词开头，否则文章会显得单调沉闷。例如: I loved the book first because of its beautiful heroine. Then I found it a romantic love story which greatly moved me. I now find that it is better taken as the growth story of a naive girl into a strong-willed woman. I realize that it is the essence of the book that attracts such big number of faithful readers.

这一段描述在用词、内容、逻辑上都不错，但过多地使用了以“I”开头的句子，使文章略显单调乏昧，给读者的印象大打折扣。

五.措辞与表达

在全国大学英语四级考试的各种作文体裁中，记叙文需要应试者具有更全面的语言技能与篇章组织能力。四级考试中常见的议论文和说明文分别要求语言的准确性和论证的合理性、可信性;而记叙文的语言则以生动、真实、 贴切为准则。同一个记叙文题目，不同的人会描述不同的人物经历或事件，又很少有固定的表达或句式可供参考，这时作者的综合语言水平就会表现出来，对能否取得高分起到了相当重要的作用。 这就要求考生平时要多注意语言的磨练和积累。

六.记叙文写作技巧

1. 仔细审题，明确主题，选准素材，罗列提纲。

2. 写好第一段

最好能采用一个复句并且用上几个四级水平的单词或词组。这样的文章开篇方式会使读者或阅卷人确信接下来的文章也一样精彩。

我们来看这样一段文章的开头:

The results of the college entrance examination came. I tore open the envelope. As soon as I saw the score，tears streamed down my face. I fell into my bed and did not get up the whole day. All was over. What is the meaning to live on earth? For the first time， I thought of death， of being a vagrant and of being single all my life. I was only seventeen. Wasn’t it cruel to me? 3. 结构要清晰

下笔之前一定要对整篇文章的结构有一个完整的构想，作文的框架、主题和脉络是最重要的采分点。要清楚每一段要陈述哪些内容，这样不仅可以增强文章的逻辑性和可接受性，还可以使整篇作文的行文水到渠成，不会有凑字数的烦恼。

4. 尽量多使用表示转折、顺接、因果和时间的连接词

如first、second、moreover、for one thing…for another、on the one hand…on the other hand等。这样既可以显示语言功底，又增强了记叙内容的连贯性和生动性。

5. 文章不要写得太长

有的考生遇到触动自己内心情感的记叙文题目时就“一发不可收拾”，但由于时间有限，结果草草收尾，甚至没有结尾。四级作文毕竟是应试作文， 只要充分发挥出自己的英语语言水平，表述出所规定的内容就可以了。

6. 要多用四级词汇，要使句式多样化

没有语言错误并不是高分作文的保障(基本没有语言错误只是8分的基本要求) ;作文想达到11分以上，四级词汇和句型必须达到一定的比例。如，表示“重视”的词汇有stress，emphasize等，但选用短语attach importance to更能吸引阅卷人的注意;disagree和frown on sth. 都表示反对或不赞成，前者就平淡，后者表达意思很生动，更能引起阅卷老师的注意。

简单句和复合句合理搭配，长短句交替使用，会增强文章的节奏感，使描写更生动，给阅卷老师留下深刻印象。如：

(1) 名词化手段：用名词或名词词组替换一个句子或句子的主要部分，然后使这个名词或名词短语成为另外一个句子的组成部分，以达到合并句子的目的。如：

We were very much surprised. Mary refused the invitation.

We were very much surprised at/by Mary’s refusal of the invitation.

(2) 定语化手段：根据语义关系，可以把其中一句转换成形容词或形容词性成分、分词短语、定语从句等，如：

The winnerwas in no mood for speeches. The winner was hot and tired.

Thewinner，hot and tired，was in no mood for speeches.(转换成形容词短语) 7. 字迹清楚，卷面整洁。尽量不涂抹。 8. 最后的2—3分钟，进行修改检查。

近来，我国的海防由北到南，都出现了一些岛屿问题和能源开发问题的纷争。在东海，韩国济州道议会农渔畜与知识产业委员会当日通过条例案，将1月18日定为苏岩礁日。日本对中国钓鱼岛早已虎视眈眈，并且实际控制着钓鱼岛。在南海，所有环南海诸国，都对南海提出领土要求，并且都出兵占领南海大片岛礁。南海自古以来是中国领土不可分割的一部分，是我国的南大门。

南海的历史与目前现状

首先我们看一看南海的历史和地理位置。

南海总面积350万平方公里，有大小200多个岛礁组成，岛屿大都狭小。南海诸岛根据地理位置，分为东沙群岛、西沙群岛、中沙群岛、南沙群岛。其中面积最大者为东沙岛，面积12平方公里，其他各岛面积要小得多，其中西沙最大永兴岛1.85平方公里，南沙最大岛屿太平岛0.4平方公里。

据史籍记载，中国早在公元前两世纪的汉武帝时代，通过航海实践发现了南沙群岛。唐、宋以来，中国人民已在南沙群岛生活和从事捕捞等生产活动。宋代，中国将南沙群岛命名为万里石塘;在此之前的汉代，泛称包括南沙群岛在内的南海诸岛为崎头;在此之后至清代，又有万里长沙、千里石塘、石塘等名称。明、清时代，中国政府明确将南沙群岛划归广东琼州府(今海南省)管辖。

目前，实际控制情况是：东沙群岛，由台湾实际控制。西沙群岛，经过1974年西沙海战，由解放军控制。中沙群岛，仅露出水面的黄岩岛，目前中国和菲律宾都没有驻军。南沙群岛，情况则要复杂的多。南沙群岛(古称"万里石塘"西方称Thespuyslyis-iands)位于北纬3°37至11°55′，东径109°43′至117°47′，南北长大约550海里，东西宽约650海里的海域;西起万安滩，东至海马滩，北至雄南滩，南至曾母暗沙，总面积达24.4万平方米海里(约合82万平方公里)。南沙共有230多个岛屿、沙洲和礁滩，其中能露出水面的有36个。在南沙又可分为东、西、南、中4个岛礁群。

70年代以来，南海周边一些国家，不顾我国政府的一再声明，陆续侵占吞食了其中的一些岛屿，形成以武力非法侵占我国南沙岛屿的局面，严重侵犯了我国的领海和领土主权。截止目前为止，在南沙群岛中，我海军仅守卫着永暑礁等7个岛礁，国民党海军则驻扎在最大的岛屿--太平岛上;越南已占据了我29个岛礁，菲律宾占据了9个岛礁，马来西亚也占据了5个岛礁，南沙海域的32个主要岛礁，有31个完全在他国的控制之下，南沙海域划界纠纷十分严重!

南海问题的核心：国家利益

总的来讲，南海的利益包括资源利益和战略利益。首先，南海拥有丰富的石油、天然气、可燃冰等能源，拥有产量丰富的渔场。根据中国相关部门的探测，预测南沙海域油气资源潜量为320亿吨。

其次，南海拥有重要的战略利益。南沙群岛战略地位十分重要，处于越南金兰湾和菲律宾苏比克湾两大海军基地之间，扼太平洋至印度洋海上交通要冲，为东亚通往南亚、中东、非洲、欧洲必经的国际重要航道，也是我国对外开放的重要通道和南疆安全的重要屏障。在我国通往国外的39条航线中，有21条通过南沙群岛海域，60%外贸运输从南沙经过。

2010年，我过原油对外依存度超过55%，而原油进口中，70%需要通过海运完成，这意味着，中国有近1/3的原油进口需要通过南海，南海对于中国的国家能源安全，实在太重要了。不仅如此，亚洲的经济强国日本和韩国，进口的原油也全部从南海水道通过。

我国只有牢牢的控制住这条生命线，才能确保能源安全，同时，可以对日本和韩国，形成战略钳制。同时，南海自古是中国神圣不可侵犯的领土，侵蚀这些岛礁，对中国人民的感情上的伤害，是不可容忍的。

正是因为南海拥有丰富的资源和重要的战略地位，周边各国对南海垂涎三尺，公然抢占我岛礁，开采石油等资源。而美日英俄等国家，通过与这些国家合作取得经济利益，同时从战略角度，加紧对中国南海进行控制，在换取国家博弈筹码的同时，难免不含遏制中国崛起的险恶用心。

南海问题的成因：有历史原因，也有现实的原因

第一，历史上，自中国自清代末期始，积贫积弱，包括陆地在内的领土不断被列强侵蚀，无力守卫海疆。这种局面至少持续到新中国成立。新中国成立后，直到1979年，中国的海军建设虽有较大进展，但相对于世界军事强国而言，不可同日而语。1979年之后到2000年，中国忙于搞经济建设，海军发展仍然缓慢。直到近十年，中国的海军建设才刚刚有所起色，新型潜艇、大型护卫舰、航母、舰载机等重型武器陆续得到发展。但与美英俄等国家相比，仍然有很大差距。也就是说，从清末一直到现在，我们的海军军力长期处在一个羸弱的阶段，无法有效保护远离陆地的南沙诸岛。

第二，中国的韬光养晦的外交政策，也使一些国家有机可乘。我们经常看到中国在外交上面所谓的“主权在我”“搁置争议，共同开发”之类的政策，这些政策的出发点，固然是为了体现中国的和平外交政策，为了给经济发展创造和平的周边环境。但是，面对实用主义盛行的国家间利益，我们的政策缺乏必要的自我保护性，也缺乏必要的底线。实际上我们所谓的共同开发，大多数情况下是默认了别人在我国领土上进行开发，通过允许其他国家得到一定的经济利益，换取别国放弃对我国领土主权的要求。从实际执行的情况看，效果并不好，在自己的领土上都没有人跟我们合作开发。像越南等国家不但开发了石油，还侵占了南海大片领土。因此可以说，共同开发的政策是失败的，必须在辅助军事策略的同时，做出外交政策调整。

第三，愚民政策所致。我们政府的宣传机构，整天都是宣传国内国际多么的好，多么的和谐，报喜不报忧。很多真相不让老百姓知道。关于南海的现状，我做过一个简单的调查，调查对象是中国社会科学院研究生院2010级MBA学员，这些学员可谓社会的精英。但是，结果非常令人震惊，绝大多数不知道中国的南沙群岛有多少岛礁，更不知道有近30个岛礁被越南占领的事实。当我把南海的一些现状和大家讲出来时，惊愕、愤怒的表情溢于言表，那种失落感，让人心疼。如果不是一个军事爱好者对国防建设的关心，如果不是现在信息这样的发达(很多网站，关系到南海的内容都是屏蔽的，需要费很大的力气才能找到一些资料)，我以前也不知道南海的情况，甚至幻想中沙的黄岩岛是一块美丽的岛屿，有解放军驻守(实际是露出海面的部分只有几块大石头，以前是美国的靶场，现在没有驻军)。社会精英尚且如此，普通民众就更难说多了解了。

第四，加上台湾到目前还没有统一，在南沙诸岛上，两岸同胞不能有效的携手保护固有领土。南沙最大的，有淡水的太平岛，现为台湾驻军，如果能够两岸共享这块基地，那么收复南沙诸岛礁的难度会大大降低。所谓家和才能万事兴，两岸互相角力掣肘，造成了越南菲律宾等效果借机获利。

第五，大国博弈。以美国为首的强国，不愿意退出对亚洲的控制。随着中国经济的腾飞，他们越来越害怕中国国力的强大。出于地缘政治和全球战略考虑，把南海当成了遏制中国并从中获利的筹码。近年来，美国的军舰和侦察机，肆意在南海游弋，刺探我国情报，损害我国的实际利益和国际形象。

解决南海问题的策略

综合上述分析，我们可以制定一下解决南海问题的策略。

首先，改变韬光养晦的外交政策。一味的妥协是没有止境的。国家的主权独立和领土完整，历来是不能有半点模糊的。经济上，我们可以让渡一点利益，但是领土上，我们不能有任何的绥靖政策。“主权在我”，就要切实去实现真正的驻军、控制，就是要在领土被侵占的时候，通过必要手段，收回控制权，就是要在我国公民在自己的领土上，被他国侵犯的时候，切实有效的进行保护。并不要害怕战争，有时战争是解决问题的必要手段。50年代的抗美援朝战争，为中国赢得了巨大声望和和平。对于像越南这样的国家，既然你占领我的南海，我就占领你的陆地。迫使他不敢觊觎南海诸岛，吐出吃到嘴里不该由他来吃的肉。对于像美国这样的大国，则要综合考虑。两个国家都是核大国，美国不会在这些小岛屿上实行真正的军事占领。实际上，正式因为我们纵容了越南这样的小国，才使得美国有机会通过背后支持的方式，对我主权进行干涉。打掉这些爪牙，美国就没有干涉的抓手了。

当然，我们制定政策，要有全球视野，必须既要考虑现实利益，又要考虑长远利益。现在南海的岛礁该瓜分的都已经瓜分完毕了，我们到了必须做出战略决定的时候了。是通过武力收回这些领土的时候了。

其次，继续发展强大的经济实力与军事力量。一来穷国不一定打败仗，这一点，毛主席时代通过几次重要边境冲突都证明了。二来经济强大不一定打胜仗。过去大宋朝经济强大无比，最终被金国和蒙古骑兵所灭。而讲过初期国内一穷二白，也打败了美国侵略朝鲜。总有一些人担心打仗会阻碍经济的发展，事实上并非如此。经济发展和军事发展必须相辅相成，才能铸就强大的国家。从国外看，美国经常要打仗，因为大炮一响，黄金万两，美国借机刺激经济，发大财;大炮一响，美国人都团结在总统周围。从国内看，70年代末，80年代初的中越战争，不但没有让经济停滞，还奠定了改革开放的基础。

发展强大的军事力量，是维护国家主权独立和领土完整的必要条件。我们必须要重视军队的建设和国防现代化建设。在打造一支强大陆军的同时，建立一支强大的空军和一支强大的海军。发展性能先进的战略和战术武器装备。解决航空发动机的瓶颈问题。海军方面，作战能力强大的航母舰队是必不可少的。

制定相应的收复被占岛礁的时间表和作战预案。不但要打，而且要打赢;不但能打赢周边小国，更要能够打赢大国的干涉;不但要打得赢，还要守得住。

再次，安定团结的国内环境。所谓“攘外必先安内”，用在中国现阶段，是有一定道理的。现在政府不敢打仗，很大原因是国内矛盾较多，问题较复杂。担心两国开战后，国内不稳定。依我看，国内稳定的根源不在于是否同外国打仗，而在于国内百姓对政府是否满意。当前，由于贫富差距过大，住房、养老、医疗、教育等压得大部分老百姓喘不过起来，使得老百姓对政府严重不满;另一方面，政府官员严重腐败，公信力尽失。我们的官员，有多少人整天算计怎样弄到很多钱，怎样弄到钱后不让人知道的秘密转移?有多人关心国家大计，有多少人在为国家领土主权完整而鞠躬尽瘁呢?因此，惩治腐败，建立公正公平的财富分配机制，是建立安定团结的政治局面的基础。改变现有的愚民政策，让老百姓知道目前南海的局势，知道真相，万众一心，去争取胜利。

最后，解决能源供给问题。一方面，通过修建巴基斯坦、缅甸、吉尔吉斯斯坦、俄罗斯的石油管道，增加陆路原油供给，降低原油供给海路运输的比例。另一方面，开发节能设备、汽车，提高能源利用率。再者，加快非化石燃料的新能源的开发。大力发展水电、风电、太阳能、潮汐能，开发利用生物质燃料的开发力度，降低化石燃料的比重。并且，建立满足作战需求能源储存库。

总之，南海问题目前已经到了严重危害国家主权独立和领土完整的程度了，中国要想实现民族的伟大复兴，实现大国崛起之梦，必须尽快彻底的解决南海问题。
