(二)臭氧层的耗损与破坏

在离地球表面10~50千米的大气平流层中集中了地球上90%的臭氧气体，在离地面25千米处臭氧浓度最大，形成了厚度约为3毫米的臭氧集中层，称为臭氧层。它能吸收太阳的紫外线，以保护地球上的生命免遭过量紫外线的伤害，并将能量贮存在上层大气，起到调节气候的作用。但臭氧层是一个很脆弱的大气层，如果进入一些破坏臭氧的气体，它们就会和臭氧发生化学作用，臭氧层就会遭到破坏。臭氧层被破坏，将使地面受到紫外线辐射的强度增加，给地球上的生命带来很大的危害。研究表明，紫外线辐射能破坏生物蛋白质和基因物质脱氧核糖核酸，造成细胞死亡;使人类皮肤癌发病率增高;伤害眼睛，导致白内障而使眼睛失明;抑制植物如大豆、瓜类、蔬菜等的生长，并穿透10米深的水层，杀死浮游生物和微生物，从而危及水中生物的食物链和自由氧的来源，影响生态平衡和水体的自净能力。

(三)生物多样性减少

《生物多样性公约》指出，生物多样性“是指所有来源的形形色色的生物体，这些来源包括陆地、海洋和其他水生生态系统及其所构成的生态综合体;它包括物种内部、物种之间和生态系统的多样性。”在漫长的生物进化过程中会产生一些新的物种，同时，随着生态环境条件的变化，也会使一些物种消失。所以说，生物多样性是在不断变化的。近百年来，由于人口的急剧增加和人类对资源的不合理开发，加之环境污染等原因，地球上的各种生物及其生态系统受到了极大的冲击，生物多样性也受到了很大的损害。有关学者估计，世界上每年至少有5万种生物物种灭绝，平均每天灭绝的物种达140个，估计到21世纪初，全世界野生生物的损失可达其总数的15%~30%。在中国，由于人口增长和经济发展的压力，对生物资源的不合理利用和破坏，生物多样性所遭受的损失也非常严重，大约已有200个物种已经灭绝;估计约有5000种植物在近年内已处于濒危状态，这些约占中国高等植物总数的20%;大约还有398种脊椎动物也处在濒危状态，约占中国脊椎动物总数的7.7%左右。因此，保护和拯救生物多样性以及这些生物赖以生存的生活条件，同样是摆在我们面前的重要任务。

(四)酸雨蔓延

酸雨是指大气降水中酸碱度(PH值)低于5.6的雨、雪或其他形式的降水。这是大气污染的一种表现。 酸雨对人类环境的影响是多方面的。酸雨降落到河流、湖泊中，会妨碍水中鱼、虾的成长，以致鱼虾减少或绝迹;酸雨还导致土壤酸化，破坏土壤的营养，使土壤贫瘠化，危害植物的生长，造成作物减产，危害森林的生长。此外，酸雨还腐蚀建筑材料，有关资料说明，近十几年来，酸雨地区的一些古迹特别是石刻、石雕或铜塑像的损坏超过以往百年以上，甚至千年以上。世界目前已有三大酸雨区。我国华南酸雨区是唯一尚未治理的。

在今天的地球上，我们的绿色屏障——森林正以平均每年4000平方公里的速度消失。森林的减少使其涵养水源的功能受到破坏，造成了物种的减少和水土流失，对二氧化碳的吸收减少进而又加剧了温室效应。

(六)土地荒漠化

全球陆地面积占60%，其中沙漠和沙漠化面积29%。每年有600万公顷的土地变成沙漠。经济损失每年423亿美元。全球共有干旱、半干旱土地50亿公顷，其中33亿遭到荒漠化威胁。致使每年有600万公顷的农田、900万公顷的牧区失去生产力。人类文明的摇篮底格里斯河、幼发拉底河流域，已由沃土变成荒漠。中国的黄河流域，水土流失亦十分严重。

(七)大气污染

大气污染的主要因子为悬浮颗粒物、一氧化碳、臭氧、二氧化碳、氮氧化物、铅等。大气污染导致每年有30-70万人因烟尘污染提前死亡，2500万的儿童患慢性喉炎，400-700万的农村妇女儿童受害。

(八)水污染

水是我们日常最需要，也上接触最多的物质之一，然而就是水如今也成了危险品。

(九)海洋污染

人类活动使近海区的氮和磷增加50%-200%;过量营养物导致沿海藻类大量生长;波罗的海、北海、黑海、东中国海(东海)等出现赤潮。海洋污染导致赤潮频繁发生，破坏了红树林、珊瑚礁、海草，使近海鱼虾锐减，渔业损失惨重。

习总书记系列讲话的主要内容及其逻辑包括：关于坚持和发展中国特色社会主义;关于实现中华民族伟大复兴的中国梦;关于全面深化改革开放;关于党的建设等。

坚持和发展中国特色社会主义。是习总书记思想的总纲和主线。从中国历史、现实和未来的角度，用新的理论认识和实践经验进一步回答了坚持和发展中国特色社会主义这个重大问题，是我党探索执政规律、社会主义建设规律和人类社会发展规律的重大理论成果，必须坚定理论自信、道路自信、制度自信，“我们手里捏着一把好牌，一定要有好牌打成为好局的自信”。

关于中国梦。提出的实现全面建成小康社会、建成富强民主文明和谐的社会主义现代化国家，实现中华民族的伟大复兴，国家富强、民族振兴、人民幸福。是中国共产党和全国人民的奋斗目标、任务和共同坚守的理想信念。是凝聚中国力量、弘扬中国精神的豪迈声音。

关于全面深化改革开放。习总书记在讲话中指出，中国特色社会主义之所以具有蓬勃生命力，就在于是实行改革开放的社会主义。……中国特色社会主义在改革开放中产生，也必将在改革开放中发展壮大。我国改革已经进入攻坚期和深水区，我们必须以更大的政治勇气和智慧，不失时机深化重要领域改革……改革开放是决定当代中国命运的关键一招…… 。我们要坚持改革开放正确方向，敢于啃硬骨头，敢于涉险滩，既勇于冲破思想观念的障碍，又勇于突破利益固化的藩篱。

改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代。他明确提出改革是全面的、综合、系统的改革，是经济、政治、文化、社会、生态文明五位一体的改革，包括国防和军队改革、党的建设制度改革。提出了“到2020年在重要领域和关键环节改革上取得决定性成果”的时间表和路线图。 重点是坚持社会主义市场经济改革方向，使市场在资源配置中起决定性作用和更好发挥政府作用。主要任务是以经济体制改革为重点，牵引和带动其他各领域的改革。要加强和改善党对全面深化改革的领导，充分发挥党总揽全局、协调各方的领导核心作用。

加强党的建设(保障)。习近平系列讲话中牢牢把握加强党的执政能力建设、先进性和纯洁性建设这条主线，明确提出“党要管党，才能管好党;从严治党，才能治好党。”，“理想信念就是共产党人精神上的‘钙’”，“要以踏石留印、抓铁有痕的劲头抓下去”，“把权力关进制度的笼子里”等。坚持解放思想、改革创新，坚持党要管党、从严治党，全面加强党的思想建设、组织建设、作风建设、反腐倡廉建设、制度建设，增强自我净化、自我完善、自我革新、自我提高能力，建设学习型、服务型、创新型的马克思主义执政党。

方法论。习总书记指出，实事求是(有的放矢)，是马克思主义的根本观点，是我们党的基本思想方法、工作方法、领导方法。坚持实事求是，就要清醒认识和正确把握我国仍处于并将长期处于社会主义初级阶段，要不断推进实践基础上的理论创新。必须从纷繁复杂的事物表象中把握改革脉搏，把握内在规律，特别要把握全面深化改革的重大关系，处理好解放思想与实事求是的关系、整体推进与重点突破的关系，顶层设计与摸着石头过河的关系、改革发展稳定的关系。要有强烈的问题意识，以重大问题为导向，抓住关键问题进一步研究思考，着力推动解决我国发展面临的一系列突出矛盾和问题。

习总书记在中央政治局集体学习时强调，要推动全党学习历史唯物主义基本原理和方法论，更好认识国情，认识党和国家事业发展大势，认识历史发展规律，更加能动地推动各项工作。要学习和掌握社会基本矛盾分析法，深入理解全面深化改革的重要性和紧迫性，准确把握全面深化改革的重大关系，紧紧依靠人民推动改革。同时，在认识世界和改造世界的过程中，旧的问题解决了，新的问题又会产生，制度总是需要不断完善，因而改革既不可能一蹴而就、也不可能一劳永逸。

三、以抓铁有痕的劲头扎实推进财税改革

党的十八届三中全会《决定》指出，财政是国家治理的基础和重要支柱，科学的财税体制是优化资源配置、维护市场统一、促进社会公平、实现国家长治久安的制度保障。必须完善立法、明确事权、改革税制、稳定税负、透明预算、提高效率，建立现代财政制度，发挥中央和地方两个积极性。要改进预算管理制度，完善税收制度，建立事权和支出责任相适应的制度。落实《决定》确定的每一项目标任务和改革举措，必须认真学习贯彻习近平总书记系列讲话和十八届三中全会精神，进一步转变观念，提高大局和宏观整体意识，以抓铁有痕的劲头扎实推进改革。

一是学习和运用战略思想把握方向。战略思想是对时代要求的清醒认识，对发展经验的深刻总结，对执政规律的科学把握。财政人要用发展的眼光对待历史、总结规律并科学研判未来趋势，妥善处理好整体推进和重点突破的关系，处理好顶层设计和摸着石头过河的关系，进一步找准推动财税改革的现实路径，注重财税政策的创新性、稳定性和延续性。深化财税体制改革重点应从三个方面推进：推进预算管理制度改革;完善税收制度，建立科学规范、统一的税收制度体系;建立事权与支出责任相适应的财政体制。

二是要坚持把改革开放作为根本动力。要正确处理好政府和市场的关系，合理界定政府事权，使市场在资源配置中起决定性作用和更好发挥政府作用，进一步强化政府公共服务职能。财政部门应尽量减少直接的行政干预，逐步取消竞争性领域的专项补助和不可推广式的优惠政策;大胆引入竞争性分配、竞争性存放等市场机制，运用市场配置原则，把有限的财政资源配置到“刀刃”上，努力营造公平竞争的市场环境。理顺财政体制，建立事权与支出责任相适应的制度。根据我国现状，应按照“外部性、信息处理复杂性和激励相容”三大原则来配置政府间事权和支出责任划分，对各级政府的职责及支出范围做相应的考虑和安排，明确划分各级政府的事权范围，依据公共产品的受益范围和集权与分权的关系，特别是对“交叉性”事权要分工明确，充分发挥中央和地方两个积极性。

三是注重运用底线思维处理原则问题。习近平同志强调，“作决策、办事情，要善于运用底线思维的方法，凡事从坏处准备，努力争取最好的结果”。制定财税政策要充分考虑各种可能性，处理好当前和长远的关系，守住政策底线。在制定民生政策时，不仅要看当前的可支付能力，还要看长远的财政支付能力。要逐步增加一般性转移支付规模和比例，压缩、规范、整合专项转移支付项目。树立“托底”“补短板”思想，多一些“雪中送炭”，少一点“锦上添花”。

四是注重用创新思维攻克难点问题。创新是推动发展的不竭动力。习近平同志指出“突破自身发展瓶颈、解决深层次矛盾和问题，根本出路就在于创新”。提高财政资金绩效是公共财政的目标和方向，要把绩效作为配置财政资源的重要依据，切实增强财政资金的安全性、规范性和有效性。创新思维方式，以绩效为导向，大力优化支出分配结构，压缩行政成本，整合清理专项资金，集中财力办大事。处理好存量和增量的关系，通过优化增量盘活存量，把有限的财力用到最有需求、最有效率的地方。

五是调整好整体推进与重点突破的关系。在新一轮财税体制改革中，积极推进财政监督和专员办工作转型，充分发挥财政监督保障和促进财税改革的作用，要正确处理整体推进与重点突破的关系，一方面，加快与财税改革相适应的财政监督顶层设计，建立明确的预算过程监管目标，在预算编制、执行流程中嵌入监控、制衡工作环节，体现对财政政策执行、预算管理的全过程监控与信息反馈。另一方面专员办要积极探索，积累实践经验，为工作转型做好准备，对一些已相对成熟的重点监管事项可先行试点并逐步推开。继续发挥整顿和维护财经秩序的作用，加大对热点问题和重点领域的监督检查力度，加强对专项转移支付申请、拨付和使用过程的监管，强化国库集中支付的过程监控，注重跟踪问效。将监督结果与预算编制和资金分配紧密衔接和有效挂钩，加大对违规行为的制约和威慑力度，建立完善财政监督信息披露和公告制度。
