It is undeniable that the worsening environment has become the biggest concern of the present-day world. Land resources are dwindling because of water loss and soil erosion. 海洋是新时期人类社会发展的重要依托，深入推进海洋发展战略，对于国家的发展起到重要作用。在国外，诸如美国、澳大利亚和日本，已出台了海洋战略，着力于海洋战略利益的扩张。我国在海洋战略的构建中，起步相对较晚，应借鉴国外的发展经验，不断地完善对南海战略的总体规划。海洋经贸往来日益密切，海洋利益与国家利益关系的突显，也让海洋权益争夺日益激烈。在争议区域实行海洋开发，极易产生“擦枪走火”的冲突事件。因此，我国应进一步完善海洋立法、执法及行政管理。制定南海战略规划，实现对各方事务的统筹，并在明确部门职责的基础之上，让海洋执法常态化，确保海洋战略的深入开展。

(二)优化海洋执法力量，组建“中国海岸警卫队”

南海问题的持续升温，给南海的稳定性带来较大的威胁。争议区域的海洋冲突日益频繁。面对他国所谓的主权声索所带来的冲突以及为了维护我国正常的南海权益，我国应优化现有的海洋执法力量，并组建“中国海岸警卫队”，配合南海战略规划的推进。首先，建立海上安全预警机制，强化对相关海域的巡视，宣誓南海主权;其次，着力于可持续发展，组建“中国海岸警卫队”，这既有助于强化海上执法力量，又可以应对海洋权益冲突，维护我国合法的南海权益，进而转变我国在海洋执法中的“被动”局面。

(三)强化行政管辖，推进三沙市建设

2012年，面对南海问题的日益加剧，我国建立了地级市三沙市，实现对南沙群岛、西沙群岛和中沙群岛及其海域的行政管辖。这说明，海洋建设发展、南海问题解决已上升到新的国家层面，也表明我国政府解决南海问题的坚定决心以及和平发展的整体仿真。首先，三沙市的成立是解决南海问题、实现海洋建设发展的新举措，在深化发展的过程中，要积极推进三沙市的建设发展，以此作为海洋建设发展、南海问题解决的基石，无论是从法理斗争，还是从主权宣誓，三沙市的建设发展尤为重要;其次，有计划、有针对性地促进三沙市旅游发展、油气开发，让三沙市发展成为我国新时期海洋开发的新平台，使南海主权的宣誓常态化;再次，进一步强化三沙市的行政管辖，通过国防建设、经济建设的协调发展，生态环境的有序推进，夯实海洋开发利用，让南海问题在和平的环境下有理有据地依法推进。

此外，要推进海洋立法建设，做到海权的依法争取。我国在海洋立法方面起步相对较晚，但在20余年的发展中，我国海洋立法取到了显著的成效。但总体而言，我国海洋立法仍比较落后，缺乏良好的海洋意识。因此，我国要切实推进海洋立法建设，对存在的空白区，需要立足于实际需要进一步地完善，确保法律的适用性、指导性和可操作性。

Nowadays, the world we live in is becoming more and more intolerable because of environmental destruction. Each day thousands of tons of gases come out of the exhausts of motor vehicles.
