(二)创新联系服务机制，丰富服务内涵。昌都县不断深化为民服务机制，注重创新工作方法，通过发放干部便民服务卡、建立便民服务中心和民事代办点，切实提高基层党组织为民服务水平、服务质量和服务效率。一是发放干部便民服务卡，架起“连心桥”。坚持把群众呼声作为第一信号，结合县级及以上党员干部包乡镇、县直机关党建扶贫和“一管四联三结”工作，在全县大力推广干部便民服务卡，将干部的姓名、职务、联系方式以藏汉两种文字印在便民服务卡上，发放到群众手中，做到“民有所呼，干部必应”。2013年，全县各级党员干部发放干部便民服务卡8000余张，通过便民服务联系卡先后收集到群众意见和建议160多条，为群众办理申请贷款、开展党的各项支农惠农强农政策咨询、办实事好事、解决群众一些实际困难等237多件次。二是建立便民服务中心，搭建“服务超市”。昌都县各乡(镇)立足于现有的办公用房和财力状况，整合资源，因地制宜确立便民服务中心建设模式。在基础条件相对较好的乡镇，设立便民服务中心大厅，实行集中柜台式办公;在条件相对较差的乡镇，采取集中调整2-3间办公用房，用于便民服务中心实行相对集中式办公。各乡(镇)便民服务中心结合自身实际，设立了信访接待室、惠民政策工作台、民事代办工作台、商业保险工作台、新农保工作台、证明工作台等，实行“一站式”办公，变进“多道门”为进“一道门”，切实解决了群众办事难、办事找人难的问题。2013年，全县已建成便民服务中心4个，得到了党员群众的广泛好评。三是设立民事代办点，提供“零距离服务”。建立健全首问负责制、限时办结制、服务承诺制、信访接待制等10余项便民服务制度，并结合创先争优强基惠民活动，在167个村(居)设立了民事代办点，由乡(镇)、村(居)和驻村(居)工作队干部兼任代办员，轮流坐班代办民事，将农村低保、五保、户口迁移、建房、合作医疗、组织关系转接、人口计生、困难救助等20余项服务事项纳入代理服务内容，负责收集和转接群众需上级审批或终结办理的各项事项，建立民事代办工作台账，每月进行汇总，季度进行评比。2013年，共接待群众来信来访、代办民事1367人次，帮助群众解决实际问题1089件，实现了群众“证照村里办、补贴村里发、小病村里看、信息村里问、农资村里买”。

(三)创新服务载体，拓展服务途径。一是深入开展创先争优强基础惠民生活动。紧紧围绕建强组织、维护稳定、帮助致富、开展感恩教育、办好实事“五项”目标任务，分三批，选派了1244名干部开展驻村工作，围绕“五个好”的要求，切实抓好以村(居)党支部为核心的村级组织建设，培养农牧民入党积极分子1148人，村“两委”后备干部人选293余人，为村(居)留下一支永远不走的“工作队”;及时化解矛盾，理顺群众情绪，解决实际问题，协助所在村(居)排查调处矛盾纠纷558起，实现了“大事不出、中事不出、力争小事也不出”的目标;帮助群众寻找致富门路，拓宽致富增收渠道，制定发展规划234项，实施为民办实事项目239个，涉及资金874万余元，实现村村有项目、户户有门路、人人有活干、经常有收入，努力推动干部扎根基层、服务基层，与老百姓同吃同住同学习同劳动，切实把党和政府的关心和温暖送到千家万户。二是扎实开展热血青年爱国成才创业工程。在全县党政机关、事业单位年龄在40周岁及以下的干部职工及年龄在14-28周岁的农牧民青年和寺庙青年僧尼中开展热血青年爱国成才创业工程，将他们培养成昌都县经济跨越式发展的建设者、社会主义事业的接班人。2013年，财政投入60.91万元，组织全县200余名青年农牧民群众进行为期20天的职业技能培训。同时，积极动员组织全县171名青年机关干部组建了文明城市建设志愿公益服务队、扶危助困志愿服务队、科技知识普及志愿服务队、“托起明天的太阳”雏鹰帮扶志愿服务队等八个志愿者服务团队。三是组织开展“走一线、住农户、听呼声、送党恩、照镜子、增感情、打基础 ”教育实践活动。结合党的群众路线教育实践活动，按照“宽领域、广覆盖、全参与”的原则，结合县级干部党建联系点、干部职工一管四联三结帮扶对象，县级领导干部带头，分七批组织全县干部职工赴15个乡(镇)开展入户活动。并明确要求每户农牧民家中只安排1名同志入住，入住时间不少于7天，所有入户干部职工一律不准带翻译，必须住到贫困群众家里，与群众同吃、同住、同学历、同劳动。同时，组织各乡镇、县直各单位、各驻村工作队765名干部职工，为农户收割青稞、小麦等作物1500余亩。

二、当前昌都县基层党组织建设中存在的不足

当前，随着改革的不断深化，昌都县就如何推进服务型基层党组织建设方面作了许多有益探索，实施“标杆工程”，选派“村支部第一书记”，开展“一坚定三忠于”、“三热爱·三创建”、“双模双建”活动等，取得了一定成效，但依然存在薄弱环节。

(一)队伍结构不合理影响服务效度。一些基层党组织班子结构难以适应服务基层服务发展的新要求，影响了基层党组织在群众中的威信。大部分农村基层党组织干部文化水平都不高，以初中及以下文化程度居多，年龄以50岁以上居大半。这种年龄文化结构制约他们带领群众致富、解决发展难题的思路。加之村“两委”班子一肩挑比率还不高，直接导致村两委班子不团结，工作各唱各的调，各吹各的号。同时女性干部队伍乏人现象也较为突出，基层服务型党组织中女性干部人数较之男性而言，明显处于劣势地位。

(二)党员参与度不高影响服务广度。基层党组织要做好各项服务工作，最重要的是要有一支坚强的队伍保障。随着市场经济的不断完善，计划经济时代的“单位人”逐渐转变为“社会人”，基层党员的独立性大大增强，因流动党员较多、留守党员年老体弱等原因，目前某些基层党组织还存在“无人办事”现象;有一部分党员对基层党组织事务参与度不高，要么找借口不参与，要么抱着应付的心态来参与，有的不愿“亮出身份”，少数党员在发挥先锋模范作用方面还不如一般群众;一些基层党组织党员意见表达渠道不够通畅，相关测评、激励、考核等机制不健全，没有充分调动党员的服务群众服务基层的积极性和主动性，这些问题直接影响基层党组织工作成效。

(三)服务环节不优影响群众满意度。当前，昌都正值加快发展、奋力赶超阶段，各种利益关系日益交织，昌都老城区征地拆迁、低保救助、社会保障等引发的群众矛盾和纠纷日益增多，有些基层服务型党组织服务群众责任意识不强，工作标准不高，不能根据社会管理的新形势、新需求及时创新服务模式，优化服务环节，做到服务事项“零积压”，直接办理制、承诺办理制、联合办理制、服务时限制、限时办结制等相关制度有虚化现象，没有简化办事流程和审批事项，导致办事流程长、环节多、程序杂，造成基层群众表达难、诉求难、办事难，一定程度上影响党组织在群众中的满意度。

(四)建设经费不足影响服务深度。目前，各地在基层党组织建设经费保障上已经作出了一些探索，采取了一些措施，也取得了一些实效，但总体上来看，基层党组织建设经费投入还是显得不足。一些基层党组织干部的经济收入和生活待遇不高，养老和医疗保险没有全覆盖，直接影响基层党组织班子的凝聚力和岗位的吸引力，一些基层党组织还存在“无钱办事”现象，导致党组织基本活动开展不经常，在一定程度上制约着基层党组织服务群众的积极性。

(五)考核标准缺乏影响创建力度。目前在基层服务型党组织的考核方面还没有形成一套完整的考核指标体系，考核的标准还不够明确，导致基层党组织对什么是“服务型”基层党组织，从哪些方面创建“服务型”党组织还存在模糊认识，因而在创建服务型党组织中主动性不足，动力不强。

三、大力推进昌都县创建服务型基层党组织建设工作的建议

(一)重视队伍建设，优化干部结构。要全面加强对年轻干部的选拔，在选人方式上，积极采取向年轻干部倾斜的方法，通过公推比选等多种选人用人方式，有意识地将一批知识层次高，有发展潜力的年轻干部推出亮相，让德才兼备的年轻人脱颖而出;全力打造学历高、素质好、知识广的基层党组织书记队伍，整合教育资源，依托地县党校、高等职业学校等，开展基层党组织书记学历教育，使他们的学历层次达到了一个新台阶;加大对女干部的选拔培养和使用，明确规定基层党组织班子成员中至少应有1名女干部。

(二)落实制度保障，提升党员参与度。以落实党员知情权、参与权、监督权为重点，拓宽党员意见表达渠道，建立健全党内事务听证咨询、党员定期评议基层党组织领导班子成员等制度;建立记实鉴定、汇报讲评、群众评议等激励考核制度，对一些表现突出、实绩突出的优秀党员，公布其先进事迹，对党员进行荣誉激励，激励广大党员投身到基层党组织工作中;以党员责任区建设为抓手，开展 “志愿服务”、“结对帮扶”、“社区契约”等活动，让党员切实当好“三大员”，即当好宣传员，成为党的声音的第一传媒;当好联络员，成为反映群众诉求的第一渠道;当好服务员，成为解决群众困难的第一模范。

(三)优化服务环节，推行高效服务。各基层党组织要坚持方便群众办事原则，进一步提高办事效率，优化服务环节，建立和完善各项服务办理制度，使工作人员有规可循、有章必依，规范操作，限时办结;要联合相关部门，对群众的来电、来访和审批事项，实行统一受理、统一督办的“一站式服务”，在规范程序和环节的基础上，尽量缩短办理流程，能当即给予答复的立即答复，能当即给予审批的立即审批，可以当天办结的尽可能在当天办结，让服务向高效化方向发展。

党的十八大提出了加强基层服务型党组织建设的重大任务，当前和今后一个时期，昌都县将以此来指导党的基层组织建设，将创建服务型基层党组织作为推动全面深化改革的重要抓手，加大基层党组织投入力度，加强带头人队伍建设，确保基层党组织有资源、有能力为群众服务，使每个基层党组织都成为坚强战斗堡垒，为全面建成小康社会提供坚强的组织保障。

一.概念

记叙文也称叙述文，是一种以记叙/叙述的手法来表述人物、事件的文体。常见的属于记叙文文体的作品有：故事、游记、通讯、新闻报道、历史、 人物传记、日记和回忆录等。记叙文大致可以分为两大类：以记人为主的记叙文和以叙事为主的记叙文。前者主要是对人物的经历、活动或者性格特征进行叙述;后者则是对某一事件的发生、发展过程和结果进行叙述。前者重在描述人物的活动，而后者则重在表述事件的发生发展过程。

二.六大要素

记叙文的写作要注意交待清楚六大要素，即时间(time)、地点(place)、 人物( character)、事件的原因(cause)、经过(process)和结果( effect)。

由于记叙文中所涉及的要素比其他文体相对要多、要复杂，所以整篇文章的结构安排就显得尤其重要，安排不合理就会使读者产生混乱的感觉。

记叙文的展开一般都是以时间为主线来组织所要叙述的内容，使读者对文章中的人物或事件有一个比较清晰的了解。记叙文的结构安排通常有三种形式:正叙、倒叙和插叙。正叙是英语叙述文中最常用的一种结构，即以人物出现、活动或事件开始发生的时间点作为记叙的起点，然后按照人物活动的展开、事件发生发展的自然顺序进行叙述。倒叙则是在文章的开头就交待人物活动或事件发展的结果。插叙这一结构在我们的英文写作中很少用到。

三.时态

记叙文讲述的大多是过去已经发生的活动或事件，因此用过去时态(一般过去时、过去进行时、过去将来时、过去完成时)的作品比较多。但有时为了使文章显得更加真实、亲切和生动，也可以使用现在时态(一般现在时、 现在进行时、现在将来时、现在完成时)。

四.人称

记叙某个人物的经历、活动或某件事情的经过离不开叙述的主体，即 “人称”。记叙文中的人称大多采用第一人称或第三人称的形式。第一人称的叙述主观色彩较浓，可以增强文章的真实感，有利于表述细腻的情感和细节的过程;第三人称的叙述可以超越时空的限制，更加真实、客观地表述某一人物活动或事件的全过程。

无论采用第一人称，还是采用第二人称，都要保持全文叙述主体的人称的一致性。注意：句式尽量要多变，不要通篇文章的句子都以人称代词开头，否则文章会显得单调沉闷。例如: I loved the book first because of its beautiful heroine. Then I found it a romantic love story which greatly moved me. I now find that it is better taken as the growth story of a naive girl into a strong-willed woman. I realize that it is the essence of the book that attracts such big number of faithful readers.

五.措辞与表达

在全国大学英语四级考试的各种作文体裁中，记叙文需要应试者具有更全面的语言技能与篇章组织能力。四级考试中常见的议论文和说明文分别要求语言的准确性和论证的合理性、可信性;而记叙文的语言则以生动、真实、 贴切为准则。同一个记叙文题目，不同的人会描述不同的人物经历或事件，又很少有固定的表达或句式可供参考，这时作者的综合语言水平就会表现出来，对能否取得高分起到了相当重要的作用。 这就要求考生平时要多注意语言的磨练和积累。

六.记叙文写作技巧

1. 仔细审题，明确主题，选准素材，罗列提纲。

2. 写好第一段

最好能采用一个复句并且用上几个四级水平的单词或词组。这样的文章开篇方式会使读者或阅卷人确信接下来的文章也一样精彩。

我们来看这样一段文章的开头:

The results of the college entrance examination came. I tore open the envelope. As soon as I saw the score，tears streamed down my face. I fell into my bed and did not get up the whole day. 3. 结构要清晰

下笔之前一定要对整篇文章的结构有一个完整的构想，作文的框架、主题和脉络是最重要的采分点。要清楚每一段要陈述哪些内容，这样不仅可以增强文章的逻辑性和可接受性，还可以使整篇作文的行文水到渠成，不会有凑字数的烦恼。

4. 尽量多使用表示转折、顺接、因果和时间的连接词

如first、second、moreover、for one thing…for another、on the one hand…on the other hand等。这样既可以显示语言功底，又增强了记叙内容的连贯性和生动性。

5. 文章不要写得太长

有的考生遇到触动自己内心情感的记叙文题目时就“一发不可收拾”，但由于时间有限，结果草草收尾，甚至没有结尾。四级作文毕竟是应试作文， 只要充分发挥出自己的英语语言水平，表述出所规定的内容就可以了。

6. 要多用四级词汇，要使句式多样化

没有语言错误并不是高分作文的保障(基本没有语言错误只是8分的基本要求) ;作文想达到11分以上，四级词汇和句型必须达到一定的比例。如，表示“重视”的词汇有stress，emphasize等，但选用短语attach importance to更能吸引阅卷人的注意;disagree和frown on sth. 都表示反对或不赞成，前者就平淡，后者表达意思很生动，更能引起阅卷老师的注意。

简单句和复合句合理搭配，长短句交替使用，会增强文章的节奏感，使描写更生动，给阅卷老师留下深刻印象。如：

(1) 名词化手段：用名词或名词词组替换一个句子或句子的主要部分，然后使这个名词或名词短语成为另外一个句子的组成部分，以达到合并句子的目的。如：

Everyone must care for flowers ,grass and tress in public .We shound collect things like paper ,plastic bags our neighborhood as well ,it’s necessary to plant more trees every year .

我们应该做些什么来阻止人们对环境做一些不好的事情。我们应该把垃圾放进垃圾箱而不是直接扔了，每个人都必须爱护公共场所的花，草，树木。我们应该收集社区的一些像纸，塑料袋的东西，每年种植更多的树是必要的。
