城市建设应体现城市的特色,反映城市的风貌和历史文化.我市是具有五千年悠久历史的历史文化名城.泉文化是我市的特有文化.城市建设应在保泉护泉上做好文章.

去年九月份开始的泉水复喷,让每位泉城市民欢呼,这长达900多天的泉水停喷,泉眼干枯与城建也有着很大的关系.在城市建设中经意或不经意地破坏,对泉水造成 很大的影响.随着楼厦的大量涌现,许多泉水被填埋、淤塞,令泉城市民十分伤心着急.如一直让老城区小巷子骄傲的几处无名泉在2001年6月24日突然莫明其妙地消失,与无名泉同属一个水系的珍珠泉也受到连累,这主要是附近一建筑工地违法施工抽水所致.又如由于规划不当,趵突泉公园周围建设的楼宇群阻挡了泉水汇集,致使趵突泉的喷涌水位比正常水位（26.8米)上升了0.18米.9月11日,五龙潭西侧的三处名泉除蜜脂泉被得以保护外,著名的醴泉、赤泉已不见踪影,原有的泉池已被一片忙碌的工地所埋没.饮虎池是趵突泉边的一处颇有名望的名泉,但在附近道路开挖过程中,整个泉池被连根铲除.有许多名泉像饮虎池一样被填埋损毁而无法修复.

城市建设对泉的破坏应引起重视了,为此特提出以下建议供有关部门参考实施.

1、强化执法力度,依法保泉

为保护泉水,早在1997年市政府就制定了《济南市名泉保护管理办法》,就对城市建设对泉水的影响予以考虑,并做了具体规定,明令在名泉保护规划控制区内禁止建设有碍名泉风貌和可能造成泉系阻淤的建（构）筑物,相关工程项目应当通知名泉管理部门参加审查,深基础工程还要组织专家进行论证,施工时则要采取相应保护措施.但规定是规定,几乎没有一个工程主动申报,也没有相应惩处与制约,因此有必要加大执法力度,按照法规要求严格审核规划,审批设计与施工,从源头抓起,杜绝城建对泉水的破坏.

2、严格规划控制保护城区泉系

城市建设的关键在于规划,规划部门应严格按照国务院批准的《城市规划法》、《济南市城市整体规划》及《名泉保护管理办法》的要求做好城市规划,不得在城区泉水保护区内,再搞破坏性建设,不能单纯为了建设单位的利益或上级领导的宗旨而行破坏泉水之为.

3、强化舆论监督,加大举报力度

对破坏泉水的行为,广大市民深恶痛绝,新闻部门也频频反映.这充分体现了社会对济南泉水的深切关注,应进一步加大这方面的工作,及时曝光、及时惩处城建违法行为,有必要设立举报电话,让有关部门及时得到信息,城区监察大队更应及时制止违法施工工程.

4、进一步做好名泉保护方面的奖罚

对保泉护泉有贡献的单位、个人给予重奖,对毁泉破坏泉的单位和个人给予严肃处罚,用经济手段激励市民的保泉热情.

She started training in competitive diving in 1988. She took up diving when she was six-years-old at the Baoding Training Base. In 1992, she was selected to dive for the Chinese national team.

Guo represented China at the 2004 Summer Olympics, earning a gold medal in the 3 meter womens synchronized springboard along with Wu Minxia before finally winning her first individual Olympic gold in the 3 meter womens springboard. She is the leading member of the Chinese national womens diving team after Fu Mingxia. Currently her goal is to win medals at the 2008 Olympic Games in Beijing.
