通告要求，公安、安监、环保、工商等有关部门和各区政府应依法做好禁止销售、燃放烟花爆竹管理工作，对在禁放区内违法运输、经营、燃放烟花爆竹行为，依法严格查处，确保工作落实到位。同时，各级党政机关、企事业单位、社会团体、党员干部要带头严格遵守通告规定，杜绝烟花爆竹燃放，在全市范围内营造安全、低碳、环保、文明的节日氛围。
