二、倡导现代文明，摒弃陈规陋习。

全体居民在婚丧嫁娶、开业、乔迁、升学、生日等庆典庆祝活动中，自觉遵守规定，切不可随意燃放烟花爆竹、干扰公众生活。各商家、酒店要及时劝阻，积极配合禁放工作。请让我们约束自己，以文明的方式取代陈规陋习，还城区一片安宁和静谧。

三、善意规劝他人，违规应受处罚。

我们要积极履行主人翁义务，做一名倡导文明、引领新风的传播者，善意劝阻并制止违规燃放行为;劝阻无效的，请及时举报，经查证属实，对违反禁放规定的个人，处200元以上2万元以下罚款，情节严重的，依法追究其法律责任。国家公职人员燃放烟花爆竹的一律处罚3000元并对其单位或社区、城中村每起扣创卫考核5分;被监护人燃放烟花爆竹的，对监护人所在单位或社区、城中村每起扣5分。

燃放烟花爆竹会造成大气环境污染，同时极易引起火灾和人身意外伤害，使我们居住生活环境受到破坏。目前我市已经发布禁放限放烟花爆竹通告，现将我市烟花爆竹禁限放的有关规定告知大家：

一、自2017年元月20日起，在荥阳市行政管理区域内实行法定区域、划定区域(中心建成区)全面禁放，其他区域限品种燃放烟花爆竹。

(一)法定区域全面禁放

根据《烟花爆竹安全管理条例》第三十条规定，禁止在下列地点燃放烟花爆竹：文物保护单位，车站、码头、飞机场等交通枢纽以及铁路线路安全保护区内，易燃易爆物品生产、储存单位，输变电设施安全保护区内，医疗机构、幼儿园、中小学、敬老院，山林、草原重点防火区，县级以上地方人民政府规定的禁止燃放烟花爆竹的其他地点。

(二)划定区域(中心建成区)全面禁放

1、划定区域：商隐路以西，科学大道以南，荥密路以东，中原路以北围合区域。

2、禁放时间：全年

(三)其他区域限品种燃放

全市禁放区域以外的其他区域，除《烟花爆竹安全与质量》(GB10631--2013)规定的1000响以下的C级爆竹和D级烟花外的其他等级、种类的烟花爆竹一律禁止燃放。

二、禁止燃放烟花爆竹区域内，任何单位或者个人不得生产、经营、储存和燃放烟花爆竹。
