根据国务院教育督导委员会办公室向各地印发《关于开展校园欺凌专项治理的通知》要求，为深入践行社会主义核心价值观教育，以“立德树人”为根本任务，进一步加强学校德育管理工作，面向全体学生，平等对待每一位学生，主动探索德育工作新路径，突出班级管理重要性，提高德育工作实效。经研究，自2016年起，在全校师生中开展“反校园欺凌”宣传教育周活动。现将有关事项安排如下：

一、 指导思想

认真贯彻落实践行社会主义核心价值观教育精神，深入开展“反校园欺凌”宣传教育活动，大力宣传普及反欺凌法治知识，充分认识开展学校反欺凌教育活动的重要意义，切实提高对校园欺凌危害的认识，进一步提高广大教职工和全体学生“反校园欺凌”的意识，构建平安友善，和谐稳定的校园环境。

二、活动时间

2016年5月16日-5月20日

二、 教育对象

本次教育活动主要面向全体教职员工和全体学生

四、活动内容

1、组织动员部署，召开教育动员会议，成立领导小组。

2、抓好学校领导对全体教职工的教育培训，然后对全体学生进行宣传教育。

3、加强校园环境的宣传教育。充分利用国旗下讲话、校会、班会、宣传语、板报、橱窗、显示屏等多种途径广

泛宣传，形成“反校园欺凌”震慑力。各班要分别在晨会、班会、思想课时渗透反欺凌教育宣传内容，开展“小手拉大手”活动，提高学生抵御欺凌的自我保护能力，预防校园欺凌事件发生，促进友善校园形成与发展。

4、学校健全“反校园欺凌”管理体系，加强法治教育，发挥法治副校长和“校园110”作用，注重心理咨询工作正常开展，每一个班级设立学生安全委员，各科任教师明确教育分工，班主任及时沟通掌握情况，特别关注少数人群，学校定期召开相关学生会议，有效疏导并及时处理问题。动员广大党员干部和优秀教师在活动中发挥模范带头作用，不断扩大宣传教育覆盖面。

5、加强家访工作及农村留守学困生跟单式家访的教科研关爱工作，始终坚持正确教育方向，探求有效教育途径和方法，提高活动成效，总结工作经验，坚决遏制校园欺凌现象的发生，促进学校德育工作水平不断提升。

6、建立长效机制。我们要结合实际把“反校园欺凌”教育立足于长期教育，开展形式多样的反欺凌宣传教育活动，并逐步构建“反校园欺凌”教育与师德教育、学生德育教育结合起来，建立长效教育机制。

Although I’ve had a busy school life in the past three years, getting along with such amazing classmates has made me the luckiest person in the world.

In one of those unforgettable days, we had a basketball game. During the tough time, I could feel that everyone in my class was so concentrated that our hearts were beating together fast. We brought the players not only encouragement but also some real help and skills. Though there were only three people on the front line, I knew it was 39 people fighting side by side and we would never give up. At last, we won the game. With great excitement, all of us jumped around and burst into tears.

There’s no doubt that we’ll always go through hard times together and I’ll never forget the happiness we shared. I love my school life with my lovely Class 3.

周一，我与同学们一同听了关于“校园欺凌”的讲座，这让我对“校园欺凌”的危害有了新的了解。

在和谐美好的校园中，同学们互相帮助，携手共同进步，这里充斥着欢乐与幸福，一切似乎都是那么美好，可是世间的万物都有着两端，有阴就有阳，有白就有黑，同样，有欢声笑语就有黑暗的剥削。“校园欺凌”听上去离我们很远。可是它时常发生在我们身边。

本应当和谐的校园为何总是发生欺凌事件，处于花季的少男少女为何喜欢用暴力来解决问题？这是我们每一位同学都应该去反思的。

“校园欺凌”并不是一朝一夕所形成的，而是家庭教育的欠缺、学校管理的不严格、青春期心智的不成熟。总结起来就分为两点：1环境。2自身。

现在的我们大多是独生子女，从小就在父母的过度溺爱中成长，造成了孩子以自我为中心这一心理。完事都会先为自己考虑，如果一旦不能满足他们的要求，便会以极端的方式来索取，从而就产生了“校园欺凌”这一行为。这就是生活环境所造成的影响。

而自身的影响是架立在环境之上的，就如同生物进化般，自私自立的思想将会在脑中生长、扩散、恶化，最终覆水难收。而“校园欺凌”的规模也会随之扩大。

因此，要想避免欺凌的发生，应从小树立正确的三观，学会换位思考。懂得“勿以恶小而为之，勿以善小而不为”的道理。

我相信，今后漫漫长夜将会被阳光所照亮，美丽的校园里将再次充满欢声笑语与朗朗书声，而“校园欺凌”这一邪恶的种子，将会被无尽黄沙所湮灭。

所谓“校园欺凌”就是以大欺小，以多欺少，以强凌弱，像这样的事例在我们的校园内外时有发生，让我的心情不免沉重。它不但会伤害你的身体，还会使一颗纯净的心灵走向弯曲，使人精神受到痛苦折磨，严重时，还会威胁你身边人的生命安全。这不仅违背了中华几千年来的传统美德——友善，而且不利于践行社会主义核心价值观，更重要的是极其容易伤害到同学们的身体心理以及家庭。

“友善”是人际交往中必须具备的道德规范，如果人们都能以“与人友善”的态度去处理日常生活中各种各样的人际关系，我们的生活都会充满阳光。如果你想做一个愉快的孩子，让自己的身边都充满欢乐，就用你一颗友善的心去对待他人。那么，在和别人打交道时，如何做到“与人为善”呢?

首先，要学会宽容。宽容就是人与人之间相处时能充分的理解他人、体谅他人，拥有宽阔的胸怀。同学们生活在一起，产生一点摩擦是正常的。在平时生活中，应该学会说：“对不起”。你可别小看这三个字，它的作用可大了，在处理同学关系时有着出奇的效果。但是矛盾发生后，应该学会忍、包容、体谅他人，不能斤斤计较，应该让矛盾迅速化解，也就是人们常说的：“退一步海阔天空”。所以，我们应该学会友善待人，使自己的周围充满欢乐。

I love my school so much, because of the beautiful environment. The first day I walk into the school, I am very impressed by the green trees and the colorful flowers. 对于近年来不时见诸报端的“校园欺凌”现象，《规划》提出，构建预防和惩治“校园欺凌”的有效机制，防范校园恶性安全事件。

在创建平安校园方面，《规划》明确，完善学校重大突发事件快速反应机制，健全学校安全管理制度，推进学校公共安全视频监控建设及联网应用工作，加强人防、物防、技防设施建设，确保学校食品、人身、设施和活动安全。

同时，要探索建立学生意外伤害援助制度，完善事故处理和涉校涉生矛盾纠纷仲裁、调解机制，依法维护学校正常教育教学秩序和师生合法权益。

青少年是祖国的未来，是民族的希望。维护青少年的合法权益，为青少年的健康成长提供一份沃土，撑起一片蓝天，是社会的责任，也是我们共同的职责。但是，由于受社会不良风气的影响，全国各地从小学到中学乃至大学出现了不同程度的校园暴力事件，并且有蔓延之势，甚至致人死亡等恶性案例有增无减。 同学之间正常的磕磕碰碰，小冲突小摩擦，混同于以强凌弱成性、拉帮结派成瘾的暴力摧残，这种暴力倾向已经严重影响了学们的正常生活和学习，身心健康也受到严重威胁，更削弱了学校的教育成果，应当引起家长、老师、社会、学校高度的重视。也许你我身边的校园还算稳定，谁也不敢保证这种恶劣的蔓延趋势会不会影响到我们身边的学校和学生。因此，我们呼吁全社会积极行动参与到反对校园暴力，拒绝社会冷漠的行动中。将我们身边还没有发生类似事件的情况下，重视防范于未然。

总结分析诱发校园暴力事件的频发，其主观上跟现在学校走向商业化，重视收益成果，淡化了对青少年的综合素质教育，其次同学生日聚会等进酒吧、卡拉OK、歌舞厅、电子游戏厅、网吧等场所影响和聚集成帮派，捷径了受校外不良青年交往的引诱等综合影响。客观因素也不排除收看和接触一些暴力影片，恐怖游戏，社会黑势力后缺乏定律和错误理解而盲目崇拜，拉帮结伙，形成帮派，导致演变为现实暴力的可能性。而弱者在受到威胁、恐吓和虐待时，担心被接二连三的打击报复，最终选择忍气吞声，

不敢向学校老师和家长讲述自己的遭遇。使得这些施暴者更加为所欲为，胆大包天的越演越恶劣。无形中把美好和谐的平安校园的同学之间形成暴力强势和弱势群体的的恶性差异，最终造成极大的社会恶劣影响，导致弱势一面的学生望校生畏，由此导致受虐学生因身心健康的摧残和心灵的阴影而精神失常的，或死亡的案例历历在目。

反对校园暴力，拒绝社会冷漠。我们都有孩子，我的孩子也会有孩子，我们应以高度社会责任感出发，有责任为下一代的健康成长倾注我们的爱，在当今青少年人生最重要转折点这个关键性阶段，随时面临校园暴力的威胁。我们更有义务维护校园平安，让青少年能拥有健康快乐，积极进取的良好心态，安心无忧的接受教育，丰富储备文化知识。呼吁全民动员，提倡关心关爱关注青少年的健康成长和良性发展。灌输引导我们身边的青少年要增强友爱互助意识。提高自身良好素质，热情帮助同学，增强应对困难、对抗邪恶的勇气，形成抵制校园暴力的合力。告诫我们的孩子认清这种暴力摧残同学的行为是可耻的，更是一种犯罪。将来会被社会所淘汰形式。还有更为重要的一个细节投入，就是我们的家长，若有孩子住读在校的，千万要记得，经常电话问候孩子，积极与孩子沟通，时刻关注孩子情绪变化，判断是否遭遇校园暴力的侵扰，必要时亲自去学校观察，叮嘱孩子遭遇暴力时，要勇敢的大声呼救，事后火速告诉家长和老师。同样告诫孩子千万远离参与校园暴力行为。

而我们的人民教师在日常工作中也相对提高洞察力，时刻关注自己学生的变化，发现苗头不对劲时，要主动和学生交流沟通。鼓励学生勇敢站出来对校园暴力说不，并积极揭发。

如何将这种暴力行为控制在萌芽状态并彻底解决，这项工作除了更全面完善各项教育措施和奖罚条令条款，必须得到我们的家长、老师和社会团体、各界部门等积极响应，热心配合，铭记防范于未然的重要性，做好表率对他们进行健康引导，提高我们的孩子和身边青少年防范校园暴力意识，增强抵制校园暴力能力。把握正确人生观。加强科学文化知识学习，培养良好的兴趣、爱好，磨炼意志，陶冶情操，立志做新时期有用青年而共同努力。

反校园欺凌倡议书 校园欺凌已经变成一个严重的社会问题，拒绝校园欺凌迫在眉睫。在此向每位同学发出倡议和呼吁：

1.校园小霸王们，请停止你们的欺凌行为!请停止威胁恐吓等语音攻击和拳打脚踢等欺凌行为，欺凌并不能赢得尊重!校园欺凌，害人害己!若想赢得同学们的敬佩，不如从小霸王变成小学霸!

当然，这并不是说家庭在解决校园欺凌的过程中不重要，相反它是异常重要的。我国从国家层面的治理，只能是完善制度与相关法规，更多肯定是一种事后惩罚来建立起约束。但是，欺凌通常含有情感在里面，比如侮辱与受辱，侮辱他人的人，其家庭教育水平与质量是可想而知的;而受辱的人，尤其是任由别人欺凌的孩子，其中一些也带有懦弱的特征，并不敢反抗或是大声说出来，这在某种程度上也是家庭教育的一种缺失，可能因为小的时候并未重视给孩子诉说的权利，又或是家长对孩子的日常关心不够，须知，一些校园欺凌是反复性的。

我们认为，解决校园欺凌，需要多管齐下，首先通过专项治理收集各种常见问题，尽快推进完善立法与严格执法。同时，家庭教育缺失的应该尽快弥补，比如进城务工家庭身后的留守孩子。存在暴力教育的家庭教育则需要更新理念，从小应该对孩子进行一定的公民教育，友爱、平等与尊重教育应该得到重视。另外，校园也应该在尊重教育方面发力，首先做到老师尊重每一个孩子，以身作则，同时不仅是关心他们的学习，也包括情感与内心世界。校园欺凌只是一个现象，它的成因有很多，从这些原因入手解决问题效果会事半功倍。

事实上，中国社会越来越多的呼声要求制定反校园暴力法，不能因为是未成年人就不用负法律责任，任何人只要触犯刑律并造成严重后果，都应该依法追究刑事责任。现在的趋势是，校园暴力越来越具有炫耀性，通过欺凌或殴打别人并制作和传播视频进行炫耀，目前法律的缺失只会鼓励一些人在校园施暴，甚至越来越残忍。而人们也往往引用美国的法律进行对比，一些中国法律留学生在美国欺凌同学，受到了严重的处罚，需要付出数年乃至十数年的牢狱之灾。

光靠家庭或校园教育难以遏制这股校园霸凌的歪风，专项治理也只能起到暂时的约束，减少校园暴力应该降低我国刑事责任年龄的下限，让那些施暴者付出代价。
