一、走近校园欺凌

校园本是静美之所，然而这片静土也染上了血腥。如果任由这种校园欺凌发展下去，那无疑会在青少年中间造成一种不良的暗示：邪恶比正义更有力量，武力比智力更有价值。这是相当危险的，所以要拒绝校园欺凌。

校园欺凌的最可怕之处在于其施暴者是孩子，而受害者也是孩子。对施暴者来说，其过早染指了不良恶习，日后的成长令人担忧。而对受害者来说，这样的经历无疑是一场梦魇，很容易留下永久的伤痕。列举一些校园欺凌事件：

2015年5月22日媒体曝光，安徽怀远县火星小学13岁的副班长小赐因为拥有检查作业、监督背书的权力，向另外6个孩子要钱。钱没给够，就逼迫他们喝尿吃粪。

2015年6月10日上午，16岁的永泰县东洋中学初三学生小黄，在结束中考语文科目考试后，难以忍着剧烈腹痛继续参加中考，这才向父母道出了一个藏掖4年多的秘密：自小学五年级起，他就经常被其他同学无故殴打。8日晚，小黄再次遭同班同学夏某、林某和张某围殴，忍痛2天后被送医，却被发现脾脏出血严重，于11日晚，经手术切除了脾脏。

2015年6月21日，江西永新县发生一起多人围殴女生事件，受到网友广泛关注。据了解此次涉事女生有9人，其中小学生有2人，中学生4人，3人已辍学。她们年龄都在12至16岁之间，其中涉案人员刘某被刑拘。

二、分析校园欺凌产生的原因

校园欺凌的产生原因比较复杂，受多方面的影响。有家庭原因，有社会因素，也与教育工作者和学校管理有关。调查中发现，仅从施暴者自身来看，主要原因有以下几个方面：

第一、学习压力大，无法通过正常渠道排解。

第二、 第二、心理不健康，精神空虚。

第三、传媒渲染(网络、电视、电影、广播、报刊等)，社会暴力文化的影响。

三、校园欺凌带来的危害

校园欺凌在很多人的心里都留下很深的烙印。这种不良影响，不仅仅体现在受害者，也使施暴者的心灵成长和社会前途中增添了大量的阻力。 对于施暴者而言：给他人带来伤害，要承担治疗甚至赔偿费用，要受到学校老师严肃批评教育，甚至无法继续完成学业。他们的行为很难获得社会(主要是学校和家庭)的认可，那些常在中小学打架，特别是加入到暴力帮派的学生，很多最终都走上犯罪道路。 对于受害者而言：带来肉体损伤甚至残疾;易造成性格懦弱、自卑，缺乏信心和勇气;造成心灵的阴影和伤害;厌学甚至辍学。

四、如何预防校园欺凌

校园欺凌常见情形：

1.索要钱物，不给就拳脚相加;

2.以大欺小，以众欺寡;

3.为了一点小事，大打出手;

4.同学之间因“义气”之争;

5.不堪长期受辱，以暴制暴。

预防欺凌的办法：

第一，不能“怕”字当头。在遇到勒索、敲诈和殴打时不害怕，要敢于抗争。因为这些拦截的不良少年大多和受害者同龄，他们所实行的第一次拦截往往都是一种试探。如果此时在心理上就被对方所压倒，任其欺压，那么这样的第一次妥协其实就纵容、鼓励了拦截者，就会带来了更不良的后果。因而，有效防范校园欺凌的第一要诀就是“不怕”。但是要注意避免激发对方欺凌升级，导致眼前吃亏。

第二、要及时报告。我们也要认识到勒索、敲诈经常是同欺凌紧密联系的，我们提倡在“不怕”的前提下与之抗争，但不意味着逞一时之勇，反而造成不必要的伤害。因此，在遇到勒索、敲诈后要及时向学校、家长报告。第一次遇到拦截后的表现是十分重要的。无论对方的目的是否得逞，如果一味害怕而忍气吞声，或是不想宣扬，相反的会在无形中助长了对方的气焰，使得对方以为你软弱可欺，往往会导致新的勒索、敲诈和殴打事件的发生。

第三、要搞好人际关系，强化自我保护意识。这也是防范校园欺凌的一条途径。一个有广泛、良好人际关系的学生，就不容易成为勒索、敲诈和殴打的对象。

第四、要慎重择友。要对学生的交友进行教育，鼓励多交品德好的朋友，多交“益友”，不交“损友”，对已经受到暴力侵害的朋友要多安慰，但不宜鼓动或煽动其找人来报复，以免引起更大的争端。

课堂小结

校园本应是我们学习知识、接受教育的地方，但频频出现的校园欺凌却打破了校园应有的宁静。我们青少年共同生活在一起，就应当互相帮助、互相谅解、互相包容，让我们远离校园欺凌，做个健康阳光的学生。

“青春期是个体探寻自我安全边界的阶段，具体表现为个体时不时做出包括校园欺凌在内的一些出格的举动，此时如果行为人受到家庭、学校或者社会正确的引导及适度的干预、疏导、惩罚，会起到良好的矫治作用，会让个体人格更加健康，从而遏制、大大减少校园欺凌行为的发生。”汤平说。

结合自己多年教育和心理咨询工作经验，建议各级教育主管部门和各类学校要重视专业化的心理健康辅导教师队伍建设，加强对学生的心理健康状况的辅导和甄别，一旦发现有暴力倾向或者被暴力倾向的学生，要及早进行干预，心理健康辅导老师处理不了的，要及时转介给专业机构；学校对于触犯校纪校规乃至国家法律法规的学生要依法依规及时处理，防止这类学生的行为错误升级。同时，不断提升班主任和科任教师的教育水平，防止因为教师的原因而孤立个别学生，比如，有的老师会经常性地批评甚至取笑学习成绩不好、做作业不认真的学生，从而使其成为校园欺凌的潜在对象。

2002年，教育部印发了《中小学心理健康教育指导纲要》。2012年12月7日，《中小学心理健康教育指导纲要（2012年修订）》颁布施行。2015年，教育部印发《中小学心理辅导室建设指南》，要求各中小学校建设心理辅导室，至少应配备一名专职或兼职心理健康教育教师。记者通过调查了解到，在上述规范性文件要求的基础上，各地中小学不断加大心理健康教育工作力度。然而，各中小学校对此项工作的重视程度和心理健康辅导老师的专业化水平差别较大，实际情况不容乐观。

“心理健康辅导具有很强的专业性，实践中要避免用思想政治教育课的模式去操作。”汤平说。同时，她建议，对欺凌者和被欺凌者都需要进行心理辅导。

“被欺凌者往往对求助目标、求助地方以及求助方式不明确。建立预防欺凌热线电话，让受欺凌学生能够第一时间得到帮助。”徐光兴建议。

临近采访结束，李安向记者透露，他曾制作了50集普法动画剧，故事情节主要围绕青少年暴力、犯罪行为来展开，运用生动形象的动画形式，使法律意识深入青少年内心。他将上述普法动画剧赠予一些学校和家长，并且获得他们的一致认可。但是，因学校和家长更注重文化课，渐渐地他们认为，观看普法动画剧消耗学生精力，因而并没有留给学生足够的观看时间。

“从根本上减少欺凌行为，并不是简单地传授学生法律知识。课堂上不仅应有与法律相关课程的一席之地，授课方式更应有所创新。”

近年来，校园欺凌事件频发，有勒索钱物，还有辱骂殴打，更有脱衣扇耳，暴力程度令人震惊，受到了基层群众的广泛关注。针对该问题，基层干部群众提出多项建议。

完善相关法律法规。目前，我国处理校园欺凌只能援引《治安处罚法》《民法通则》《未成年人保护法》等处理。而实际处罚很少，力度也不够，有的只是赔钱了事，不足以对此现象产生震慑。因此，需尽快制定专门的反校园欺凌法规，明确监护人、学校、社区、公安、司法等的职责；同时司法机关应加大对典型的校园欺凌案件的惩罚力度，各方形成合力，预防和减少校园欺凌的发生。

强化舆论宣传，设立“反校园欺凌宣传周”。在保护隐私的前提下，披露欺凌行为，形成强大的社会舆论压力，引起家长、老师对教育欺凌事件的重视。同时，通过设立“反校园欺凌宣传周”，集中开展各种宣传教育活动，提升学生的法律意识、自我保护意识等。

家庭、学校、社区及公安加强协作。家长要重视道德教育，注重家教，注重家风，教育孩子要遵纪守法，违反法纪要承担责任。落实学校分管副校长职责，切实增强学生遵纪守法的观念，同时要充分发挥校规校纪对校园欺凌行为的惩戒作用。学校应成立心理咨询室，心理辅导老师要及时疏导学生的心理问题。在校园范围内应普遍安装监控摄像头，不留死角。学校应和家长、社区、公安等共同成立反校园欺凌小组,专门负责预防和处理校园欺凌问题，畅通学生申诉渠道。

净化影视、游戏及网络空间。相关管理部门应加强对影视、游戏及网络中的暴力、欺凌、色情等内容的审查管理，减少其对学生的不良影响。同时，大力弘扬社会主义核心价值观，树立先进典型，使学生在潜移默化中实现道德素养的提升。

要求各校成立校园欺凌预防工作委员会，整合家庭和社会资源，成立一支由校级领导、职能部门代表、学生代表、家长代表、社区代表、学校法制副校长等组成的工作小组，共同协作，明确职责，专门负责管理校园欺凌问题。同时，该市重点在建立健全机制上着手，要求各县（区）教育局、各市属学校建立校园反欺凌预警机制，通过公益广告、宣传橱窗、电子屏等形式对校园反欺凌进行宣传，做到早发现、早报告、早控制、早解决，把校园欺凌事件控制在萌芽状态；建立安全联络员机制，每个班级指定专人作为安全联络员，主要负责收集本班学生矛盾、团体关系等不稳定因素，了解学生思想动态，并将收集到的信息及时反馈给班主任，信息收集情况实行“周收集、月通报、年考评”；建立校园反欺凌应急机制，包括早期预警、及时上报、事中处理以及事后心理干预等全方位机制，做到在校园欺凌事件发生后，各部门、各处室能形成合力，确保发现、报告、指挥、处置等环节的紧密衔接，做到快速反应、科学应对、果断处置；建立校园反欺凌考核机制，将校园欺凌行为防治、反欺凌工作等纳入学校优秀班级、班主任、德育导师考核中，学校的欺凌行为综合治理情况纳入市、县（区）美丽校园、平安校园、生态校园的考核中。

4月29日9点40分，江苏省泰兴市一名47岁男子持刀冲入一幼儿园，疯狂砍伤31人，其中28名幼儿，2名教师，1名保安。

4月30日，山东潍坊一男子闯入尚庄小学，用铁锤打伤5名学生后当场自焚。
