近年来，校园欺凌案频发。据统计，仅20XX年，媒体报道的具有一定社会影响的校园暴力事件就有近百起，其中以发生在未成年学生之间的居多。

国务院教育督导委员会办公室日前印发通知，要求各地中小学校针对发生在学生之间，蓄意或恶意通过肢体、语言及网络等手段，实施欺负、侮辱造成伤害的校园欺凌进行专项治理。这是国家决策层部署治理校园欺凌的积极应对之策，顺应形势需要，符合社会期待。

但是，要从源头上防范校园欺凌，仅靠一纸公文发力永远不够，而要采取法治的方式根除校园欺凌的顽疾。特别是教育部门要严格贯彻落实党的十八届四中全会关于在中小学设立法治知识课程的决定，把法治教育纳入国民教育体系，精心设计针对不同年龄阶段学生的法治教材;采取以案说法、模拟法庭等生动浅显的方式向学生开展普法宣传;在校园中大力建设法治文化，引导学生从小养成遵法守法的良好习惯。

另一方面，对于已经超出政策治理范围的校园欺凌案件，一定要依法处置、依法追责。调解、教育、感化、挽救等特色手段对化解未成年人之间的矛盾起到了一定积极作用。但是，如果已经触及刑法的未成年人案件一律都被大事化小、小事化了，不仅会损害法律的严肃性、震慑性，还有违法律的公平正义原则。因此，所有涉及犯罪的校园欺凌案件，都必须严格坚持以事实为依据、以法律为准绳，既体现宽严相济，又绝不突破法律底线，从司法上防范类似事件的发生。

各位老师、同学们、大家上午好!今天我讲话的题目是“反对校园欺凌,共建和谐校园”。讲三个方面：

1.什么是校园欺凌。所谓“校园欺凌”就是以大欺小，以多欺少，以强凌弱，像这样的事例在校园内曾经出现过，如向低年级学生索取钱物，不给就打，两个同学发生小矛盾，找高年级学生帮忙等等。一旦发生这样的事情，它不但会伤害孩子的身体，还会使一颗纯净的心灵蒙上阴影，严重时，还会威胁人生安全。

2.为什么要治理校园欺凌。因为欺凌现象在有的地方时有发生，已经严重影响了孩子的身心健康，给社会带来恶劣影响，违背了中华几千年来的传统美德——友善，而且和社会主义核心价值观是背道而驰的，国家教育部非常重视孩子的健康成长，专门出台文件专项治理校园欺凌，严厉打击校园欺凌现象。

3.作为学生的我们，如何做好防范呢?首先，要学会宽容。宽容就是人与人之间相处时能充分的理解他人、体谅他人，拥有宽阔的胸怀。同学们生活在一起是一张缘分，万一产生一点摩擦是正常的。要学会说：“对不起”。我们千万不要小看这三个字，它的作用很大，在处理同学关系时有着出奇的效果。但是矛盾发生后，应该学会包容、体谅他人，不能斤斤计较，应该让矛盾迅速化解，也就是：“退一步海阔天空”。所以，我们应该学会友善待人。其次，学会正确处理同学间欺凌现象。要明白宽容友善不是无原则的饶恕和纵容，当你发现别人或自己受到欺凌时，首先应该及时寻求老师、家长、甚至警察的帮助，用正确的方式处理同学间的矛盾和冲突，而不是惧怕、隐瞒，一味容忍只会助长对方的气焰，得寸进尺，让事态进一步扩大。

史卫忠介绍，检察机关在办案中，对实施严重危害社会行为，但未达到刑事责任年龄的未成年人，会严格按照刑法第17条第4款的规定，会同公安机关责令其监护人严加管教、必要时交由政府收容教养。他坦言：“我国对这一类未成年人的干预矫正，还存在法律规定过于原则、特殊学校发挥作用有限、缺乏有效矫正手段等问题。”

3、掌握防卫方法。一是要看好自家门，宿舍门要随时关好，钱财要妥善保管;二是外出要请假，夜行要结伴，让同学老师知道你去哪里，或者遇到问题有个照应，防止犯罪分子袭击;二是同学们应该学习《未成年人保护法》，明确青少年在哪些方面应受到保护。在受人欺侮，遇到危险或可能发生危险时，要主动、及时地与老师、家长、公安人员取得联系，积极争取学校、社会和家庭的保护和帮助。发生事情后要学会用法律保护自己，要大胆揭发坏人坏事，不要姑息养奸。

总之，抓好青少年法制教育，是民主法制建设的基础性工作，国民素质的提高，社会经济文化的发展，民主与法制的推进，这都寄希望于广大的青少年。为推进青少年的法制教育的深入开展，全社会都应当行动起来，与时俱进，开拓创新，共同托起明天的太阳。

Everyday we go to our beautiful school in spite of rain or shine. We’ll spend a whole day in school. In the morning, we come to school. Most of us get up earlier to avoid our names to be listed. But of course, there are few students who have no time concept and are always late.

With the ring for break throughout the schoolyard, we all become as lively as monkeys! Some of us run or jump in the playground, some skip ropes, play badminton, kick shuttlecock, read some books and the others sit around and chat with each other cheerfully . Recently, we’ll have a sports meeting in our school.

So some of the students are very excited about that and they practice a lot.
