1、开展统一规划，全面推进国内重要矿产资源勘查，建立重点资源基地。地质矿产资源的多少及其分布是决定国家未来能否可持续发展的重要因素之一，国家要加强地质矿产资的调查工作。在此基础上，制定完善相应的法律法规，对现有矿山企业的资源利用情况，资源的适度、合理开发情况，以及资源回收率等进行国家干预的内容。避免目前有些生产单位一味求大求快、片面追求眼前经济效益、“吃肥丢瘦”，导致资源回收率过低，国家资源的大量损失和浪费问题。各种矿产资源的调查工作应当协调进行，如煤层气的调查和煤炭储量与煤炭品质的调查工作的协调;煤炭与煤系地层伴生建筑材料调查工作的协调等，以避免相似工作的重复，造成人力、物力的浪费和损失。

2、自然矿产资源是保证国家机器正常运转的血液，多种形式经营开发必须有度，必须保证矿产资源的国有属性。坚决制止外资(特别是日本资金)的介入应当做为一种长期国策。民营资本的介入也应适度，避免前期那种小煤窑、不矿井遍地开花式的有水快流，造成资源的大最浪费。

森林是对人类有意的，可以紧固水土，抵抗飞沙，降低噪音，净化空气，如果森林被滥砍滥伐，那么人类将很难生存。

人类正以每小时24平方千米的速度来砍伐森林。假设中国人每人每餐使用一双一次性筷子，一年就会用14235亿双筷子，将砍伐510亿棵生长了60年以上的树。这样很快将中国的森林砍光。

由此，我向您提出一点不太成熟的建议：

4、要发展“以种树为荣，以砍树为耻”的理念。

5、分类回收，循环利用。据我所知，一吨纸可以拆墨回收850千克纸。
