1、开展统一规划，全面推进国内重要矿产资源勘查，建立重点资源基地。地质矿产资源的多少及其分布是决定国家未来能否可持续发展的重要因素之一，国家要加强地质矿产资的调查工作。在此基础上，制定完善相应的法律法规，对现有矿山企业的资源利用情况，资源的适度、合理开发情况，以及资源回收率等进行国家干预的内容。避免目前有些生产单位一味求大求快、片面追求眼前经济效益、“吃肥丢瘦”，导致资源回收率过低，国家资源的大量损失和浪费问题。各种矿产资源的调查工作应当协调进行，如煤层气的调查和煤炭储量与煤炭品质的调查工作的协调;煤炭与煤系地层伴生建筑材料调查工作的协调等，以避免相似工作的重复，造成人力、物力的浪费和损失。

2、自然矿产资源是保证国家机器正常运转的血液，多种形式经营开发必须有度，必须保证矿产资源的国有属性。坚决制止外资(特别是日本资金)的介入应当做为一种长期国策。民营资本的介入也应适度，避免前期那种小煤窑、不矿井遍地开花式的有水快流，造成资源的大最浪费。

3、自然资源的开发应遵从经济、适度的原则，盲目扩大矿井的生产能力，盲目改扩矿井是不宜提倡的。随着社会进步与社会发展，人们对自然资源的需要也会越来越多。为了适应这种需要，应在提高资源利用率(提高煤炭使用热效率)上下功夫，而不应单靠提高产量来满足这种需求。2004年我国的煤炭产量已达17亿吨左右，计划近年要达到23亿吨，按目前这样的政策与资源回收水平，本应当是我们能留给后代的自然资源就会被我们很快地“消灭”光了。

4、大型或重要的矿产资源的开发和论证、以及重大矿山安全事故的责任论证等，除国土资源部门、地质矿产部门以及各级政府参与外，人大、政协也应参与监督，加强论证的公正性。
