3必须合理开发水资源，避免水资源破坏。长期以来，大多数人们普遍认为水是取之不尽，用之不竭的“聚宝盆”。其实，地球上的水资源并不是取之不尽的尤其是我国的人均水资源并不丰富，地区分布也不均匀，而且年内变化莫测，年际差别很大，再加上污染严重，造成水源更加紧缺的状况。所以说，人们一定要建立起水资源危机意识，把节约水资源作为我们自觉的行为准则，采取多种形式进行水资源警示教育。
