近期，利用手机短信、电话和网络等通信手段实施电信诈骗犯罪活动日益突出，而随着技术的发展，诈骗手段也在不断翻新，让越来越多的人“中招”。下面将电信诈骗主要采取的犯罪手段和防骗常识介绍如下：

一、电信诈骗12种手段

1.法院传票

冒充法院的名义，电话通知市民要出庭应诉。此类诈骗电话一般都是打到当事人家中或单位的固定电话，要求接电话的当事人领取诉讼传票。理由多为：因名下信用卡有巨额透支被银行起诉、当事人涉嫌经济犯罪等。上述内容都是由一段电话录音播出，并指示当事人按键进入下一级内容。进入下一级后，有冒充法院的工作人员先以事主涉案为由进行恐吓，最后以提供“公证账户”为由，要求当事人将名下存款转入其提供的诈骗账户。

2.购车退税

“我是××税务局(财政局、车管所)，现在国家下调了购车附加税率(购房契税)，向你退还税金”。犯罪分子冒充税务等国家工作人员，让你提供银行卡号直接通过银行ATM机转账获取税款。当你到银行ATM机后，犯罪分子称自助银行退税系统只支持英文界面，让你按照犯罪分子电话提示操作，然后借机划走你的钱。

3.“猜猜我是谁”

“喂，猜猜我是谁?我是你老朋友!”犯罪分子先拨通你电话，让当事人“猜猜我是谁”，当事人往往碍于情面在自己的亲友中联想猜测对方身份，此时犯罪分子顺势答应，并称近期要来看望当事人，为下一步诈骗作铺垫。次日再编来看望当事人的途中出车祸、嫖娼、吸毒被抓被发现等谎言向受害人借钱，让当事人汇钱到指定账户。

4.短信直接汇款

“请把钱直接汇到××银行账号就可以了……”犯罪分子往往大批群发此类短信，撞大运，骗一个是一个。

5.无担保贷款

“免费提供长期贷款，无担保，立等可办。电话……”犯罪分子通过手机短信或者报纸、网站发布信息，如果你与之联系，他会声称贷款必须先付保证金或者部分利息，并要求你自己办理一张银行卡，先打一笔钱到“企业验资款”在账户上，证明企业的还款能力，然后开通电话查询功能供他查询。而实际上犯罪分子利用新办银行卡的初始密码就把钱转走了。

6.盗QQ冒充熟人

通常是冒名顶替向事主的QQ好友借钱，如果对方没有识破很容易上当。需要您特别当心的是一些冒充熟人的网络视频诈骗，犯罪分子通过盗取图像的方式用“视频”与您聊天，您可千万别上当，遇上这种情况，最好先与朋友通一下电话，防止被骗。

7.虚假中奖

“恭喜您获得××公司十周年庆典抽奖活动特等奖……”犯罪分子通过邮件、网络等途径，向你随机发送虚假中奖信息(刮刮卡)，当你拨通电话号码后，会有人千方百计说服你缴纳“手续费、保证金、税费”等。

8.“入会”服务

“电脑预测彩票中奖号码，推荐代炒股票保证盈利，不赚不收费。”犯罪分子利用你的投机心理，花言巧语劝你“入会”，借机收取会员费、服务费等。

9.钓鱼网站

犯罪分子会在购物网站放置精美的商品低价出售，然后在一旁设置各大银行等金融机构的链接图标，当你点击时，就进入了跟上述机构一模一样的假冒网页盗取你的网银账号和密码，然后盗取你的钱。另一种方式则是放置一些明显低于市场价的热门产品，让你通过网上银行交纳费用。

10.恐吓敲诈

“我是黑社会的，受人之托，要你身体的某个部位，要想消灾，汇笔钱到……”犯罪分子随机拨打你的手机，恐吓你破财免灾。

11.编造亲人、朋友事故

比如以打电话谎称孩子被绑架或在外受意外伤害、突发急病要求汇款为名进行诈骗。许多家长往往救子心切，未经核实，便把钱汇到嫌疑人指定的银行账户上。

12.网上和电话交友

犯罪嫌疑人利用网络和报纸等刊登个人条件优越的交友信息，吸引事主，在通过网络和电话沟通中，甜言蜜语蒙惑事主上当。

二、防骗秘笈 ——不听、不信、不转账、不汇款

1.公安局、检察院和法院绝对不会使用打电话的方式开展案件侦查等工作，也不会打电话给群众下“传票”，提供所谓的“安全账户”。如对方称是某法院或公安局民警，可以拨打110报案。

2.催缴电话费是电信部门的正常客服服务，是不可能直接转接公、检、法机关等执法部门的。

3.对冒充各类工作人员直接打电话诈骗的，一定要注意来电显示上的电话类型，对于一些不熟悉，不像是正常座机手机号码的电话，尤其是电话前带有“00019”的号码不要理睬。

4.任何通过电话、短信要求您进行银行转账、汇款的，千万不要轻信。

5.要提醒在家里的中老年人，要保守好家庭以及个人的各类信息，如银行账号、家庭住址等。中老年人遇到不明白的事不要急于做决定，要先和家人联系、沟通，防止受骗。

6.认真审视每一条信息和每一个来电，不轻信他人之言，遇事多与家人协商或以直接回拨号码等形式进行甄别。

希望大家看此案例后，提高警惕，遇见此类事件及时报案，不给犯罪分子可乘之机，确保财产安全。

你们好！

今天我演讲的题目是《祖国在我心中》。

“我爱我的祖国，爱我的人民，离开了她，离开了他们，我就无法生存，更无法写作。”这句爱国名言出自伟大的作者巴金口中。让我自已想想，如果没有现在的新中国，就没有现在的大民族。黄河是我们的母亲河，它的颜色是我们中国的象征，无论你走到哪里，你就可以骄傲地说：“我有一身黄色的皮肤，我来自中国。”

我国还有四大之最：世界最长的古代防御工事——万里长城，世界最高的咸水湖——纳木错，世界最高峰——珠穆朗玛峰，世界最低盆地——新疆吐鲁番盆地。还有我国的四大名着《红楼梦》，《三国演义》，《水浒传》，《西游记》。都是我们中国的成就。

但是这些成就的背后，有一段屈辱的历史，是一条条不平等的条约，一箱箱鸦片磨灭了中国人的精神，是外族侵略者让中国战火纷飞。而一个个中华儿女渐渐崛起，林则徐将多少人从鸦片中拯救，岳飞将一个个可恶的侵略者打退……他们都在为中国奋斗着，我们应该将他们铭记在心。

而我们现在要做的是，好好学习，树立远大理想，长大干出一番事业，为祖国争光，祖国应你们而感到自豪。

掀开摞摞发黄的历史，在白骨累累的中国近代史上我们看到一个个举着明晃晃钢刀的刽子手，一只只满口;鲜血的吸血蝙蝠，一头啮着血淋淋心肺的豺狼，一群群叼着头颅的鹰犬和一淌淌鲜艳刺目的血!

这是民族的耻辱。让受苦受难，受辱受虐的中国人的血不再白流，是老一辈仁人志士的不懈追求，他们奇迹般地走过了二万五千里长征，经历了×年抗战，迎来新中国的建立……。

历史又翻到今日。新的仇恨，新的血泪又涌现在我们眼前：××年×月×日一对新婚不久的中国青年夫妇倒在南斯拉夫的血泊中;××年×月一位优秀的中国飞行员为了祖国尊严血洒南海上空……。

同学们，我们能无动于衷吗?我们能让鲜血再洒在中国历史的十字架上吗?我们能让闪着寒光的刺刀再刺向中国人吗?

不!决不!血、泪、仇。我们记住了，永远地记住了。让我们化作冬雨，将南斯拉夫的血场刷清。让我们化作精卫，将汹涌的大海填平……。

雪耻复仇，为中华民族伟大复兴，我们这一代中国青少年责无旁贷!

然而，我们许多少年人将自已民族的新仇旧恨忘掉了，将“五四”青年匍匐喋血，在血泪中仍高喊祖国万岁的那一刻忘记，将日本刽子手在南京城中狞笑着举起钢刀的那一刻忘记了……同学们如果我们沉溺在享乐之中将学习荒毁了，将前程荒毁了，将民族兴衰抛置脑后……这是一种毁灭，一种自我毁灭。

鲁迅先生穷其一生智慧，“我以我血荐轩辕”唤醒了刀俎上的中国人，我们的前辈树立“为中华之崛起而读书”的理想，以天下安危为已任，前仆后继，建立了新中国。

作为新时代的青年人，我们怎能放任自流，荒毁一生置民族大业于不顾?否则，枉为炎黄子孙!

梁启超曾高瞻远瞩地指出：少年强，则国强;少年富，则国富;少年屹立于世界，则国屹立于世界!

自古英雄出少年。在当今世界的残酷竞争中，中国青少年能否肩负起民族振兴和洗刷国耻的任务，直接关系到中国将来的命运。

我们的老师学识渊博、温文尔雅、谦和真诚、勤奋敬业、任劳任怨。

我们青春焕发、热血沸腾。摆脱幼稚走向了成熟，不再藏到父母宽大的羽翼下避风躲雨，而是如那高傲的海燕，渴望暴风雨，敢于战斗。我们虽然无需面对国土的沦丧，无需承受战火硝烟，但是我们可能要阻挡不期而来的洪水，抗击非典，预防禽流感，我们的飞船要上天，我们的足球要获胜，我们要研究转基因，我们要征服沙尘暴，我们要保护环境、维护世界和平……毋容置疑，我们这些祖国未来的建设者和接班人，肩负重担、义不容辞、任重道远。为了祖国的繁荣、民族的兴旺，今天的我们用激情点燃希望之火，用青春汗水浇灌成功之花。勤奋学习、奋力拼搏，是我们初中生活不变的主题。“三分天注定，七分靠打拼。”也许会受挫，也许会失败，但是，“不经历风雨怎么见彩虹”远航的水手告诉我们“风雨中，这点痛算什么，擦干泪，不要问，至少我们还有梦。”

努力吧!奋斗吧!中国青少年。为我们开辟民族复兴的新蓝天……

希腊是一个文明古国。在古希腊，人们常常爱聚一起进行辩论。在辩论中大家都争着上台发表演说。有的人知识渊博，又有雄辩的口才演说家，旁证博引，说古论今、滔滔不绝、听众越听越是爱听，于是，人们就称这样的人是演说家。

德摩斯梯尼是古希腊最有名的大演说家。人们都征服他知识渊博，口才好，每次演说，都能征服听众的心。

可是你们相信吗?这样一位有名的演说家，曾经一是一个口吃者。口吃就是人们平时所说的“结巴”。说话不流利，结结巴巴的人怎么能成为能言善辩的演说家呢?但是德摩斯梯尼做到了，而且做得非常出色。

德摩斯梯尼从小喜欢学习，知识很丰富，他很想成为演说家，但是他登台演说时，原来平静的听众一下子就烦燥起来，台下乱哄哄的一片，有的人索性在台下喊起来，轰他下台。

德摩斯梯尼演知道自己失败了，内心十分痛苦，但是他不灰心，下决心克服自己的弱点，一定要成为一个有名的演说家。

从那以后每天清晨天刚蒙蒙亮，德摩斯梯尼就立即起床跑步上山，他一边爬山，一边呼喊，尽量使自己的声音传的远些，更远些。怕上了山顶，他就迎风站立，把树木当听众，打着手势作长篇演说，他讲的十分认真，就想眼前有许多听众一样。

为了使口吃清楚，德摩斯梯尼还经常含着小石子练习讲话。它的口腔被小石子磨破了，留出了血，可是他还是不停地练。

他经常去看话剧，仔细看演员在台上表演时，怎样讲话，怎样用手势，怎样表达感情，回来练习演说时，他就像演员那样注入自己的感情。

德摩斯梯尼一年后终于纠正了自己的口吃毛病，一面又拼命地看书学习，不断提增加的知识，他博览群书，有时手里拿着书就高声地朗读起来，读了一遍又一遍，直到读的口齿清楚，发音正确为止。

德摩斯梯尼就这样苦苦连了很多，忠于克服了说话的障碍。

当他再次登台演说时，他声音洪亮，口齿清晰，语调优雅，姿态潇洒，妙语连珠、滔滔不绝，台下的听众完全被征服了。当他演说结束时，全场热烈欢呼，祝贺他演说成功，德摩斯梯尼终于从一个结巴而成为一个真正演说家。

德摩斯梯尼的成功，告诉了人们这样一个真理：有志者事竟成。

大家上午好，今天我在国旗下讲话的题目是：光荣啊——少先队员。

在十月里，我们刚刚送走一个神圣而伟大的节日——祖国母亲xx周岁的生日，今天，又迎来了一个是属于我们自己的节日，大家知道是什么节日吗?10月13日------一个和祖国母亲生日一样特别的日子：中国少年先锋队建队日。同学们,有了这两个日子,秋高气爽的十月变得火热,灿烂金黄的十月变得火红,于是十月,我们便多了一份期望在心中,多了一份祝福可传送。

中国少年先锋队是在中国共产党领导下建立的儿童组织。1949年新中国成立后，在10月13日又建立了中国少年儿童队，1953年6月改名为中国少年先锋队。光阴似箭，初入小学，老师为我们佩带鲜艳红领巾的那一幕还历历在目，同学们“好好学习，天天向上!”的誓言还回荡耳际。 。今天，鲜艳的领巾，依然映红我们稚嫩的脸庞;星星火炬，仍指引着我们前进的方向。红领巾，那是英雄先烈们鲜血的凝聚，她永远是我们胸前最亮丽的色彩。“准备着”不仅仅是口号，更是行动。亲爱的队员们，愿你们胸前的红领巾更红更艳，愿你们的雄心壮志更高更远。认认真真学习、规规矩矩写字、堂堂正正做人。

最后我想说的是：让我们一起抓住希望的机遇，撑起命运之舟，托起明天之阳，为少先队的未来而努力!让明天为我们骄傲!让希小因我们而自豪。

几年前，人们还把手机称呼为“大哥大”，传呼机称呼为“BB机”，能够使它、拥有它，是件多么值得令人炫耀的事情，似乎这就是金钱和地位的象征，是“大款”和“时髦”的代名词。而在今天，在科学飞速发展的今天，电话已经普及到千家万户，从公司白领，到普通菜农，甚至是废品收购员，对它的依赖都是与日俱增。它占据的地位越来越重要，已成为人们生活、工作沟通的重要手段。大家有目共睹，从固定电话到移动电话，从单一的通话工具，到彩屏，视频移动电话，它使人们生活的色彩变得五彩斑斓。看到这些，你就不能不为科技的发展之快而扼腕感叹。

电信诈骗是中国社会的一颗大毒瘤。

很少人没有接到过诈骗电话，骗子们或隐身于“诈骗之乡”“诈骗专业村”，或远避东南亚，手握由金牌编剧编好的剧本，假冒公检法、证券经纪、领导、亲友，或说涉案要冻结资金，或说金融理财，或说转账救急，或说机票退改签，或说购物退款，或说退税退款……有准女大学生被骗郁结身亡，有大学教授被骗千万，有病人被骗光救命钱。仅2015年，全国公安电信诈骗立案就达59万起，造成经济损失达222亿元。2016年1至10月，全国公安打掉电信网络诈骗团伙6822个，查处违法犯罪人员4.7万名，收缴赃款赃物价值人民币23.8亿元，紧急止付挽损48.7亿元。

电信诈骗这种通过电话、网络和短信方式，编造虚假信息，设置骗局，对受害人实施远程、非接触式诈骗，诱使受害人给犯罪分子打款或转账的犯罪行为，不但造成了受害者的财产损失，加剧了社会的信任危机，扰乱了社会秩序，还加大了社会运行成本。为防止更多人上当受骗，通讯运营商实行100%实名制，银行推出账户分类管理新规，央行推出ATM转账24小时内可撤回举措。

越是自信的人越容易上当，再有警惕性的人都有可能被骗。要摘除电信诈骗这颗大毒瘤，一是公民个人信息能真正得到保护，二是相关部门能真正扎好篱笆高举利剑，三是每个人都要多读点书多看点报多上上网，掌握常识，在骗术升级之前就拥有防骗免疫力。(解词/何雄飞)

Professor Klaus Schwab, Executive Chairman of the World Economic Forum, Ladies and Gentlemen,

I am delighted to be here and address the World Economic Forum Annual Meeting 2009. Let me begin by thanking Chairman Schwab for his kind invitation and thoughtful arrangements. This annual meeting has a special significance. Amidst a global financial crisis rarely seen in history, it brings together government leaders, business people, experts and scholars of different countries to jointly explore ways to maintain international financial stability, promote world economic growth and better address global issues. Its theme -- "Shaping the Post-Crisis World" is highly relevant. It reflects the vision of its organizers. People from across the world are eager to hear words of wisdom from here that will give them strength to tide over the crisis. It is thus our responsibility to send to the world a message of confidence, courage and hope. I look forward to a successful meeting.

女士们，先生们，朋友们：

我首先在中国牛年到来的时候给大家拜年。牛年象征着勤劳、奉献和富足，我衷心祝愿我们这个世界在牛年经济得以复苏和发展，人民幸福安康。

The ongoing international financial crisis has landed the world economy in the most difficult situation since last centurys Great Depression. In the face of the crisis, countries and the international community have taken various measures to address it. These measures have played an important role in boosting confidence, reducing the consequences of the crisis, and forestalling a meltdown of the financial system and a deep global recession. This crisis is attributable to a variety of factors and the major ones are: inappropriate macroeconomic policies of some economies and their unsustainable model of development characterized by prolonged low savings and high consumption; excessive expansion of financial institutions in a blind pursuit of profit; lack of self-discipline among financial institutions and rating agencies and the ensuing distortion of risk information and asset pricing; and the failure of financial supervision and regulation to keep up with financial innovations, which allowed the risks of financial derivatives to build and spread. As the saying goes, "A fall in the pit, a gain in your wit," we must draw lessons from this crisis and address its root causes. In other words, we must strike a balance between savings and consumption, between financial innovation and regulation, and between the financial sector and real economy.

我们正在经历的这场国际金融危机，使世界经济陷入上世纪大萧条以来最困难的境地。各国和国际社会纷纷采取积极应对措施，对提振信心、缓解危机、防止金融体系崩溃和世界经济深度衰退起到了重要作用。这场危机的原因是多方面的。主要是：有关经济体宏观经济政策不当、长期低储蓄高消费的发展模式难以为继;金融机构片面追逐利润而过度扩张;金融及评级机构缺乏自律，导致风险信息和资产定价失真;金融监管能力与金融创新不匹配，金融衍生品风险不断积聚和扩散。"吃一堑，长一智。"我们必须从中认真吸取教训，正确处理储蓄与消费的关系，金融创新与金融监管的关系，虚拟经济与实体经济的关系，从根本上找到化解危机之策。

The current crisis has inflicted a rather big impact on Chinas economy. We are facing severe challenges, including notably shrinking external demand, overcapacity in some sectors, difficult business conditions for enterprises, rising unemployment in urban areas and greater downward pressure on economic growth.

坦率地说，这场危机对中国经济也造成较大冲击，我们正面临严峻挑战。主要是：外部需求明显收缩，部分行业产能过剩，企业生产经营困难，城镇失业人员增多，经济增长下行的压力明显加大。

As a big responsible country, China has acted in an active and responsible way during this crisis. We mainly rely on expanding effective domestic demand, particularly consumer demand, to boost economic growth. We have made timely adjustment to the direction of our macroeconomic policy, swiftly adopted a proactive fiscal policy and a moderately easy monetary policy, introduced ten measures to shore up domestic demand and put in place a series of related policies. Together, they make up a systematic and comprehensive package plan aimed at ensuring steady and relatively fast economic growth.

中国作为一个负责任的大国，在危机中采取了积极负责的态度。我们把扩大国内有效需求特别是消费需求作为促进经济增长的基本立足点。及时调整宏观经济政策取向，果断实施积极的财政政策和适度宽松的货币政策，迅速出台扩大国内需求的十项措施，陆续制定和实施一系列政策，形成了系统完整的促进经济平稳较快发展的一揽子计划。这个计划包括：

First, substantially increase government spending and implement a structural tax cut. The Chinese Government has rolled out a two-year program involving a total investment of RMB 4 trillion, equivalent to 16 percent of Chinas GDP in 2007.

一是大规模增加政府支出和实施结构性减税。中国政府推出了总额达4万亿的两年计划，规模相当于2007年中国GDP的16%。

The investment will mainly go to government-subsidized housing projects, projects concerning the well-being of rural residents, railway construction and other infrastructural projects, environmental protection projects and post-earthquake recovery and reconstruction. Some of them are identified as priority projects in Chinas 11th Five-Year Plan for Economic and Social Development. The rest are additional ones to meet the needs of the new situation. This two-year stimulus program has gone through scientific feasibility studies and is supported by a detailed financial arrangement. RMB 1.18 trillion will come from central governments budget, which is expected to generate funds from local governments and other sources. The Chinese Government has also launched a massive tax cut program which features the comprehensive transformation of the value-added tax, the adoption of preferential tax policies for small and medium-sized enterprises (SMEs) and real estate transactions, and the abolition or suspension of 100 items of administrative fees. It is expected to bring about a total saving of RMB 500 billion for businesses and households each year.

主要投向保障性安居工程、农村民生工程、铁路交通等基础设施、生态环保等方面的建设和地震灾后恢复重建，这里既有“十一五”规划内加快实施的项目，也有根据发展需要新增的项目。这个计划经过了科学论证，在资金保证上作了周密的安排，其中中央政府计划投资1.18万亿元，并带动地方和社会资金参与建设。中国政府还推出了大规模的减税计划，主要是全面实施增值税转型，出台中小企业、房地产交易相关税收优惠政策等措施，取消和停征100项行政事业性收费，一年可减轻企业和居民负担约5000亿元。

Second, frequently cut interest rates and increase liquidity in the banking system. The central bank has cut deposit and lending rates of financial institutions five times in a row, with the one-year benchmark deposit and lending rates down by 1.89 percentage points and 2.16 percentage points respectively. Thus the financial burden of companies has been greatly reduced. The required reserve ratio has been lowered four times, adding up to a total reduction of 2 percentage points for large financial institutions and 4 percentage points for small and medium-sized ones. This has released around RMB 800 billion of liquidity and substantially increased funds available to commercial banks. A series of policy measures have been adopted in the financial sector to boost economic growth, including increasing lending, optimizing the credit structure, and providing greater financial support to agriculture and the SMEs.

二是大频度降息和增加银行体系流动性。中央银行连续5次下调金融机构存贷款利率，其中一年期存、贷款基准利率累计分别下调1.89和2.16个百分点，大幅度减轻企业财务负担。连续4次下调存款准备金率，大型金融机构累计下调2个百分点，中小型金融机构累计下调4个百分点，共释放流动性约8000亿元，使商业银行可用资金大幅增加。我们还出台一系列金融促进经济增长的政策措施，扩大贷款总量，优化信贷结构，加大对“三农”、中小企业等方面的金融支持。

Third, implement the industrial restructuring and rejuvenation program on a large scale. We are seizing the opportunity to push ahead comprehensive industrial restructuring and upgrading. To this end, plans are being drawn up for key industries such as automobile and iron and steel, which not only focus on addressing the immediate difficulties of enterprises but also look toward their long-term development. We have taken strong measures to facilitate the merger and reorganization of enterprises, phase out backward production capacity, promote advanced productive forces, and improve industry concentration and the efficiency of resource allocation. We encourage our enterprises to upgrade technologies and make technological renovation. We support them in making extensive use of new technologies, techniques, equipment and materials to restructure their product mix, develop marketable products and improve their competitiveness. Our financial support policies are being improved, a sound credit guarantee system installed and market access eased for the benefit of SME development.

三是大范围实施产业调整振兴规划。我们抓住机遇全面推进产业结构调整和优化升级，制定汽车、钢铁等重点产业的调整和振兴规划，既着眼于解决企业当前存在的困难，又致力于产业的长远发展。采取有力措施，推进企业兼并重组，淘汰落后产能，发展先进生产力，提高产业集中度和资源配置效率。我们鼓励企业技术进步和技术改造，支持企业广泛应用新技术、新工艺、新设备、新材料，调整产品结构，开发适销对路的产品，提高生产经营水平。我们不断完善和落实金融支持政策，健全信用担保体系，放宽市场准入，支持中小企业发展。

Fourth, actively encourage innovation and upgrading in science and technology. We are speeding up the implementation of the National Program for Medium- and Long-Term Scientific and Technological Development with a special focus on 16 key projects in order to make breakthroughs in core technologies and key generic technologies. This will provide scientific and technological support for Chinas sustainable economic development at a higher level. We are developing high-tech industrial clusters and creating new social demand and new economic growth areas.

四是大力度推进科技创新和技术改造。加快实施国家中长期科学和技术发展规划，特别是16个重大专项，突破一批核心技术和关键共性技术，为中国经济在更高水平上实现可持续发展提供科技支撑。推动发展高新技术产业群，创造新的社会需求，培育新的经济增长点。

Fifth, substantially raise the level of social security. We have accelerated the improvement of social safety net. We will continue to increase basic pension for enterprise retirees and upgrade the standard of unemployment insurance and workers compensation. We will raise the level of basic cost of living allowances in both urban and rural areas, welfare allowances for those rural residents without family support and the special allowances and assistance to entitled groups. This year, the central budget for social security and employment will increase at a much higher rate than the growth of the overall fiscal revenue.

五是大幅度提高社会保障水平。我们加快完善社会保障体系，继续提高企业退休人员基本养老金，提高失业保险金和工伤保险金的标准，提高城乡低保、农村五保等保障水平，提高优抚对象抚恤和生活补助标准。今年，中央财政用于社会保障和就业的资金投入增幅将大大高于财政收入的增幅。

We are advancing the reform of the medical and health system and working to put in place a nationwide basic medical and health system covering both urban and rural areas within three years and achieve the goal of everyone having access to basic medical and health service. It is estimated that governments at all levels will invest RMB 850 billion for this purpose. We give priority to education and are now working on the Guidelines of the National Program for Medium- and Long-Term Educational Reform and Development.

我们积极推进医药卫生体制改革，力争用三年时间基本建成覆盖全国城乡的基本医疗卫生制度，初步实现人人享有基本医疗卫生服务，预计三年内各级政府将为此投入8500亿元。我们坚持优先发展教育，正在制度国家中长期教育改革和规划发展纲要。

This year, we will increase public funds for compulsory education in rural areas, offer more financial support to students from poor families and improve the well-being of middle and primary school teachers so as to promote equity in education and optimize the educational structure. We are using every possible means to lessen the impact of the financial crisis on employment.

今年将进一步提高农村义务教育公用经费标准，加大对家庭经济困难学生的资助，提高中小学教师待遇，继续促进教育公平和优化教育结构。我们实施更加积极的就业政策。特别是出台了大学毕业生和农民工就业的各项措施，进一步开辟公益性就业岗位，千方百计减缓金融危机对就业的影响。

We are following a more active employment policy. In particular, we have introduced various policy measures to help college graduates and migrant workers find jobs and provided more government-funded jobs in public service. These major policy measures as a whole target both symptoms and root causes, and address both immediate and long-term concerns. They represent a holistic approach and are mutually reinforcing. They are designed to address the need to boost domestic demand, readjust and reinvigorate industries, encourage scientific innovation and strengthen social security. They are designed to stimulate consumption through increased investment, overcome the current difficulties with long-term development in mind, and promote economic growth in the interest of peoples livelihood. These measures can mobilize all resources to meet the current crisis.

总的看，这些重大政策措施，注重标本兼治、远近结合、综合协调、相互促进，把扩大国内需求、调整振兴产业、推进科技创新、加强社会保障结合起来，把增加投资和刺激消费结合起来，把克服当前困难和促进长远发展结合起来，把拉动经济增长和改善民生结合起来，对于动员全社会力量共同应对危机，起到了关键性作用。

Chinas economy is in good shape on the whole. We managed to maintain steady and relatively fast economic growth in 2008 despite two unexpected massive natural disasters. Our GDP grew by 9 percent. CPI was basically stable. We had a good grain harvest for the fifth consecutive year, with a total output of 528.5 million tons. Eleven million and one hundred and thirty thousand new jobs were created in cities and towns. Household income in both urban and rural areas continued to rise. The financial system functioned well and the banking system kept its liquidity and credit asset quality at a healthy level. When China, a large developing country, runs its affairs well, it can help restore confidence in global economic growth and curb the spread of the international financial crisis. It will also help increase Chinas imports and outbound investment, boost world economic growth and create more development and job opportunities for other countries. Steady and fast growth of Chinas economy is in itself an important contribution to global financial stability and world economic growth.

Where does our confidence come from? It comes from the fact that the fundamentals of Chinas economy remain unchanged. Thanks to our right judgment of the situation and prompt and decisive adjustment to our macroeconomic policy, our economy remains on the track of steady and fast development. Our package plan takes into consideration both the need to address current difficulties and that of long-term development. It is beginning to produce results and will be more effective this year. Our confidence comes from the fact that the long-term trend of Chinas economic development remains unchanged.

今年，十二届全国人大常委会第七次会议表决通过了将12月13日确定为南京大屠杀死难者国家公祭日的决定。

77年前的12月13日，一个比今天还要冷的日子。那一天日军的炮火轰开了南京的大门，灭绝人性的侵略者用机枪扫射、活埋、把人当做刺杀的靶子，对手无寸铁的中国平民进行了长达六周的惨绝人寰的大规模屠杀。他们以极其残忍的手段屠杀了我30万余同胞!惨叫四起，撕心裂肺;尸骸遍地，触目惊心。

这是历史上屈辱的一天，这是让我们中国人心痛的日子，这是一段永远无法让中国人忘却的国耻。

国家公祭，既是对自己死难同胞灵魂的安抚，也是对那些犯罪者的警示，警告这个罪孽深重又不愿悔改的邻国，更是告诫我们的国民，保持清醒状态，不要有片刻的忘却与麻木，绝不能忘却历史、忘却苦难。这不是在宣泄情绪，不是在倡导民族复仇，而是提醒我们每一个人，我们是一个整体，我们在共同悲痛。

少年强，则国强;少年弱，则国弱。“前事不忘，后事之师”，南京大屠杀告诉我们一个道理：落后就要挨打。但我们还痛心的发现在我们身边，我们还能够看到少数麻木不仁的同学，整天没有奋斗目标，没有上进心，不认真学习，不遵守纪律，不懂得孝敬父母，甚至整天游手好闲，惹是生非。我要问这些同学，你们这样混迹下去，对得起含辛茹苦，翘首盼望你成人成才的父母和老师吗?对得起自己的良心吗?对得起中国少年这四个字吗?你们能撑起中国的脊梁吗?

今天在听报告时，脑海一下子就想到了这则新闻，不禁在想，为什么他会上当，其实就像民警说的，不要贪图小便宜，天上没有掉馅饼的事情，要提升我们防范意识。

此次演讲比赛共有57家单位85名选手报名参加，分预赛和决赛两场，参加决赛的15名选手分获一、二、三等奖。市直机关各党委(总支、支部)负责人及党员干部、职工代表240余人观看了比赛。决赛上，15名选手进行了精彩的演讲。他们结合自身经历、感受，展示了身边党员的风采，讴歌了当代共产党人的高尚情怀。他们宣讲的事迹，集中体现了党全心全意为人民服务的优良传统，体现了党员的先进性和无私奉献的时代特征，反映了市直机关党员干部良好的精神风貌。

I am honored to address you tonight. On behalf of the graduating masters and doctoral students of Washington Universitys School of Engineering and Applied Science, I would like to thank all the parents, spouses, families, and friends who encouraged and supported us as we worked towards our graduate degrees. I would especially like to thank my own family, eight members of which are in the audience today. I would also like to thank all of the department secretaries and other engineering school staff members who always seemed to be there when confused graduate students needed help. And finally I would like to thank the Washington University faculty members who served as our instructors, mentors, and friends.

As I think back on the seven-and-a-half years I spent at Washington University, my mind is filled with memories, happy, sad, frustrating, and even humorous.

Tonight I would like to share with you some of the memories that I take with me as I leave Washington University.

I take with me the memory of my office on the fourth floor of Lopata Hall - the room at the end of the hallway that was too hot in summer, too cold in winter, and always too far away from the womens restroom. The window was my offices best feature. Were it not for the physics building across the way, it would have afforded me a clear view of the arch. But instead I got a view of the roof of the physics building. I also had a view of one corner of the roof of Urbauer Hall, which seemed to be a favorite perch for various species of birds who alternately won perching rights for several weeks at a time. And I had a nice view of the physics courtyard, noteworthy as a good place for watching people run their dogs. Its amazing how fascinating these views became the longer I worked on my dissertation. But my favorite view was of a nearby oak tree. From my fourth-floor vantage point I had a rather intimate view of the tree and the various birds and squirrels that inhabit it. Occasionally a bird would land on my window sill, which usually had the effect of startling both of us.

I take with me the memory of two young professors who passed away while I was a graduate student. Anne Johnstone, the only female professor from whom I took a course in the engineering school, and Bob Durr, a political science professor and a member of my dissertation committee, both lost brave battles with cancer. I remember them fondly.

I take with me the memory of failing the first exam in one of the first engineering courses I took as an undergraduate. I remember thinking the course was just too hard for me and that I would never be able to pass it. So I went to talk to the professor, ready to drop the class. And he told me not to give up, he told me I could succeed in his class. For reasons that seemed completely ludicrous at the time, he said he had faith in me. And after that my grades in the class slowly improved, and I ended the semester with an A on the final exam. I remember how motivational it was to know that someone believed in me.

I take with me memories of the midwestern friendliness that so surprised me when I arrived in St. Louis 8 years ago. Since moving to New Jersey, I am sad to say, nobody has asked me where I went to high school.

I take with me the memory of the short-lived computer science graduate student social committee lunches. The idea was that groups of CS grad students were supposed to take turns cooking a monthly lunch. But after one grad student prepared a pot of chicken that poisoned almost the entire CS grad student population and one unlucky faculty member in one fell swoop, there wasnt much enthusiasm for having more lunches.

I take with me the memory of a more successful graduate student effort, the establishment of the Association of Graduate Engineering Students, known as AGES. Started by a handful of engineering graduate students because we needed a way to elect representatives to a campus-wide graduate student government, AGES soon grew into an organization that now sponsors a wide variety of activities and has been instrumental in addressing a number of engineering graduate student concerns.

I take with me the memory of an Engineering and Policy department that once had flourishing programs for full-time undergraduate, masters, and doctoral students.

I take with me memories of the 1992 U.S. Presidential debate. Eager to get involved in all the excitement I volunteered to help wherever needed. I remember spending several days in the makeshift debate HQ giving out-of-town reporters directions to the athletic complex. I remember being thrilled to get assigned the job of collecting film from the photographers in the debate hall during the debate. And I remember the disappointment of drawing the shortest straw among the student volunteers and being the one who had to take the film out of the debate hall and down to the dark room five minutes into the debate - with no chance to re-enter the debate hall after I left.

I take with me memories of university holidays which never seemed to apply to graduate students. I remember spending many a fall break and Presidents Day holiday with my fellow grad students in all day meetings brought to us by the computer science department.

I take with me memories of exams that seemed designed more to test endurance and perseverance than mastery of the subject matter. I managed to escape taking any classes that featured infamous 24-hour-take-home exams, but remember the suffering of my less fortunate colleagues. And what doctoral student could forget the pain and suffering one must endure to survive the qualifying exams?

I take with me the memory of the seven-minute rule, which always seemed to be an acceptable excuse for being ten minutes late for anything on campus, but which doesnt seem to apply anywhere else I go.

I take with me the memory of Friday afternoon ACM happy hours, known not for kegs of beer, but rather bowls of rainbow sherbet punch. Over the several years that I attended these happy hours they enjoyed varying degrees of popularity, often proportional to the quality and quantity of the accompanying refreshments - but there was always the rainbow sherbert punch.

I take with me memories of purple parking permits, the West Campus shuttle, checking my pendaflex, over-due library books, trying to print from cec, lunches on Delmar, friends who slept in their offices, miniature golf in Lopata Hall, The Greenway Talk, division III basketball, and trying to convince Dean Russel that yet another engineering school rule should be changed.

Finally, I would like to conclude, not with a memory, but with some advice. What would a graduation speech be without a little advice, right? Anyway, this advice comes in the form of a verse delivered to the 1977 graduating class of Lake Forest College by Theodore Seuss Geisel, better known to the world as Dr. Seuss - Heres how it goes:

My uncle ordered popovers

from the restaurants bill of fare.

And when they were served,

he regarded them

with a penetrating stare . . .

信心是什么呢？信心就是一种力量，是对学习与生活充满乐观与进取的信念，是克服学习上，生活上遇到的困难的决心与勇气，是任何情况下都不动摇，并努力为之奋斗的动力源泉，是一种永不服输的精神。在人生路途中，信心尤为重要，信心是成功的保证，有了自信，事情便成功了一大半。

信心是火，信心是灯，信心是路。记得在一次语文考试中，我只考了68分！拿到卷子的那一刹那，我傻了，我的心也碎了！我不知如何开口与爸爸妈妈说出这个成绩？我更不敢想像他们看到这张卷子时，会有什么样的反应？但我知道，他们一定会伤心、失望、唠叨、恨我不争气的种种表情油然而生……这个可恶的68分，会让我时常洋溢欢乐的空气顿时凝固，想到这些，我的心情越来越沉，步子也变得越来越重，刚到家，爸爸好像就看出了我的心事，抢先一句就问：印印今天有什么不开心的事儿吗？爸……我错了，才考了68分。眼泪像断了线的珠子似的……这时父亲语重心长地对我说，失败是成功之母，下次重新来过，相信你一定能行！宽容与激励尤如一股暖流充溢在我全身，我对自己说:“振作起来吧！在学习之路上，失败并不可怕，可怕的是失去信心。加油，把这68分抛弃，让它成为我前进的动力。”

人们每每谈到我们苏北老区总是感慨万分。苏北大地，是一片美丽而神奇的土地，我们盐阜地区也曾在中国革命史上留下过光辉的一页。戎马倥偬的年代，这一方热土，曾经为中国的革命付出了多么昂贵的代价。新中国成立后，这里的人们用自己的双手，凭着苏北人的勤劳和智慧，使自己的家乡发生了翻天覆地的变化。说起这一切，我们心中总是充满自豪。但是，我们也应该看到，这里与祖国的其他发达地区相比还有着很大的差距，这里个别地方的贫困还有待于进一步治理。这里的整体经济还有待进一步的腾飞。我们，作为苏北青年，首先应该感觉到的是什么?责任，感到的应该是责任。“生我是这片土地，养我是这片土地。”我们爱着脚下的这片热土。我们就要承担起建设家乡，繁荣家乡的责任。

在我的家乡，有一位与我的父亲同龄人。他就是全国闻名的身残志坚的农村科技铁人姜德明。他立足农田，孜孜不倦地研究着小麦、棉花如何在家乡的土地上能够有更高的总产量。当他的研究取得了初步成果时，癌症又一次地向他袭来。他没有倒下，拄着拐杖依然风里雨里地留在田头，走访在农户家中。不懈的努力，他培育出的优良品种得到了推广，种植技术得到了普及，粮食总产量大幅度提高，农民的双手欢迎这样的农技员。把他誉为“农技铁人”。他是我们老区青年的好榜样。去年，他在我市青年成人宣誓仪式上谆谆告诫我们，为老区经济的腾飞，要努力学习，掌握科学文化知识，立足本职，捧着一颗心来，不带半根草去!我们记住了这位铁人的话，我们意识到了自己的责任，我们盐阜老区的青年们都会努力的。

是的，责任放在我们每个青年的肩上，放眼新世纪，振兴中华，建设家乡，我们是不会退缩的。

李大钊曾在《青春》一文中写道：“冲决历史桎梏，涤荡历史之积秽，新造民族之生命，挽回民族之危机。”今天的我们虽然无需面对国土的沦丧，无需承受战火硝烟，但我们面前的任务同样艰巨。我们应该努力成为鲁迅所说的“创造人类历史上从未有过的第三代。”“位卑未敢忘忧国”，以天下为己任，青春热血献祖国，顽强地努力，无私地奉献，为祖国的繁荣昌盛贡献自己的全部智慧和力量。我们今天是桃李芬芳，明天是社会的栋梁，要掀起中华腾飞的巨浪。
