公民不仅可以不造谣不信谣不传谣，还可以利用自己的信息优势、地缘优势、专业优势，主动参与阻击谣言，消除谣言“谣言粉碎机”“真相挖掘机”等民间组织对谣言的反制就做了不少有益的工作，这也是民间力量自发承担传播责任的体现
