打好节能减排和环境治理攻坚战。环境污染是民生之患、民心之痛，要铁腕治理。

2015年政府工作报告提出，今年要打好节能减排和环境治理攻坚战，二氧化碳排放强度要降低3.1%以上，化学需氧量、氨氮排放都要减少2%左右，二氧化硫、氮氧化物排放要分别减少3%左右和5%左右。

深入实施大气污染防治行动计划，实行区域联防联控，推动燃煤电厂超低排放改造，促进重点区域煤炭消费零增长。推广新能源汽车，治理机动车尾气，提高油品标准和质量，在重点区域内重点城市全面供应国五标准车用汽柴油。2005年底前注册营运的黄标车要全部淘汰。

积极应对气候变化，扩大碳排放权交易试点。实施水污染防治行动计划，加强江河湖海水污染、水污染源和农业面源污染治理，实行从水源地到水龙头全过程监管。推行环境污染第三方治理。做好环保税立法工作。

要大力发展风电、光伏发电、生物质能，积极发展水电，安全发展核电，开发利用页岩气、煤层气。控制能源消费总量，加强工业、交通、建筑等重点领域节能。

加强节能减排，实现低碳发展，是生态文明建设的重要内容，是促进经济提质增效升级的必由之路。近年来，全国虽然加大了节能减排和环境治理的力度，但还出现了比较严重的大面积雾霾天气，对人们的生产、生活甚至生命健康产生了严重的影响。天蓝、水清、土净，这些广大百姓对生活环境的朴素愿望，在今年的政府工作报告中都获得回应。提请十二届全国人大三次会议审议的政府工作报告提出，打好节能减排和环境治理攻坚战，环境污染是民生之患、民心之痛，要铁腕治理。

从去年的“出重拳”到今年的“铁腕治理”，政府工作报告中的措辞严厉依旧：一方面彰显中国政府在治理环境问题上“动真碰硬”、坚定走绿色发展道路的决心，另一方面也显现我国环境保护工作形势依然严峻。

近年来，以迅猛态势席卷全国的雾霾让广大民众“谈霾色变”。“消除雾霾，重塑蓝天”已成为民生改善的当务之急。强力治霾，减煤、脱硝、除尘、控车成为关键词。我国加大了对大气污染的治理力度，相关大气治理政策频出，但整体来看，我国大气污染形势依然严峻。

除了大气污染，水污染防治也是人们关心的重点。当前，我国水环境形势依然十分严峻，水污染物的排放总量仍然巨大。近年来，各地、各部门在水污染治理方面的力度不断加大，水污染防治工作取得了一定进展，但排放总量大、地下水污染未能有效控制、河流等生活用水污染严重仍是当前水污染事件高发的主因。

相比较空气和水，土壤污染更为隐蔽。土壤污染防治工作一般以重金属污染防治为重点，目前《土壤污染防治行动计划》即“土十条”已经编制完成，与“大气十条”“水十条”一起成为环境保护的“三大战役”。全国“土十条”出台后，加之更多地方政府的重视与努力，我国土壤污染严重的局面有望得到有效遏制。

在我们村庄有一条清澈见底的小河，小朋友们都喜欢到河边去玩耍。

但是，小河被污染了，在河面上漂着很多垃圾。

有一天，小懒猫来钓鱼了，它带着一盆清水。它看见了被污染的小河，就把盆子放到一边，呼呼大睡起来。然后，河里的鱼儿迫不及待的游到岸边，然后跳进它的盆子里。等它醒来时，盆子里就有了很多的鱼。它高兴地跳起来了。想都没有想，就立即回家给它的家人吃。

在一家享受美味的时候，它突然肚子疼起来了。然后，它和他的家人就去了医院。

医生问：“你有没有吃坏了的东西?”

它说：“我只吃了村庄里的河里的鱼儿。”

医生说：“坏了，那里面的有毒物质含量很高，我就不了你了。”

一段时间后，小懒猫和它家人都死了。

医生就在河边放了一个牌子，上面写了这个故事。大家都认识到了自己的错误。

人们就开始打捞河里的废物，从此，小河又变干净了。

As we all know, the environment around us is getting worse and worse /more and more seriously today. Water is polluted, we have no clean water to drink. Many trees are cutting down, some animals are getting less and less. Some factories are pouring dirty air into the sky. The population is increasing faster and faster, resources are getting less and less…etc. Not only does it affect our lives and health, it also has a great affection in the future. People’s health has been greatly affected by air, noise and water pollution. Many people died of diseases. In order to live a better life, something must be done to stop the pollution. It’s our duty to protect our environment. We shouldn’t throw away rubbish everywhere. Trees are very helpful and important for us. We should plant more and more trees in order to live better and more healthy in the future.

If everyone makes contribution to protecting the environment, the world will become much more beautiful. In a word, if everyone pays more attention to our environment, there will be less pollution and our life will be better. “There is only one earth”, I hope everyone will protect our environment well.

We often see factories pour waste into rivers or lakes. Water in the river is quite dirty. We havent enough clean water to drink in cities. Now we are in danger. Its very necessary and important to protect the environment well.
