Wang Weijia and her husband grew up surrounded by posters proclaiming "Mother Earth is too tired to sustain more children."

They learned the lesson so well that when Shanghai government officials, alarmed by their citys low birthrate and aging population, changed course this summer and began encouraging young couples to have more than one child, their reaction was instant and firm: No way.

“我们已经将全部时间和精力放在了独生子上，没精力再要第二个孩子了，”31岁的某公司人力资源主管王维嘉说。他们的儿子现在8个月大。

We have already given all our time and energy for just one child. We have none left for a second, said the 31-year-old Wang, a human resources administrator with an 8-month-old son.

The family planning policy has been credited with easing job market pressures and preserving natural resources. Yet it has also led to a dangerously low birth-rate and an unusually large aging population. While experts say the government is unlikely to change the national policy, officials are looking into ways that they can address the policys downside.

Chinas family planning policy was formulated in the early 1970s. It encourages late marriages and late childbearing, and it limits most urban couples to one child and most rural couples to two children. Official figures show that the countrys birth rate dropped from 1.8 percent in 1978 to around 1.2 percent in 2007, resulting in 400 million fewer births cumulatively, according to the Xinhua news agency.

与此同时，联合国人口署预计，截至2020年，60岁以上(包括60岁)的中国居民数量将占人口总量的16.%，到2050年这个比例将达到31.1%。

At the same time, the number of Chinese residents 60 and older is predicted to explode from 16.7 percent of the population in 2020 to 31.1 percent by 2050, according to the UN Population Division. That is far above the global average of about 20 percent.

The imbalance is worse in wealthy coastal cities with highly educated populations, such as Shanghai. Last year, according to China Daily, people 60 and older accounted for almost 22 percent of Shanghais registered residents, while the birthrate was less than one child per couple.

人口学专家、国家人口计生委专家委员田雪原最近在《人民日报》发表署名文章，建议允许夫妇双方为独生子女者生育两个孩子。

Tian Xueyuan, a population specialist and member of the National Population and Family Planning Commission (NPFPC), addressed these concerns in the Peoples Daily recently. Tian proposed that couples who are the only children in their families should be allowed to have two children.

同时，一些地方政府已经开始采取措施改善所管辖地区的现状，国家人口计生委委员史春静表示，以上海为例，允许夫妻双方都是独生子女的家庭生二胎。

Meanwhile, some local governments are already taking steps to improve the situation in their regions, according to Shi Chunjing, an official of NPFPC. Shanghai, for instance, is giving certain urban residents (if both husband and wife are the only children) permission to have two children.

Firstly,the freshmen should be familiar with layout of the campus as soon as possible.As soon as freshmen arrange properly their luggage after entering the university,they should familiarise themselves with every location in the campus at once.In this way,they will save more time and get along smoother than others when they go through various kinds of formalities and solve various kinds of problems.

Secondly,freshmen should consult seniors more. It is the swiftest method to ask those familiar with the environment of the campus.

Finally,holding certain positions in the class can also help freshmen to adapt to their life on campus.

I study in the No.1 Primary School. Its one of the best primary schools in my city. There are four buildings in campus.Two of them are teaching buildings. The other two are library and gym. The teaching buildings are huge and the classroom is large and bright. There are plenty of books in the library. I like reading books in the library. After class, students like playing in the gym. It’s a popular place after class. Besides, our teachers are great. They care much about students. I am happy to study in my school.

The proposal is from Wang Yuqing, a deputy director of the Committee of Population, Resources and Environment.

He is being quoted as saying he favors a gradual opening of a two-child per family policy, and says he believes the current limitations will be lifted by the end of the five-year plan in 2015.

The current family planning policy was initiated in 1979 to control Chinas rapidly growing population.

But some negative side effects have emerged, including a rapidly aging population.

Peng Xizhe is the Director of the Institute of Population Research at Fudan University.

"The one-child policy has fulfilled the goal initially set. Negative effects will pile up if it continues."

The President of Renmin University, Ji Baocheng, claims the labor force population between the ages of 28 and 40 will be halved in 10 years.

As an example, in Shanghai, which has the highest urban population in China, the number of Shanghai natives -- as in those with a Hukou -- has actually been dropping for the last 17 years in a row, even though the citys population has been increasing.

A possible reason for Shanghai parents not choosing to have a second child could be the rising cost of everyday expenses, particularly the cost of education.

"I dont think Ill have a second child if the limit is removed. Im simply a wage-earner, and I find it difficult enough to raise one child, so I wont consider the second."

But at the same time, there are still people who think it would be nice to have two children.

"I will think about it. A lot of parents now are the only child in families, to have two kids means they can look after each other in the future, and of course, therell be financial burden."

One-Child Policy has been relaxed in certain ways over the years.

In cities such as Shanghai and Beijing, if a couple is both the product of the one-child policy, theyre allowed to have two kids.

Certian ethnic minority groups have been exempt from the rules entirely.

And families in rural areas whose first child is a girl are also allowed to have a second child without punishment.

It remains unclear as to how the proposed two-child policy will work, though its being suggested that several big cities will be selected to try it before its brought in around the country.
