2.1.2 国内农家乐发展概况

我国是一个古老的农业大国，悠久的农业历史孕育了浓厚的农耕文化，加上各地的农业资源丰富,景观差异大，具备了发展农家乐旅游的充足条件。

农家乐旅游是传统农业与旅游业相结合所应运而生的一种新兴的

都市农业项目，既是乡村旅游的一种形式，也是休闲农业的项目之一，其旅游主题既是民俗旅游又是生态旅游，是农业经济与旅游经济的有机契合。

20世纪80年代以来，农家乐旅游异军突起，“吃农家饭、品农家菜、住农家院、干农家活、娱农家乐、购农家品”深深受到现代城市人的青睐，旅游者不再只满足于普通的观光型旅游，而是希望获得一次愉悦的经历，强调一种参与和体验，于是农家乐旅游应运而生，继而迅速发展起来。

90年代以后，随着国家宏观政策调整，旅游业的发展和农村条件的日益改善，为农家乐旅游的发展提供了更大的可能。1994年我国“双休日”休假制度的改革，以及政府提倡的“调整农村产业结构和增加农民收入”这一政策也促进了农家乐旅游的发展。

1998年国家旅游局把的旅游主题定为“华夏城乡游”，在全国兴起了农家乐旅游的风潮。2006年国家旅游局将旅游主题确定为“2006年中国乡村游”, 2009年国家旅游局又把宣传主题定为“2009中国和谐城乡游”。发展到现阶段，我国的农家乐旅游逐渐形成了北方以北京为中心，长江中下游以上海为中心，东南沿海以珠江三角洲为中心，西南地区以成都为中心的建设格局，各地的农家乐旅游已成为乡村旅游的重要增长点。

1.1 全国“数字城管”的建设背景

2004年10月北京市东城区在全国率先建成并运行“数字城管”，这一管理模式被建设部列为推广项目。

2005年7月，建设部召开全国数字化城市管理现场会，探讨数字化城市建设，“东城区网格化城市管理信息系统”被建设部确定为“数字化城市管理新模式”，号召在全国推广，并确定上海、南京、杭州、扬州、烟台等10个城市为先期试点。2006年，建设部公布了第二批17个试点城市名单，2007年公布了第三批24个试点城市。在这样的基础上，全国各地都开始推广该项目。建设部于2007年1月27日发文，要求加快推进数字化城市管理试点工作，提出2005年-2007年为试点阶段，2008年-2010年为全面推广阶段。

在全国数字化城市管理试点工作中走在前面的城市有北京、上海、深圳、扬州、杭州等。这些城市通过实施数字化城市管理在城市管理水平上均取得了较好的成效。实施“数字城管”，促进了城市管理工作效率的提高、推动了城市管理体制的变化、促进了有关管理部门的协作配合、打造了解决群众问题的技术平台、人民群众的满意程度明显提高。

1.2 浙江省“数字城管”建设情况

浙江省建设厅也于2006年6月发文，推进数字化城市管理试点工作，《浙江省数字化城市管理发展规划(2006-2015年)》已通过专家论证。根据规划，到2010年前，浙江省11个设区市将全部建成“数字城管”系统，县(市、区)覆盖率将达到60%以上，初步形成全省一体、标准统一、资源共享、全局互动，具有浙江特色的“数字城管”体系。截至到2007年12月：全省已有7个市、区、县建设完成了“数字城管”系统;另有10多个市、区正在实施建设中，其中杭州、诸暨、台州路桥已通过国家住房和城乡建设部验收。

1.3 城市管理存在的难题

随着“十一五”期间嘉善县经济社会的持续健康发展，按照嘉善县政府提出的五年工作目标的要求，城市长效管理、高效管理的机制尚需进一步完善，管理理念、管理体制、管理方式还需进一步创新。现阶段常见问题主要有：

一、多头管理的局面依然存在

管理事权条块分割，以市政设施管理事权为例，城区的市政设施养护管理由市政处和城管执法局分别负责。

二、信息滞后，管理被动后置

三、信息共享和传递不畅

The Yangzte River is the longest river in China. And its important and helpful to us Chinese. But these days the Yangtze River is bringing us serious floods.

Many villages were destroyed by floods. The floods made hundreds of millions of people lose their homes, relatives and friends. Many children cant go to school as usual .Now the foods have drawn the attention of the whole world. People from abroad have offered their help too. In China, millions of soldiers are busy fighting against the floods. They are working very hard. Many of them have lost their lives in their attempt to save the villagers.

周六山东济南当地警方在其新浪官微上表示写，该市一名男子而且弄干净摩拜单车平台10多辆自行车而被拘，其原而且是这些停靠在路旁与单车阻挡了他与报刊亭。

新华社周六报道写，在湖北武汉，一家5A级景区与保安将多辆摩拜单车扔到了沟里。

1937年7月7日下午，日本华北驻屯军第1联队第3大队第8中队由大队长清水节郎率领，荷枪实弹开往紧靠卢沟桥中国守军驻地的回龙庙到大瓦窑之间的地区。晚7时30分，日军开始演习。22时40分，日军声称演习地带传来枪声，并有一士兵(志村菊次郎)“失踪”，立即强行要求进入中国守军驻地宛平城搜查，中国第29军第37师第110旅第219团严辞拒绝。日军一面部署战斗，一面借口“枪声”和士兵“失踪”，假意与中国方面交涉。24时左右，冀察当局接到日本驻北平特务机关长松井太久郎的电话。松井称：日军昨在卢沟桥郊外演习，突闻枪声，当即收队点名，发现缺少一兵，疑放枪者系中国驻卢沟桥的军队，并认为该放枪之兵已经入城，要求立即入城搜查。中方以时值深夜日兵入城恐引起地方不安，且中方官兵正在熟睡，枪声非中方所发，予以拒绝。不久，松井又打电话给冀察当局称，若中方不允许，日军将以武力强行进城搜查。同时，冀察当局接到卢沟桥中国守军的报告，说日军已对宛平城形成了包围进攻态势。冀察当局为了防止事态扩大，经与日方商议，双方同意协同派员前往卢沟桥调查。此时，日方声称的“失踪”士兵已归队，但隐而不报。7月8日晨5时左右，日军突然发动炮击，中国第29军司令部立即命令前线官兵：“确保卢沟桥和宛平城”，“卢沟桥即尔等之坟墓，应与桥共存亡，不得后退。”守卫卢沟桥和宛平城的第219团第3营在团长吉星文和营长金振中的指挥下奋起抗战。

日军发起七七事变后，在全国引起强烈反响。七七事变的第二天，中国共产党中央委员会就通电全国，呼吁：“同胞们，平津危急!华北危急!中华民族危急!只有全民族实行抗战，才是我们的出路!”并且提出了“不让日本占领中国!”“为保卫国土流血!”的口号。蒋介石提出了“不屈服，不扩大”和“不求战，必抗战”的方针。蒋介石曾致电宋哲元、秦德纯(第29军副军长兼北平市市长)等人“宛平城应固守勿退”，“卢沟桥、长辛店万不可失守”。

While there are many versions of the origins and old customs of Halloween, some remain consistent by all accounts. Different cultures view Holloween somewhat differently but traditional Halloween practices remain the same.

Halloween culture can be traced back to the Druids, a Celtic culture in Ireland, Britain and Northern Europe. Roots lay in the feast of Samhain, which was annually on October 31st to honor the dead.

Samhain signifies "summers end" or November. Samhain was a harvest festival with huge sacred bonfires, marking the end of the Celtic year and beginning of a new one. Many of the practices involved in this celebration were fed on superstition.

The Celts believed the souls of the dead roamed the streets and villages at night. Since not all spirits were thought to be friendly, gifts and treats were left out to pacify the evil and ensure next years crops would be plentiful. This custom evolved into trick-or-treating.
