贵州大夏高等职业技术学院，是贵州省第一所民办综合性职业大学。1997年10月经全国民办高教委员会评为“全国民办高等院校先进单位”。近年活动暂时终止。目前，贵阳市内还有“贵州现代商贸专修学院”为民办性质，但规模太小。

本报告经过多年和多方的考察，项目按国家规定建设，将整合一批专业师资，使学校教育处于省内领先地位。本项目中的相关理由，是基于2000～2009年调研得出。

一、项目建设的必要性

1.1大夏大学有悠久的历史

1924年夏，贵州人王伯群在上海期间，为因经费困难而无法开学的厦门大学捐资2000银元，使之得以正常运转，学校名称定为“大夏大学”，含有由厦门大学演变而来，并“光大华夏”之意。1930年，大夏大学决定在中山北路梵皇渡另建新校舍，预计建筑费为40万银元，第一期工程即需10万银元。王伯群慨然承担第一期工程费用，使第一期工程顺利完成。

1937年，大夏由上海内迁，以贵阳讲武堂旧址为校址（即今河滨公园对面的黔剧团及教育学院所在范围）。当年大夏创办时提出了3个口号，即“师生合作”、“三苦精神”（教师苦教、职工苦干、学生苦学）、“自强不息”。大夏师生就是在这三个口号激励下，度过了八年抗战的艰苦岁月，其精神财富极为丰富。因此，重建大夏大学，有利于提高贵阳市文化品位、保存历史底蕴、增加市民爱祖国、爱家乡的自豪感。

1.2大夏复兴的理由

1.2.1时代的发展，对人才的更高需求，是民办高校复兴的必要性之一。随着社会主义市场经济的不断发展，产业结构和经济结构的优化，现代化建设对人才的需求也提出了更高的要求。据预测，目前，我国高等教育的任务极繁重，除需培养 3400～4000万专门人才外，还要培养400万高级技术工人和2000万中级技术工人。如果按照现在公立高校的发展速度，是难以完成高级人才培养这一历史重任的。

当前社会对高等教育的需求与有限的高等教育资源之间存在着严重的矛盾。仅靠“扩招”，还远远不能满足社会的需求，而且造成现有大学生负担过重，教学质量下降。在此背景下，民办高校应运而生并发挥着不可替代的作用。

1.2.2高等教育体制改革客观上需要民办高校存在与发展。当前，贵阳市公办高校，只有1所，专业设置、人才培养规格等许多方面表存在不适应社会需求的问题，这在客观上要求改变现有的单一的高等教育体制。为改变这种局面，调整和优化教育结构，中共中央、国家教育部颁布了《关于教育体制改革的决定》等相关的政策、法规，从政策上来保证教育体制从单一的国家办学向政府办学为主体、社会各界共同参与、公办学校和民办学校共同发展的办学体制转变。

1.2.3我国的财政性教育经费占GDP的2.5％左右，有研究表明，2000～2010年年均所需建设性投入缺口，估测在高等教育阶段112-172亿元。因此，仅仅依靠政府来举办高等教育是不现实的，必须广开投资渠道。为解决公共教育经费的不足，高等教育民办也成为一种必然的选择。

124高等教育产品的特殊性及自身的优势是高校得以复兴的又一客观要求。高等教育的产品属于准公共产品。这种产品存在消费上的选择与竞争，存在着机会成本和交易成本。

民办高校在与公办高校相比之下，具有多个方面制度上的优越性。主要表现在以下几个方面：(1)更有利于高校资源的优化配置。同样的教育资源，以民办高校的形式运营比以公办学校的形式运营的实际价值要高。(2)更有利于满足社会多样化的教育需求，丰富教育供给的多样性和选择性。就长期而言，民办高校的制度优势可以保证民办高校在总体上对公办高校的不足，可作为有效补充，为社会提供更多、更好、更有效率也更公平的教育服务。

二、项目的可能性

大夏大学项目实施的可能性，主要体现在以下几个方面。

2.1.国家、社会和家庭思想观念的转变为其复兴准备了前提条件。从外省的经验看，民办高校在社会主义现代化建设中的作用越来越显现，因此，国家从政策、法规及制度上支持、帮助民办高校的发展，并将其视为全国高等教育事业的一个重要组成部分；另一方面，大夏大学的校友，以及先驱者们的后人，对大夏大学的复兴极为关注，有捐资办学的热情和能力。

2.2.社会经济的发展，是举办民办高校的物质条件。据调查，贵阳居民家庭中30%的储蓄，准备用于子女及第三代的教育，教育消费的平均增长速度达20%左右，是城市居民消费支出中增长最快的项目。同时，由于国家对社会办学给予了许多鼓励措施、优惠政策，一些有识之士更愿意投资办学，发展民办高校；而先富起来的社会群体，出于多方面考虑，更愿意让子女进入民办学校。这已由现实所证明。

2.3.党和政府的支持以及法制的不断完善，是民办教育及民办高等教育得以复兴的制度保障。1993年，中共中央、国务院颁布的《中国教育改革和发展纲要》指出：不仅要“改变政府包揽办学的格局”，而且更要“逐步建立以政府办学为主体、社会各界共同办学的体制”。对社会力量办学，采取“积极鼓励、大力支持、正确引导、加强管理”的方针。2001年的《民办教育促进法（草案）》以及2002年《民办教育促进法》的颁布在很大程度上从法制上确立了民办教育，包括民办高等教育的地位。

在故宫，我看见了许多珍贵的文物、玉器以及佛像，我也学到了青铜器的用途以及做法，充足了许多知识。并充分享受这段知识之旅!

First day of losing weight

Today is the first day of my plan of losing weight.This morning , i drunk

only a cup of milk oatmeal as plan,and then i started to studied my english.when

it was 10：00 am, the inner man began to crave the nourishment, i couldnt

concentrate my attention to study， and there fried all kinds of delicious food

in my brain:hamburgers、dumplings、egg fried rice and omelette…… .After ten

minutes strugling，I couldnt help that anymore! I rushed to the kitchen, in

which then i ate whatever that was eatable!After that i finally gave up to lose

weight, thinking that im not that fat to need to go on a diet. Anyway, i should

continue to enjoy delicious food which i think is most beautiful thing in the
