3、联丰村社会经济发展状况

联丰村一、二、三组位于乌加河镇区所在地，总户数387户，总人口1628人。在镇区经济发展的带动下，社会经济发展相比发展较快，从事二、三产业发展的劳动力达到360人，农民人均纯收入达4800元。

4、奋斗村社会、经济发展状况

奋斗村位于乌加河镇西南6公里处，辖8个村民小组，总户数630户，总人口2357人。1997年率先在全镇完成了村镇规划。1998年开始规划小康住宅新村，同年建成了37户砖瓦小康村住宅新居，1997年——XX年在国家的支持下，建起122户二层小康住宅楼，电、路、自来水、有线电视、电话、卫生院、绿化带等各项配套工程基本完善，被誉为“巴市第一村”，达到了自治区“四星级”文明村标准。奋斗村是发展以肉羊、葵花、玉米、番茄主导产业的产业村组，建立了各种农副产品生产基地，成立了农业生产各环节服务的协会，形成了区域特色，XX年该村人均纯收入达4850元，比其它村组平均高出850元。

为了更好的落实国家有关增加农民收入的精神，贯彻党的十六届五中全会精神，按照科学发展观和构建社会主义和谐社会的要求，按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主“的目标要求，加强农村基层组织建设，着力发展农村经济和增加农民收入，着力推进小康村建设，实现农业生产水平明显提高，农村基础设施明显加强，农民生活质量明显改善农村各项社会事业全面发展。

二、项目建设的必要性

1、党的十六届五中全会精神，明确指出在”十一五“期间，加大社会主义新农村的建设，加快新农村建设是农村对外开放的窗口，它对合理布局生产力，优化农村产业结构，建立社会主义市场经济体系，促进农村经济发展将产生深远的影响。

2、加快社会主义新农村建设，有利于提高土地资源的集约利用率和农村经济结构的战略性性调整，有利于农民生活的改善和农村的可持续发展。近几年，随着乌加河镇经济和城镇建设快速发展，农村城市化进程不断加快，新农村建设工作摆到了重要的议程。项目的建设既是加快农村城市化进程，推进城乡一体化发展的一项重要举措，也是农村率先实现现代化，建设小康社会的客观要求。

3、乌加河镇位于中旗南端，巴市的北端，6701油路横贯全镇。是全市经济发展的要道通街，被誉为“河套第一镇”。随着农村改革不断深化，农民收入稳定提高，农民的思想观念和生活方式发生了重大改变。但是，与实现全面小康的目标相比，农村各项事业的发展仍然存在较大差距乌加河镇进行新农村建设，狠抓规划龙头、道路硬化、路灯亮化、卫生洁化、家庭美化、环境优化，以及旧村改造、村庄整理和环境整洁、村民自治。最根本的一条是真正使农民的收入增加、农民的生活质量得到根本改善和提高，打造名副其实的“河套第一镇”。

The weather is become hotter and hotter.Today afternoon,my brother came my

home and asked me to swim with him. Got the permission of mother,my brother and

I went to the river which lies in the south of our viliage happily.When we

reached the river, we couldnt wait to jump into the water.The water is clear

and cold,which made us feel relax and cool. The river is not deep not shallow,is

suitable for swimming.We keeped swimming and playing in the water until we got

Saturday, my classmates and I went to the zoo, the first bus ride to the wildlife park. We take pictures at the door and we went in. Li Ming is my classmate, he is always the best student in my class. The

teachers speak highly of him all the time. I wondered how he can do so well, so

I talked to him. He told me that he kept reading books every hour a day, if he

was busy, he would do it before sleeping. I thought about most of us, we could’t

wait to play computer games after we finished the homework. I could find

something was different between Li Ming and other students, now I understand

why, reading the books broadens his vision and enriches his mind, helping him to
