由于地理及自然环境制约，乡村学校教师生活工作条件艰苦，发展空间较小，职业幸福感、成就感、荣誉感普遍较低，所以，长期以来乡村教师特别是偏远乡村教师“下派难”，部分乡村学校特别是偏远村小、教学点教师得不到及时补充，教师年龄偏大，结构不合理，严重制约乡村教育发展。及时科学补充乡村教师，建设一支素质优良、数量充足、结构合理的乡村教师队伍，是发展乡村教育的保障。

《办法》从5个方面提出保障乡村教师的培养和补充。一是进一步统筹区内师范专业招生计划，改革师范教育培养模式，建立起师范院校与研训机构、中小学校联合培养乡村教师的机制;二是加强乡村教师本土化培养，自2016起，将地方免费师范生计划由每年200名扩大到300名，由区内高等院校定向培养“一专多能”的教师，协议到乡村学校任教;三是继续实施国家和地方农村义务教育阶段教师特岗计划，加大音乐、体育、美术等师资紧缺学科教师的招聘数量;四是做好高校毕业生国家助学贷款代偿工作;五是对自愿到乡村学校支教的退休特级教师、高级教师，经支教学校所属教育部门审核、公示，由各市、县(区)财政按照每人每年20000元标准予以补助。

罗伟其：现在的乡村教师队伍特别是乡村小学教师面临着阶段性问题，现有教师普遍年龄偏大，再过几年他们退休之后，许多年轻教师会来接棒。这些年轻教师都接受过高等教育，有更大的抱负，事业发展的诉求会更强烈。接下来，整个农村教师队伍建设，至少是广东农村教师队伍建设，我们要关注的一个重点，就是保护这批年轻教师的工作积极性，保护他们对事业发展的追求和渴望。

【实招】建立教师发展中心

提问：我们了解到，广东提出要在2018年基本实现教育现代化，乡村教育和乡村教师能不能跟着同步迈进基本实现教育现代化的行列?

罗伟其：硬件条件基本上没什么问题，目前的核心在于教师队伍的水平和素质。在推进教育现代化进程中，广东对教师队伍建设的投入会比以前要高。我最希望农村教师队伍与城市教师的差距越来越小，而且我们也会通过多种方式提升农村教师素质，比如通过发达地区和欠发达地区的对口帮扶与交流，利用网上资源共同做教研等。

广东区域之间发展不平衡，我们提出，发达地区要将资源开放给对口支援的欠发达地区，而且发达地区要将对欠发达地区教师的帮扶列入重点。所以，我们采用了跟岗培训的策略。而且，跟岗培训也要分不同类型，一部分是欠发达地区教师到发达地区跟岗，一部分是县里教师到地级市跟岗，一部分是农村教师到县城学校跟岗，逐级做。广东从去年起依托师范院校和有师范类专业的院校，打造了8个教师发展中心，对教师持续培训一两个月甚至一个学期，这样的培训效果更好。
