从现代化发展历史来看，人类对污染问题的认识有五个阶段：第一，将污染看成是增长的负面影响，资源转化成产品有副作用的，这是客观事实。环境保护作为部门采取的必要措施。第二，将环境污染的治理看成是生产成本的组成部分。第三，将环境看成决策考虑的因素。在生产设计时考虑环境问题。第四，把环境污染作为优化经济活动的直接依据。国内现在已经提出：环境优化发展。第五，把环境作为发展的目标。前几天北京雾霾弥漫，《环球时报》的主编发微博说环境问题就是环境问题，不是政治问题。我不知道他说的政治问题是什么，民生问题是一个天大的问题，不是政治问题是什么问题?如果关心大家的事情，不被政治家当做是重要问题，一定是不合格的政治家。

所以我们要形成共识，要有短期见效措施，不要为长期治理留下隐患，容不得敷衍。环境是公共产品。而好的产品是生产出来的，不是建设出来的。所以在环境产品生产过程中，政府是怎样制定标准、制定规划、制定政策、制定法律，如何监督，这些基本原则是关键，而不是制造新的概念。2006年环境部大力推动搞环评，现在搞环境评优、生态文明城市创建。原来是拿大棒，现在是拿胡萝卜，从国外经验来看，环保主要是拿大棒，这是环保的主要功能。这个功能要强化，不能弱化。P M2 .5治理要纳入强制性指标，政府做好它该做的，全社会一起努力，推动这个问题的解决。

Pollution has been a serious problem for a certain time around the world. There are many causes for it. Transportation is the main factor of pollution. When the waste gas from cars is released, the air is polluted. People breathing in the polluted air can develop respiratory disease. Another factor is that people throw their garbage everywhere. All kinds of garbage not only spoil the splendid environment, but also cause environmental pollution. Whats more, industrial pollution also deserves our attention. Wastewater from factories is poured into rivers and this causes water pollution. As a consequence, the greenhouse effect becomes a problem which needs our immediate caution and how to solve is urgent all over the world. At present, some measures have been taken to prevernt.

For example, people classify the garbage and some is recycled after being collected. People are also encouraged to use paper products instead of plastic products because we know that our living condition will be worse if we keep ignoring this problem. And I believe we can prevent pollution if everyone makes the efforts.

As an engineering student majoring in environmental systems, I have strong awareness of the environment and want to work in the field of environmental protection. There are three feasible ways, in my opinion, which can raise public awareness of our surrounding environment. Firstly, the appropriate education in schools can be applied to build our concept on the importance of environment and it should be taken good care. Secondly, more and more green or environmental promotions should be carried out. For example, use public transportation more frequently instead of private vehicles; print double-sided instead of one-sided to save papers. Furthermore, researches on clean energy and sustainable development should be enhanced. The natural resources on earth is not infinite and we should seek for a better method to protect our circumstance in the long run.

科技是用来顺应自然、保护自然的。当科技不再以展示“人类”拥有的智慧，并能以此站在顶点为目的时，它便能与自然相融合，成为制造“绿色”的元素，进而创造绿色的文明。我希望这样的科技终有一天能化为现实。它显然已不是现代科学的范式，但最重要的是，它将能重筑并维持环境的浑融性。
