三、加强环境保护的宣传教育。现在人们乱丢垃圾的另一个原因是环保意识差。要在办公室、学校等公共场所进行宣传，提高人们的环保观念。学校也可经常组织学生到河滩捡拾垃圾，增强学生的环保自觉意识。

四、多植树木，防止水土流失。大家知道黄河是怎么来的吗?就是因为它流过的地方有黄沙流失，积少成多，慢慢就成了黄河。如果我们多植树木，就可以防止河岸上泥土流失，以免成为第二条黄河。

能按这样做，我相信一年内沱江河将成为最干净的河。

现在我们应该保护环境，保护水资源，防止沱江河发生第二次河水污染。

Many factors are  to the deteriorating situation: industrial wastes pumped into the air, the lakes and rivers; a increasing number of automobiles crowding into the streets; the  use of plastic bags etc.

To my view, stiffer laws and regulations must be implemented to check pollution. Industries that release wastes without  should be heavily fined.
