By contrast a popular culture is a large heterogeneous group often highly individualistic and a pronounced many specialized professions. Secular institutions of control such as the police and army take the place of religion and family in maintaining order， and a money-based economy prevails. Because of these contrasts， "popular" may be viewed as clearly different from "folk". The popular is replacing the folk in industrialized countries and in many developing nations. 归根结底，文化强国的“强”字应该是指人强，智慧强，学问知识强、想象力创造力强、成果强、著作强、发明发现强，强了才能够长久地矗立于人类的生活与精神领域中，不但现在强、不但现在大繁荣大发展，而且经得住历史的考验、时间的考验。

反过来就是说，发展建设文化不能够急于求成，不能做表面文章，不能大呼隆，不能变成政绩工程，更不能吹吹打打图个声势。

笔者非常赞同王蒙的这个观点。文化说到底是一种滋润人心灵、涵养人精神、塑造人性格、影响人行为的形而上的东西。可以说，每个国家、每个民族、每个地方、每个家庭、甚至每个人都有着自己的文化理念，其思想、其行为都受着文化的支配和制约。所以，从根本上来说，文化的建设和发展都应该是思想的建设、是灵魂的建设、是艺术的建设。它当然离不开文化产品，当然需要发展平台、需要建设载体。但是，它的出发点和落脚点都应该放在塑造人、净化人、升华人、娱乐人身上。因此，文化建设就应该有文化节的味道。比方说，多开展一些有益身心的读书、歌咏活动；多举办一些艺术讲座、艺术表演活动；多进行一些礼仪培训、民俗传承活动；多鼓励一些文艺创作、文物保护活动，等等。通过这些活动，使群众的文化需求得到解决满足；使我们的民族文化得到传承；使公众的灵魂得到抚慰；使整个社会道德情操得到升华；使文化大家得到孕育。
